GLOBAL OBJECTIVE OF THE POSITION
Under the supervision of Technical Head Of Program and in close collaboration with the MASHRIQ Regional Technical iSRHR/GBV Specialist, the iRH/GBV Technical Officer contributes to the implementation of Humanity & Inclusion's mandate and 10-year strategy in his or her country-Yemen.
He/she contributes to the implementation of inclusive emergency humanitarian response project addressing critical health and inclusion needs by providing technical expertise and ensuring that the quality and impact of the project(s) concerned is optimized. The project is part of a multi-country program aimed at increasing access for persons with disabilities, particularly women and adolescent girls with disabilities, to reproductive health (RH), protection, mental health and psychosocial support (MHPSS), and rehabilitation services.
Additionally, the Yemen mission is actively exploring the RH and gender-based violence (GBV) sectors to further its mandate of advancing disability inclusion. By integrating disability-focused approaches within these sectors and the broader health sector, the mission aims to enhance access to critical services, strengthen inclusive practices, and contribute meaningfully to the empowerment and well-being of persons with disabilities, particularly women and girls with disabilities.
He/she works closely with the programme's technical and operations team, included the Protection and Inclusion Project Supervisors and field teams.
JOB DESCRIPTION
Line manager: Technical Head of Program
Responsibility 1 : Provides technical expertise and guidance to program’s team members, partners and relevant stakeholders including Organizations of Persons with Disabilities
Aim: Ensure that the program’s team and partners understand and are able to apply the chosen modalities of disability-inclusive RH/GBV in compliance with the HI technical framework and global standards.
Tasks:
- In collaboration with technical colleagues, contribute to the development of technical tools and/or adaptation of methodologies for the project implementation, including the development of capacity building packages (training needs assessment tools, training manuals and materials, pre-post training tests, users’ guidelines, etc.) in line with global standards;
- Contribute to assessing HI project team and/or consortium partner capacity building needs, to define suitable training plan and training package.
- In collaboration with technical colleagues, train project’s partners and relevant stakeholders on the methodologies and tools and facilitates capacity strengthening and ad-hoc technical guidance.
- Produce training and coaching reports and coordinate feedbacks with the service providers for strengthening continuous staff development.
- Ensures technical learning from projects by leveraging lessons learned and best practices.
- Consult with OPDs and ensure their meaningful participation in capacity strengthening
Responsibility 2: In close collaboration and coordination with the teams, support the implementation, monitoring and evaluation of the iRH/Protection activities of the project.
Aim: To ensure the effective implementation and continuous improvement of iRH/Protection activities by overseeing their implementation, facilitating capacity building, and ensuring monitoring and evaluation in line with international standards and project goals
Tasks:
- Implementation and Supervision:
- Supervise the project's implementation, adhering to the various stages of the project cycle in close collaboration with project partners and OPDs.
- Perform regular monitoring and support visits to project intervention areas to oversee activities and ensure adherence to project plans.
- Develop and implement disability inclusive RH/Protection action plan ideally in collaboration with OPDs.
- Facilitate effective coordination between the project team and other members of the technical unit for support requests and regular meetings, ensuring quality control and intervention efficacy.
- Monitoring and Evaluation:
- Monitor achievements and indicators according to the logical framework and develops necessary tools to support effective project evaluation and decision-making.
- Ensure the collection and compilation of project-related data in the project database, in collaboration with the MEAL team.
- Engage in efforts to capitalize on project experiences, such as collecting testimonies and sharing best practices, enhancing knowledge management within the project and broader community.
- Capacity Building and Support:
- Provide ad-hoc support, coaching, and follow-up to the project’s partners, actors, and stakeholders, particularly during the implementation of activities.
- Deliver training and coaching on disability-inclusive RH/Protection to partners and stakeholders in collaboration with OPDs, based on identified needs and planned activities within the project framework.
- Reporting and Communication:
- Is responsible for filling in and updating reporting tools, including monthly situation reports in collaboration with the PM and other team members.
- Provide regular updates to the PM and team members and writes both internal and external reports that comply with deadlines, donor requirements, and quality standards.
- Regularly communicate with the consortium lead to discuss the project's progress, challenges encountered, and potential solutions.
Responsibility 3: Contributes to Networking, Influencing and representation
Aim: To promote externally HI’s visibility, capacity and expertise in the field of disability inclusive RH/GBV
Tasks:
- Contribute to HI's external influence by actively participating in local RH/GBV networks, working groups and conferences, promoting disability inclusion and advocating for inclusive practices within the RH/GBV community.
- Communicate about the project with partners, authorities, and stakeholders, as appropriate.
- Establish and maintains collaborative working relationships with relevant representatives from the Ministry of Health (MoH) and key RH/GBV stakeholders
- Share lessons learned and best practices to enhance the efficacy and impact of disability inclusive RH/GBV initiatives.
- Actively engages with OPDs to ensure their meaningful participation throughout the project cycle. This includes involving them in planning, decision-making, and evaluation processes to ensure that RH/GBV information and services are inclusive.
Responsibility 4: Provide technical support for iRH/GBV business development
Aim: To contribute to fostering strategic partnerships and opportunities for program development in the field of disability-inclusive RH and GBV.
Tasks:
- Contributes with technical input to the design and writing of concept notes and project proposals related to disability-inclusive RH and GBV.
- Establish and maintain relationships with donors, partners, and key stakeholders in the RH and GBV sectors.
- Provide recommendations to HI management on pursuing strategic opportunities aligned with the organization's expertise and mandate.
Responsibility 5: Emergency Preparedness and Response Responsibilities
- Contributes to the support or to the implementation of the program(s) emergency preparedness actions and, during an emergency, adapts his/her work modality to contribute to HI’s effective humanitarian response.

TIME SCHEDULE
The working hours are the following: Sunday to Thursday – 8.00 to 4.30 (with 30 minutes lunch break). Note that the working time can go up to 48 hours per week (according to the local labor law) if it is required by the volume of activities and by the line manager.
CONFIDENTIALITY CLAUSE
As the position is involved in sensitive topics, he/ she must observe absolute discretion within and outside the organization.
A non-respect of this clause might have immediate dismissal as a result.
Any breach of the above-mentioned responsibilities, of the Conditions of Engagement may be sanctioned by a written warning or immediate dismissal if appropriate.
Job Conditions
- The salary will be defined according to HI’s existing salary scale
- Based in Aden, with frequent movements in the field and other bases.
- 30 days leave/year + benefits (transport allowance, health insurance, life insurance)
- The working hours are the following: 8:00 to 16:30 (with 30 minutes lunch break) from Sunday to Thursday.
- Note that working time can go up to 48 hours per week (according to the Yemen labor law) if it is required by the volume of activities and by the line manager.
