In Yemen, FHI 360 focuses on providing essential health, nutrition, and WASH services to local communities. FHI 360 has been operational in Yemen since March 2018, following the signing of a Principal Agreement with the Ministry of Planning and International Cooperation (MoPIC). Currently, FHI 360 is launching an integrated humanitarian response program in Mokha and Dhubab in Taiz and Khawkhah in Hudaydah.
POSITION OVERVIEW:
FHI 360 is seeking an experienced MEAL Officer – IM to support the design and implementation of advanced MEAL systems for its projects in Yemen. Reporting directly to the MEAL Manager, the MEAL Officer – IM will play a critical role in ensuring high-quality data collection, analysis, and reporting processes that drive evidence-based decision-making. This role focuses on leveraging innovative data management tools and techniques to create a comprehensive and responsive MEAL framework that aligns with donor standards, particularly those of USAID/BHA. The successful candidate will be instrumental in transforming data into actionable insights, enhancing accountability, and fostering a culture of continuous learning and improvement across FHI 360’s programs.
KEY RESPONSIBILITIES AND DELIVERABLES:
MEAL System Development and Implementation
- Collaborate with the MEAL team to design, enhance, and implement MEAL systems, processes, and tools tailored for FHI 360 projects in Yemen.
- Oversee the management of data collection platforms, including Commcare, Kobo Collect, and ODK.
Training and Supervision
- Provide comprehensive training and supportive supervision to community-based partners on MEAL tools to ensure accurate, complete, and timely reporting.
- Conduct on-the-job support and capacity-building sessions for data collectors at project sites.
Data Validation and Quality Assurance
- Validate and verify monthly data submitted by primary health facilities.
- Conduct routine monitoring visits to project sites and perform data quality assessments (DQAs) using FHI 360 and other standardized tools.
- Prepare detailed monitoring checklists and guidelines to measure performance indicators and track progress against project targets.
Data Analysis and Reporting:
- Analyze and prepare data for inclusion in donor reports, ensuring accuracy and compliance with donor requirements.
- Utilize data analysis tools such as Excel, PowerBI, SPSS, and STATA for in-depth data analysis and interpretation.
Feedback and Learning:
- Collect, analyze, and respond to community feedback using established feedback mechanisms.
- Document lessons learned and best practices in MEAL, facilitating knowledge sharing among colleagues and other departments.
Compliance and Improvement:
- Follow up on the implementation of audit and evaluation recommendations, ensuring findings are incorporated into program improvements.
- Update the MEAL project plans regularly and monitor progress to address any discrepancies between planned and actual outputs.
Other Duties:
- Perform additional tasks as assigned by the supervisor to support the overall MEAL function.
APPLIED KNOWLEDGE & SKILLS
Technical Proficiency:
- Expertise in data analysis using tools such as Excel, PowerBI, SPSS, and STATA.
- Proficiency in mobile data collection systems like Commcare, Kobo Collect, and ODK.
- Strong technical skills in writing surveys and assessment reports.
Organizational and Communication Skills:
- Excellent organizational skills with the ability to prioritize tasks effectively.
- Ability to communicate clearly and professionally with stakeholders and staff in English.
Detail-Oriented Approach:
- Keen attention to detail in data analysis and report preparation.
- Ability to identify errors, interpret data, and generate accurate reports.
QUALIFICATIONS, SKILLS, AND COMPETENCIES:
Educational Background:
- Bachelor's degree in engineering, information technology, statistics, business administration, or a related field.
Professional Experience:
- Minimum of 2-5 years of professional work experience in MEAL, preferably in public health, WASH, or related disciplines.
- Solid understanding of project cycle management and MEAL principles.
Technical Skills:
- Proficiency in Microsoft Office and database management systems.
- Strong analytical and problem-solving skills with the ability to interpret complex data sets.
Language Proficiency:
- Must be able to read, write, and speak fluent English.
