JOB TITLE: Finance Officer
LOCATION: Aden
REPORTING TO: Finance Manager
MAIN DESCRIPTION
- The Finance Officer provides support to the International Finance Manager to ensure accountability to the programme’s finance functions.
- The FO is primarily responsible for daily accounting and cash management functions. Alongside the IFM, they also support budgeting, monitoring, reporting, auditing and financial risk management requirements.
- The FO works closely with HR and logistics functions to ensure payroll and procurement are conducted in line with standard operating procedures.
- The FO will on occasion be asked to complete reasonable additional duties that fall outside of the job description.
- The FO reports directly to the International Finance Manager.
Key Responsibilities
The Finance Officer is responsible for:
Leadership and compliance
- Promptly review and verify payment ensuring internal control procedures are met, including proper coding and authorization and adequate and complete supporting documentation.
- Reviews and verifies OV liquidations ensuring that supporting documents are adequate and complete before submitting for processing.
- Ensure each donor’s audit compliance requirements are met. The FO must report instances of non-compliance immediately
- Help ensure that all audit recommendations (internal and external) are implemented.
- Reviews all checks prepared by FA ensuring accuracy in amounts and names as well as dates.
- Provide support to the overall Programme in terms of budget allocation and procurement related activities
- Supervise all Finance Assistants and conduct annual performance appraisal
- In consultation with the IFM, set annual performance Objectives for FAs.
Accounting
- Deliver clear and transparent accounting of all HALO financial transactions in accordance with the Global Finance and Accounting Manual.
- Approve daily transactions and Journals posted by finance assistants in country office and locations in NetSuite.
- Prepared monthly accounts and submit to the International Finance Manager for review and certification.
- Verify PVs, OVs, and PRF for accuracy and donor allocation.
- Ensure all staff are aware of and follow purchasing and payment procedures.
- Monitor and reconcile bank balances continuously
Payroll
- Process monthly Payroll in a timely manner
- Ensure that the FA processes all withholding taxes and social security benefits.
- Update payroll with new salaries and incentives as may be required.
- Programme/project finance management:
- Together with IFM help implement and use of HALO’s budget and reporting system (Adaptive Insights).
- Support the financial planning for the programme office, including development, management and reporting of the programme office budget.
- With support from the IFM, lead on the preparation of external and internal audits of donor funded projects.
Advise the International Finance Manager on new concepts and proposals for new business plan.
Role Requirements
- Degree in Accounting, Finance or Business Management with a minimum of five (5) years’ professional experience.
- Advanced spoken and written English.
- Excellent communication, interpersonal and analytical skills with meticulous attention to detail.
- Strong computer literacy, with proficiency in Microsoft Office, especially Excel.
- Professional experience with an accounting software preferably NetSuite.
- Ability to work effectively with a team in a culturally diverse environment.

Terms and conditions: General terms, conditions and requirements will be in line with those for HALO national staff and your contract.
Work routine: Five days per week for eight hours per day, with Friday and Saturday being rest days, notwithstanding travel and non-routine events.
Travel and leave:
1. Your annual leave entitlement as per your HALO contract and Staff Handbook.
2. This position will be based out of Aden and may require travel to visit teams and assess future areas of operations.
