General Information about the Mission

PU-AMI’s Context & Strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported project to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs worldwide around 190 projects a year, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 21 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad at Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Job Description

PU-AMI MHPSS Strategy in the country 

PU-AMI recently included Mental Health and Psychosocial Support as new component of its Health and Nutrition integrated approach. Through the creation of Mother and Baby corners at Health Facility level, MHPSS strengthen the quality of the current nutrition intervention, targeting underlying roots of malnutrition and offer PSS including coverage for referral of MHPSS requiring specialized care.
The main programmatic objectives of the mission for 2024-2025 can be synthetized as follows:

  • Continue and further develop MHPSS integration in Health and Nutrition program through project implementation, monitoring and related training to the team.
  • Continue and further develop MHPSS intervention design and strategy.
  • Develop a referral strategy and SOPs. 
  • Continue and further develop MHPSS networking and representation at country level.
  • Further develop PU-AMI MHPSS HR set up and training resources.

Overall objective

Under the supervision of Medical Coordinator and technical support of MHPSS HQ referent, the MHPSS Project Manager will contribute to the design and direction for MHPSS programming in Yemen. He/she will be responsible for the good integration of MHPSS sector to the Health and Nutrition PU-AMI integrated approach. In addition, she will ensure that MHPSS programs are implemented in accordance with international protocols, PU-AMI country strategy, guidelines, and best practices, providing direct support to Activity Supervisors and field MHPSS staff. She will promote quality of care in all PUI services.

Tasks and Responsibilities

1.    Programs: In the frame of PU-AMI response in Yemen, develop and ensure the implementation of MHPSS services and activities, following PU-AMI policies and intervention frameworks, and aligned with established MHPSS guidelines and internationally accepted standards.

2.    Human Resources: provide training, technical support and supervision to the MHPSS teams as per the identified needs, as well as to other teams (health, nutrition, etc.). Participate in the recruitment process for MHPSS staff and ensures regular performance appraisals, supervision, and feedback to the team. 

3.    Representation: Represent the organization before partners, authorities and local actors involved in MHPSS through regular participation at appropriate coordination and technical meetings, working groups and ad-hoc events as required.

4.    Strategy: Contribute to the development of current and new interventions based on identified needs. Reflect on the psychosocial activities conducted by PUI-AMI in Yemen and identify potential sources of improvement. 

Specific Goals and Related Activities

1.    Programs: Implementation of the mother and Baby Corner’s activities

Implementation: 

  • Support and monitor the implementation of the mother and Baby Corner PSS activities within the targeted Health Facilities (Following Project cycle Management steps), including regular projects and sites visits, the monitoring of the quality of care, the organization of staff meetings (including field and coordination levels).
  • He/ She implements and or develop the mental health care strategy, referral circuit in each intervention area.

Technical Support: 

  • Provide technical support to MHPSS PU-AMI staff through regular and structured in-field clinical supervision, production of guidance documents, training modules, production of practical tools, SOPs, and provision of regular thematic trainings (PFA, PTSD, GBV) and refreshers based on identified.
  • He/ She ensures the initiation and monitoring of PSS support for beneficiaries on the various project (displaced population, GBV survivors)

Monitoring:  

  • Follow-up of the good functioning of the activities, regular evaluation, and readjustment when necessary. Provide monitoring reports on the activity progress, including monitoring on budget, procurement, performances, quality of care, etc.  Ensure quality and analysis of MHPSS data collection.

Reporting:

  • Ensures the reporting related to MHPSS activities for donors and all partners. Contributes to data collection on security & safety by sharing important context information with the person in charge.

Human Resources

Recruitment: 

  • Prepares job profiles and actively participates in the hiring process (interviewing, testing, etc.) for MHPSS positions, individual action plans and performance appraisals.

Management: 

  • Technical Management of the MHPSS team in the field, that includes dealing with performance problems and terminations, supporting problem resolution and decision-making, conducting timely performance evaluations etc.

Training and capacity building: 

  • Provide practical training on main MHPSS protocols, including PFA, WHO and IASC standard. Identifies additional training needs and organizes training sessions, facilitates external trainings as needed.

Representation 

  • She/he attends coordination meeting, Working Groups and workshops at national level as an active contributor. 
  • She/he represents the organization to key national and local players (NGOs, health authorities and institutional stakeholders). involved in implementing MHPSS programmes and ensures good relationships are maintained with each of them (ensuring compliance with PUI’s principles of neutrality and independence).
  • Ensure the promotion of the understanding of MBC approach among PU-AMI team, beneficiaries and stakeholders.

2.    Strategy 

  • Follows, analyses and reports on MHPSS identified needs and country technical improvement in order to contribute to the strategic development of the mission.  
  • Participates in assessing and identifying MHPSS needs, gaps and opportunities, assists and provides insight on strategies to address them, develop SOPs with the close support of the MHPSS Technical Referent.
  • With the close support of the MHPSS Technical Referent, contributes to the design of new proposals regarding MHPSS activities. 
  • Designs relevant communication pieces to showcase PUI’s work related to MHPSS.

Team Management    

Number of staff to manage and their position (local staff): 3 MBC Nurses, 1 field Psychologists,  

  • Under the direct management of: Medical Coordinator 
  • Under the technical supervision of: MHPSS HQ Technical Referent
  • In direct supervision of 3 PUI MBC nurses and 1 field Psychologist
  • Indirect supervision of 6 GHO Children Corner facilitators 

REQUIRED SKILLS AND EXPERTISE 

Mandatory Requirements: 

  • Education Background: Bachelor’s degree in psychology, Social Science or similar field of studies. A master’s degree in related disciplines such as Social Work, Clinical Psychology and/or other MHPSS related studies will be an added advantage. 
  • Language Skills: English Language skills for effective communication with foreign nationals and donor institutions  is required, excellent expertise in oral and written Arabic language is a must. 
  • Working Experience: At least, 5 years of working experience as general psychologist is required, additional years of experience in clinical psychology and/or other related fields will be an added advantage. 
  • Conceptual Skills: Ability to work with GHO staff and local authorities is a must. 
  • Computer Skills: MS Office expertise in Excel, Word, Power-point, Outlook Etc. Additional tailored software in client’s information management and other MHPSS tools will be a plus. 

Others Expertise: 

  • Team Management Skills with strong team spirit and conflict mitigation and resolution experience.  
  • Sound knowledge on budget monitoring and management. 
  • Knowledge about donor’s procedures (ECHO, CDC, BHA, UN Agencies and others). 
  • Ability to work independently with limited supervision and under pressure. 
  • Self-started, proactive in making new initiatives with high sense of responsibility with an expertise of risk analysis and mitigation  
  • Capacity to quickly adopt to organizational culture with rigor and ability to meet deadlines.

SALARY AND BENEFIT PCAKAGE 

Salary: 

  • This is a Manager Level Position with a very competitive salary package that falls within Level-M10-a of PU-AMI Salary Scale.
  • Further negotiation on salary adjustment is possible based on the skills and competencies that will be exhibited by a wining candidate.
