About our Country Program/ Regional Programs

RI in the Middle East has programs in seven countries - Iraq, Jordan, Lebanon, Syria, Türkiye, Yemen, and now OPT with a focus on the 4 main RI sectors: WASH, Health and Nutrition, Education and Livelihoods. Relief International has been providing humanitarian aid in Yemen since 2010, offering various services like health, nutrition, water, sanitation, livelihoods, and protection across the country. They focus on helping vulnerable people, including internally displaced persons, returnees, and host communities. RI also provides reproductive health, protection, and gender-based violence responses in specific areas.

2.    Job Profile

The Health Information Management Officer will play a pivotal role in ensuring the accurate collection, consolidation, and management of health data across all supported health facilities while overseeing the Health Information Management Assistants.

This role will be responsible for designing and managing the system for field data collection, consolidating health information from various health facilities into the program database, and facilitating analysis and learning for improved decision-making. He/she will also work closely with the Program Manager and Project Coordinator to support human resources activities for health facility staff.

He/she will ensure the accuracy and security of health data management, leading the process of data collection, entry, and analysis, while supervising and providing guidance to the Health Information Management Assistants. The HIMO will collaborate with field teams to improve data quality, troubleshoot errors, and ensure compliance with reporting requirements and security guidelines.

3.    Key responsibilities 

Context Background

  • Operate within a dynamic health and nutrition project, overseeing the Health Information Management Assistants in collecting and managing data from several health facilities.  
  • Ensure data is collected by the HIM Assistants following project standards and securely stored, respecting confidentiality requirements.  
  • Monitor the program’s progress against key performance indicators (KPIs) to ensure timely delivery of results, guiding the HIM Assistants in tracking and reporting these indicators.  
  • Ensure that all HIM staff adhere to security guidelines and protocols while conducting field activities.  
  • Work in a challenging environment where field data collection may face logistical and operational challenges, providing support to the HIM Assistants to overcome these obstacles.  

Relationships Management

  • Coordinate closely with the Program Manager and Project Coordinator to ensure smooth program implementation while supervising the Health Information Management Assistants.  
  • Maintain strong relationships with health facility workers through the HIM Assistants to ensure accurate and timely data reporting.  
  • Liaise with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team to align data management practices with program needs, guiding the HIM Assistants to follow these standards.  
  • Serve as a key point of contact for field staff, troubleshooting data issues, and providing training to HIM Assistants and health facility workers as necessary.  
  • Work collaboratively with external stakeholders, such as TPM (Third-Party Monitoring) organizations and clusters, to share program data in coordination with the HIM Assistants.  

Key Deliverables

Data Management and Reporting:

  • Oversee the collection, compilation, and analysis of health data from supported health facilities by supervising the Health Information Management Assistants, ensuring its accuracy and completeness.
  • Lead and guide the HIM Assistants in the entry of data into the program database, ensuring timely and accurate reporting to project management.
  • Prepare reports with graphs, charts, and other visuals to facilitate the program’s learning process, leveraging data provided by the HIM Assistants.
  • Perform regular data cleaning and ensure that quality control measures are applied, mentoring the HIM Assistants to uphold high data standards.
  • Maintain and monitor data archiving systems (both digital and hardcopy) to ensure secure and organized storage, coordinating with the HIM Assistants for proper management.

Capacity Building and Training:

  • Train health facility workers on data collection systems and ensure they understand the reporting formats, coordinating and supporting the efforts of the Health Information Management Assistants in this process.  
  • Provide on-the-job training to HIM Assistants on data management and reporting to improve the overall quality of collected data and enhance their capacity.  

Coordination and Support:

  • Collaborate with health facility workers, through the guidance of Health Information Management Assistants, to ensure data is collected in accordance with project guidelines.  
  • Support the design of data collection tools and train HIM Assistants and health facility workers to ensure their proper use in the field.  
  • Provide feedback to the project team on common data reporting errors identified by the HIM Assistants and propose corrective actions to improve data quality.  

Team Management:

  • Directly manage Health Information Management (HIM) Assistants, ensuring proper team oversight, efficient work organization, and clear definition of roles and responsibilities.
  • Provide supervision, guidance, and support to the HIM team to ensure the timely and accurate collection, management, and reporting of health data.
  • Foster a collaborative and positive team environment, in coordination with the relevant department.
  • Conduct regular performance appraisals for HIM Assistants, plan leaves, and ensure appropriate coverage during absences.
  • Facilitate cross-departmental collaboration and coordination, particularly with the Monitoring, Evaluation, Accountability, and Learning (MEAL) team, to ensure seamless integration of health information management activities.

Relationships Management

  • Coordinate with district health authorities (DHOs), General Health Offices (GHOs), and local health facility managers to ensure seamless service delivery.
  • Maintain positive relationships with community leaders, local councils, and other stakeholders to facilitate the implementation of health and nutrition interventions.
  • Participate in relevant sub-coordination meetings/ sub-clusters, participate in collaboration and build strong relationships with other implementing partners in the area of assignment.  
  • Collaborate with the logistics and procurement teams to ensure timely delivery of medical supplies and equipment.
  • Act as the main liaison between the field team and the Project Coordinator, providing regular updates and reports on project performance.
  • Engage with the MEAL (Monitoring, Evaluation, Accountability, and Learning) department to ensure project data is properly tracked and used to inform decision-making.

4.    Person Specification

Essential criteria

  • Bachelor’s degree in information technology, Business Information Systems, Statistics, or a related field.
  • Minimum 4 years of experience in health data management within an INGO setting.
  • Experience working and managing teams.
  • Proven experience working with statistical databases and tools for health and nutrition projects.
  • Strong data analysis skills, including the ability to create detailed reports with graphs, charts, and summaries.
  • Excellent communication skills, with the ability to train and support field staff in data management.
  • Ability to work under pressure in challenging environments, maintaining accuracy and attention to detail.
  • Proficiency in Microsoft Office Suite, particularly Excel and Word.
  • Strong organizational skills with the ability to manage multiple priorities effectively.

Desirable criteria

  • Female candidate is an advantage.
  • Experience in working with MEAL teams or in a similar cross-functional environment.
