JOB CONTEXT:


Yemen has been for long the poorest country in the Arab world. After the Arab Spring, the humanitarian crisis has intensified as a major humanitarian crisis of the moment since 2012 with almost half of the population being food insecure. This has created increasing unrest among the population and discontentment with the government.


During the summer of 2014, the Shia minority group called Houthis has somehow taken control of several important cities, among them the capital Sana’a. Meanwhile, the Southern separatist movement increased their call for independent south while Al Qaida and linked groups (mainly based in the South-Eastern parts of the country) are fighting Houthis and other groups including the internationally recognized government.


In January 2015, the Houthis overthrew the President Hadi’ government. Since the end of March of the same year, an international coalition of countries led by Saudi Arabia allied with the President temporarily exiled in Saudi Arabia launched a military campaign against the advances of the Houthis in the country. At the end of 2017, the alliance between the GPC of the former president Saleh and the Houthis broke out in Sana’a and Saleh was killed. In January 2018 the alliance in the south as well broke out: the Southern Transitional Council, in favor of an independent state in the south took over Aden from the hands of Hadis’ supporters, Hadi being still in exile in Saudi-Arabia.


As a result of such violence and instability, it is more than 20 million of Yemenis out of 27 million in need of any kind of aid. Malnutrition, cholera, diphtheria hit most of the families and a failed health system, with no salaries paid for several years, cannot cope.


YOUR MISSION:

Under the Head of Programme in Yemen, the Rehabilitation Specialist supports the implementation of Humanity & Inclusion’s mandate and 10-year strategy. You will ensure project quality and impact through effective delegation and control mechanisms. In collaboration with all HI managers, you contribute to sound organizational management and paradigm shifts. As a specialist you will also help develop new rehab projects, optimize HI’s rehab strategy, and support multi-sectoral initiatives. Reporting to the Technical Head of Program and working with the HQ Rehab Technical Division, you will contribute to the implementation of the Rehab pillar of STRATOP.


Responsibilities:


1. Expertise:


  • Contribute to the country strategy, ensuring alignment with global objectives.
  • Support analysis of barriers limiting access to rehabilitation services and adapt projects accordingly.
  • Provide technical guidance and capacity building to project teams, including training and support.
  • Ensure technical quality control and compliance with global frameworks and standards.
  • Lead technical learning, research, and innovation initiatives within the sector.
  • Support recruitment and develop action plans for staff development.

2. Influence:


  • Represent HI’s expertise locally, contributing to advocacy and communication aligned with global priorities.
  • Ensure technical consistency across external engagements and working groups.

3. Business Development:


  • Contribute to context analysis and the development of new projects.
  • Foster local partnerships and collaborations with NGOs, institutions, and companies.

4. Coordination and Reporting:


  • Support teams in producing reports and ensure accurate, timely reporting to donors and authorities.
  • Actively engage in internal coordination and meetings, ensuring efficient communication across sectors.

  • Perform any other related tasks as required by the program.

CHARACTERISTICS OF THE POSITION:


The position is based in Sana’a/Aden, with travel expected between HI bases (Aden, Mokha, Hodaideh, Lahj, and Hajjah). Most work is office-based, but occasional field visits are possible. Movements are by car, and a curfew is in place.


While the security situation in Sana’a and Hajjah is relatively calm, it remains volatile in the south. HI has established security protocols to ensure team safety, with no major incidents in recent periods. Local medical facilities may be insufficient for those with ongoing health concerns.
