Read foundation is an international Non-profit organization, registered in UK in 1994, with aim of contributing to alleviating the sufferance of the population. READ Foundation Yemen (RFY) established its operations in Yemen late July 2020. Since its establishment, RFY has assisted the affected population with lifesaving interventions in different governorates.

Job Purpose:

The incumbent is expected to work under the direct supervision and Technical guidance of the Head of Programme and be responsible for RFY Multi-sectoral project portfolio including design, planning, implementation of rebuilding education, school WASH, food security and Vocational Training and Income Generation interventions as well as internal and external coordination, documentation, monitoring and evaluation and reporting in line with READ Foundation – Yemen (RFY ) programme standards, rules and regulations.

Duties and Responsibilities

Projects Implementation: 

  • Be overall responsible for design, planning, implementation of rebuilding education, school WASH, food security and Vocational Training and Income Generation interventions in the various project locations in Taiz, Aden and Lahj Governorate.
  • Develop detail project implementation plan (weekly and monthly) for the programme Assistant, Daily Workers/Volunteers) in close coordination with the programme team and support departments. Review progress/achievements and constraints in a weekly meeting ‎provide feedback and address issues accordingly.
  • Lead and participate in project baseline assessments, market assessments to inform project design decisions including project start-up and closing workshops.
  • ‎Ensure that the schools and project participants (for rehabilitation of schools, distribution of food basket/cash, teachers training/incentives, education materials/kits etc.) are identified based on the set selection criteria, in coordination with schools, communities, local education offices and authorities, relevant UN Clusters.
  • Develop procurement/supply plan, identify needs and ensure timely procurement and distribution of all project kits/tools/materials project beneficiaries with support from Logistic/support team.
  • Conduct assessment, identify/select potential beneficiaries (vulnerable women: widows, women-headed HH etc.) for various Vocational Training Courses following set terms and conditions.
  • Identify Vocational Training Centres in Taiz and Aden, process agreement with training centres and organize Vocational Training for selected group of trainees, regular visit and follow-up implementation of the training, resolve issues and challenges and ensure that training topics and quality are met expected training outcomes. 
  • Identify and organize Soft/Life Skill training for the trained vocational skills and income generation beneficiaries.
  • Develop Self-help group of training group, support for promoting business development and branding, income generation through market linkage and market access. 
  • Work with Project Engineer and ensure that all BoQs for school/WASH rehabilitation, solar systems etc. are done based on technical assessment following gender sensitivity, disability and inclusion, including follow-up of implementation with quality standards.
  • Ensure selection of beneficiaries for food basket/cash support following door-to-door visits, share list with FSAC and cash working group to avoid duplication and to remove ‘Ghost Beneficiaries’, follow-up propose distribution and resolve issues following CFM approach. 
  • ‎Manage data entry and analysis as required.
  • ‎In liaison with the logistic department, oversee logistical planning for upcoming field distributions.
  • ‎Work with logistic/support team, plan and implement food basket/cash distribution in compliance with all RFY administrative and operational procedures and policies.
  • ‎Maintain good working relationship with Clusters (Education, WASH, FSAC, Shelter & NFIs..), local authorities and other stakeholders in the respective geographic areas.
  • ‎Manage Programme Assistant, Daily Workers/Volunteers, identify and executer training needs, provide management and technical support for improving quality of their works.
  • ‎‎Actively monitor and report to the Head of Programme on the on-going context and security environment within the ‎operational area.
  • Perform any other related duties that assigned to you by your line manager.

Monitoring and Evaluation:

  • With the support of MEAL officer, develop and ensure assessment, monitoring and evaluating activities of the programme are carried out on time, and lessons learnt are shared with HoP and programme team, suggest and undertake corrective measures.
  • Ensure that at least one Case Story for each [Output/Outcome is developed based on the facts and findings from the field, review with the Media Assistant and use for project interim and final reporting.
  • Regularly visit the project sites, supervise and monitor works of the Programme Assistant, Daily Workers/Volunteers and ensure that all implementation of activities is closely monitored and filed teams are appropriately supported.
  • Preparing documentation for projects, such as work plans, budgets, updates, briefings, case stories, reports following up and programme projects initiation and implementation arrangements) 
  • Provide assistance on the development of proposals / concept notes when required through collecting and storing national, regional/local data, reports of the Clusters, authorities and other partners. 
  • Under the guidance of the line manager prepare power-point and other presentations for the country programme/support team, authorities and stakeholders.
  • Gather and compile data and information for the preparation of documents, reports guidelines, and other material as required.
  • Regularly cross-check accomplished activities against project plan, review BVA, prepare rationale and justification for project and budgetary performance, provide briefing/update to the HoP and the team in the weekly and monthly review meeting.
  • Ensure PR and other requirement are raised and processed timely (procurement of goods and services, and support contract tracking for venders, volunteers etc.).
  • Participate in meeting, workshop, training and other events with RFY, authorities, clusters and other partners and present project progresses, results, and reports for accountability and visibility. 
  • Work with Media Assistant, undertake and accomplish all media requirements (still and video documentary, case story, s=distribution, training, rehab etc.) 
  • Do any other tasks as required by the Programme manager

FUNCTIONAL COMPETENCIES:

  • Ability to organize and complete multiple tasks by establishing priorities, handle a large volume of work, also under time constraints, and provide support to other staff 
  • Able to stay composed and positive even in difficult moments and handles tense situations with diplomacy and tact.

Qualifications and Experience:

  • Master degree from a reputed university in agriculture, economics, sociology, development, education, statistics or related field;  
  • At least five years of progressive work experience as Project officer at reputed international/local NGOs in the field of education, food security, WASH, Vocational skill development and income generation in a humanitarian/recovery context
  • At least three years of hand-on work experience in the market-based intervention, specially with Vocational Training Centres, Skill development, enterprise and business development, job creation, market access and income generation with the vulnerable group/IDPs, women and youth groups. 
  • Demonstrative experience in participatory approaches and tools and its uses in a rural multisectoral project context
  • Strong conceptual knowledge and understanding and application of SPHERE and Humanitarian Standards and Principles in rural, conflict and recovery context.
  • Working experience with schools and vulnerable/marginalized groups in the rural and conflict settings.
  • Technical expertise and experience in design, planning, implementation and monitoring & education, WASH, food security and IGA interventions. ‎
  • Excellent problem solving, communication and coordination skills 
  • Excellent computer skills (MS Office including Word, Excel, power point etc.)
  • Good verbal and written communication in English, specially drafting project reports, updates, presentation materials as well as communicating with external stakeholders.
  • Highly organized, with good attention to detail and developed ability to prioritize multiple tasks to meet tight deadlines and organize work; 
  • Proven experience to work under pressure in a difficult situation with minimal supports and resources. Ability to plan and work independently.   

DESIRABLE

  • Experience with recognized international NGO will be an added advantage.
