The Life-saving shelter Assistance to the conflict-affected communities in Marib City district, Marib Governorate and Khab Wa Ash Sha'f district under Al-Jwaf governorate project Funded by the Yemen Humanitarian Fund (YHF) will provide life-saving shelter assistance to communities affected by conflict in Marib City district, Marib Governorate, and Khab Wa Ash Sha'f district in Al-Jwaf governorate. The project responds to the urgent needs of vulnerable communities exacerbated by recent floods and storms, which have resulted in widespread displacement, food insecurity, and increased protection risks. Improve living standards and resilience through the provision of shelter, NFIs (Non-Food Items), and access to safe water and sanitation facilities. Prevent and mitigate protection risks, particularly for women, girls, boys, and men, through the implementation of effective protection measures and community engagement.
MEAL and reporting officer for the shelter project, under the direct supervision Programs & Projects Manager, Project Manager, the MEAL and Reporting Officer will be responsible for ensuring the effective implementation of Monitoring, Evaluation, Accountability, and Learning (MEAL) activities within the shelter project in Marib and Al Jawf governorates. The role includes collecting, analyzing, and reporting project data to inform decision-making, enhance accountability to beneficiaries, and ensure compliance with donor and organizational standards. Additionally, the officer will ensure that project progress and impact are accurately documented and shared with stakeholders through high-quality reports.
Duties and Responsibilities:
Under the direct supervision of Programs & Projects Manager, Project Manager, the MEAL and reporting officer, will undertake the following tasks:
Development of Projects MEAL plans and tools:
- Participate and support in identification, development of new and/or revision of existing data collection tools/templates (questionnaire, checklist, other tools where necessary)
- Facilitate orientation (technical support and training) of project team on agreed tools, methodologies, tasks and data or project quality requirements
- Participate and support in the projects log-frame update, follow up of projects plans, monitor projects outputs/ outcomes indicators and assess progress made against targets while considering projects quality, and provide timely feedback.
Monitoring & Evaluation:
- Develop and implement project-specific monitoring and evaluation tools.
- Support project managers and technical sector leads as needed to analyze project progress data and developing quality indicators/checklist and conducting program quality monitoring.
- Conduct and analyze baseline, post-distribution monitoring (PDM), end-line surveys, and other assessments.
- Plan for and conduct regular field monitoring visits to different field locations to validate information and provide monitoring support (Backstopping) to the field teams, ensuring compliance with project goals and indicators.
- Submit comprehensive monitoring reports, highlighting progress, challenges, and lessons learned.
- Create and maintain tracking systems for project indicators and ensure timely, accurate data collection and analysis.
Data Management:
- Develop, maintain, and administer project databases, ensuring data accuracy, integrity, and security.
- Validate data collection tools and processes and provide training to field staff.
- Conduct data quality assessment-DQA (review databases, reports and data collection tools and processes of collection)
- Lead in creating interactive, user-friendly visualizations by collecting, analyzing, and producing graphics using Power Bi and/or Excel pivot tables.
- Perform routine data quality checks, including cleaning, error correction, and duplication removal.
- Maintain proper documentation and archiving of project records in both soft and hard copies.
Assessments and Evaluations:
- Carry out quantitative and qualitative data collection activities at field level through surveys, interviews, questionnaires, focus group discussions with beneficiaries, etc., as defined in the weekly/monthly MEAL work plan and required by programs.
- Participate in planning and undertaking surveys, rapid assessments, post distribution monitoring (PDMs), BNFs satisfaction, Baseline, Endline & feedback surveys. This will include ToR, development, and revision of data collection tools, creating surveys and uploading them into KOBO, training of data collectors, data collection supervision, data analysis and reporting.
- Support the MEAL Officer during internal and external evaluation planning and implementation (development/review of evaluation ToR, plans/scope of work, data collection tools, supervising data collection, analysis, drafting reports).
- Support dissemination of evaluation findings and other M&E data or research products in coordination with Grants Manager and MEAL coordinator.
Accountability:
- Actively promote meaningful community participation and consultation during planning, implementation, monitoring and evaluation.
- Ensure all assessments (PDM, Satisfaction survey, Evaluation, FGD/KII) include questions to assess HDP's community accountability mechanism.
- Support the project team with strategies development that improve and promote high level of community participation.
- Implement and manage the project’s Complaints and Feedback Mechanism (CFM), ensuring accessibility to all beneficiaries.
- Collect, record, and address beneficiary feedback and complaints through established channels.
- Regularly report on CFM outcomes, focusing on lessons learned and improvements.
Reporting:
- Prepare weekly, monthly, and final narrative reports in English and Arabic per donor guidelines.
- Ensure timely submission of deliverables, including progress reports, work plans, and performance indicator updates.
- Compile success stories and project highlights to communicate impact to stakeholders.
Learning and knowledge management:
- Support orientation of field staff on selected MEAL methodology, tools, processes and plan, priorities and quality standards and or requirements.
- Review reports, identify or extract and compile lessons, validate and timely share the lessons with relevant team members using most appropriate means in order to promote learning and improvement.
- Where necessary, perform any other duty as and when called upon by the line manager.

II. Education and Experience
- A postgraduate or bachelor’s degree in computer science, statistics, Statistics, or a related field.
- Minimum of four years of working experience in monitoring, evaluation, accountability, and learning or research at field level, preferably in humanitarian or development settings.
- Experience in conducting surveys or evaluations e.g., post-distribution monitoring, DDM, Baseline and endline surveys, will be a distinct advantage.
- Experience in data collection using mobile data collection systems such as KoBo Collect, or ODK.
- Experience in data analysis using Excel, PowerBI, and SPSS.
- Good technical skills in writing surveys and assessment reports.
- Strong skills in written and spoken English; Knowledge of the local language is preferred.
- Required Travel: Willingness to travel to remote areas of the country.
