In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality. 

Position Description:

The Senior Health Manager will be based at JSI’s office in Aden and will report directly to the Technical Director. The incumbent will lead the implementation of FP/RH/MNCHN activities within USAID’s Strengthening Healthcare Access Project in Yemen. This role requires technical expertise, strategic leadership, and effective collaboration with the Ministry of Public Health and Population (MoPHP), partners, and other stakeholders.

Duties & Responsibilities:

Technical Assistance & Mentorship:

  • Provide ongoing technical support and mentorship to project staff, partners, and stakeholders to ensure the quality implementation of FP/RH/MNCHN interventions.
  • Promote and adopt learning initiatives to enhance project effectiveness.

Project Implementation:

  • Oversee the implementation of project activities, including reporting, external liaison, and budget management.
  • Conduct regular site visits to assess local conditions, monitor resources, and evaluate project inputs to ensure a comprehensive understanding of the project environment and help to identify any necessary adjustments to enhance overall outcomes.

Stakeholder Engagement:

  • Communicate effectively with local authorities regarding project feasibility, effectiveness, and support systems (monitoring, supply chain, etc.).
  • Collaborate closely with other health program teams to ensure integrated approaches to FP/RH/MNCHN.

Monitoring & Evaluation:

  • Work with the Monitoring, Evaluation, and Learning (MEL) team to monitor and evaluate project objectives, indicators, and outcomes.
  • Ensure accurate and timely data collection and maintain prescribed reporting systems.

Data Compilation & Reporting:

  • Assist in compiling data for weekly, quarterly, annual, and final reports in collaboration with MEL and technical teams to ensure accurate and comprehensive reporting that reflects the project's progress and outcomes.

Access Barrier Identification:

  • Identify barriers that hinder access to FP/RH/MNCHN services and work with the team to develop and implement specific donor-aligned strategies to improve accessibility and ensure that these essential services are available to those in need.

Advocacy & Policy Development:

  • Promote and support the implementation of comprehensive family planning policies that enhance access to a wide range of reproductive health services, ensuring that individuals and families have the information and resources necessary to make informed choices about their reproductive health.

Integrated Approaches:

  • Work together with all program teams to ensure that project activities are cohesively integrated. Emphasize the importance of family planning competencies and the incorporation of gender considerations throughout all aspects of the projects.

Performance Monitoring:

  • Continuously track and evaluate indicators related to (FP/RH/MNCHN) and provide strategic guidance and support to help teams achieve their targets and enhance overall health outcomes in these areas.

Communication & Coordination:

  • Provide regular updates to the Technical Director on program progress.
  • Liaise with partners to ensure compliance with donor policies and local authorities to facilitate coordination with other agencies.

Program Design & Management:

  • Provide detailed technical guidance on the strategic approach to effective program design and management, ensuring alignment with organizational goals.

Workplan Management:

  • Conduct monthly reviews and updates of the work plan with consortium partners, providing feedback to the Technical Director.

Challenges & Solutions:

  • Explore the various challenges associated with implementing the project and engage in meaningful discussions with our partners to identify practical solutions. Collaborate closely to outline specific activities that can address these challenges effectively.

Document Review & Approval:

  • Lead the review and endorsement of FP/RH/MNCHN guidelines and documents in collaboration with the MoPHP.

External Representation:

  • Engage proactively in external meetings, such as cluster discussions and technical working groups (TWGs), by contributing to conversations, sharing insights, and collaborating with stakeholders to address key issues and enhance collective outcomes.

Communication with Field Staff:

  • Ensure that there are continuous and transparent lines of communication established with all field staff members to facilitate effective collaboration, allow for the timely sharing of important updates, and foster a supportive work environment where everyone feels valued and informed.

Safety & Compliance:

  • Follow and support all policies related to staff safety and security.
  • Uphold JSI’s policies on accountability, fraud/ethics management, child safeguarding, and protection from sexual exploitation and abuse.

Flexibility & Additional Responsibilities:

  • Demonstrate flexibility to take on additional responsibilities as needed.
  • Travel to field sites as required.

Qualifications and Requirements:

  • Bachelor’s degree in medicine or public health. A master's degree in public health or a relevant field is preferable.
  • At least six years of experience working in FP/RH/MNCHN projects, from which at least three years in a managerial position.   
  • Strong interpersonal and communication skills to effectively engage diverse populations and stakeholders.
  • Strong problem-solving skills and the ability to navigate challenges in fragile contexts.
  • Ability to exercise sound judgment and make decisions independently
  • Ability to cope with stressful situations and frustrations, demonstrating extreme flexibility
  • Team player with the ability to relate to and motivate local staff effectively 
  • Creative and able to work with limited resources 
  • Excellent oral and written communication and presentation skills in Arabic and English required;
  • Expert computer skills in Microsoft Office including Word, Excel, PowerPoint and Outlook;
  • Familiarity working with the Google Suite of projects (Gmail, Drive, Sheets, etc.) preferred;
