EXTERNAL VACANCY ANNOUNCEMENT FOR : MEDICAL DOCTOR
Médecins Sans Frontières (MSF) is an International, independently funded, non-profit, humanitarian medical organization that offers assistance to populations in distress, to victims of natural and man-made disasters and to victims of armed conflict without discrimination and irrespective of race, religion, creed or political affiliation. MSF is currently recruiting for the following position based in Taiz City:
Main purpose:
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients / beneficiaries health conditions.
Accountabilities:
- Apply medical knowledge and skills to diagnosis and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
- Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, ensuring they have understood.
- Follow up the evolution of the hospitalized/IPD patients, through daily visits, consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments, in collaboration with other doctors – and informing their family about the patient’s progress.
- Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
- Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patient’s illness, medical error and monitors the proper functioning of the department, equipment or material.
- Ensure ongoing training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
- Know and ensure all MSF medical protocols are followed and implemented, check that universal precautions are followed at all times, reduce bio-hazard risks and improve infection control. Ensure professional confidentiality is respected.
- Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.
MSF Section/Context Specific Activities:
MSF – Holland in Yemen’s Taiz City project works in Al Jamhori Hospital co-managing with the Ministry of Public Health and Population (MoPHP) the Mother and Child Health.
The responsibilities of this position are both in the co-managed departments in Al Jomhouri Hospital.
Context-Specific Main Responsibilities as a Referral Doctor:
- Ensure proper operation of the MSF referral activities under his/her responsibility.
- Arrange and supervise patient referrals and follow up on the patients’ condition through regular visits to referral hospitals.
- Define and implement MSF policies, protocols and procedures for referrals.
- Monitor the quality of care for all referred cases in the respective health facilities.
- Ensure good communication with referral health facilities.
- Ensure referred patients’ access to quality secondary health care, free of charge, and according to MSF Referral Policy.
- Monitor and evaluate case-related medical documentation in referral hospitals.
- Represent MSF as a medical humanitarian organization in the referral health facilities and in
- interaction with local authorities, and explain MSF activities and referral policies when appropriate and necessary.
- Collect information about the currently provided services and quality of care in referral facilities. Advise and inform the MAM/MTL about the development and progress of the ongoing referral system in relation to the project Referral Policy.
- Provide feedback to the MAM/MTL on the medical condition of referred patients.
- Ensure proper reviews of all referral hospital and laboratory bills and payments, in collaboration with the MAM/MTL.
- Submit reports and update the MAM/MTL regularly on referred patients’ data. Maintain a list of referrals and update the data on a daily basis, including the monitoring tools (i.e. data tool and white board).
- In collaboration with the MAM/MTL, NTS and Pharmacy Supervisor, ensure that necessary drugs and supply materials are available in MSF ambulances used for patient referrals, if present.
- Ensure reporting in monthly basis and submitting the report to his/her line manager.
- Updating the money request that will used in the coming month on monthly basis.
- Documentation of all the referral cases, investigation request and consultation and in a daily basis updating the referral excel sheet.
- Conducting a regular training of the MOH team about the PEP protocol and supporting the staff health focal point in the hospital.
Staff Health responsibilities:
- Organize and provide emergency medical care to national MSF staff in case of acute illness/injury during duty hours.
- Review and validate sick leaves submitted by national staff, according to the national staff Health Policy & health condition of the staff.
- Provide PEP to national staff in case of AEB, document and report AEB incidents in accordance with MSF AEB protocol.
- Communicate with the health insurance company on issues related to staff health and health insurance.
- Implement and ensure adherence to the national staff Health Policy.
The position requires office working hours with standby duties outside of the working hours for support on staff health or referral-related issues.
Staff are not allowed to chew QAT during working hours. Under no circumstances are firearms/weapons allowed in MSF vehicles or on MSF premises. The above-mentioned activities and responsibilities are not exhaustive, and staff may be assigned additional responsibilities or tasks as required by their line manager.
Requirements:
Education:
- Medical Doctor Bachelor Degree, MBBS
- 2 years of experience minimum as a Medical Doctor or in clinical work (can be with medical trainings).
Experience:
- Desirable experience in Public Health, OBGYN, pediatrics, infectious diseases, general practice, general medicine, or minor surgery.
Language(s):
- English and Arabic essential.
