  • Duty Station: Based in Hajah Governorate
  • Probationary Period: Six months
  • Department: WASH, Shelter, and CCCM Programs  
  • Reporting to: Deputy of Executive Director  

RDP

Relief and Development Peer Foundation (RDP) is Non-governmental Organization aims to mitigate the suffering of communities affected by the conflict and disasters, enhance more equitable socio economic development and Increase social responsibility to contribute effectively and positively on the development process. RDP advocates for the rights of affected populations and work in many field areas, food security, nutrition and health and water, sanitation and hygiene, good governance and peace.
RDP has a policy of zero tolerance towards SEA. AII RDP employees and related personnel are expected to uphold the highest standards of personal and professional conduct at all times, and to provide assistance and services in a manner that respects and fosters the rights of beneficiaries and other vulnerable members of the local communities.

Key Responsibilities

Program Management

  • Responsible for the technical development, guidance, management and implementation of the WASH and Shelter NFI’s Program.
  • Responsible for the development of all WASH and Shelter NFI’s projects in the form of draft project concept notes and draft proposals, budgets and budget narratives.
  • Effectively manage the WASH and Shelter NFI’s projects and interventions using appropriate tools to ensure projects are delivered on-time, on-budget and to the expected quality.
  • Break down the projects operational plans into weekly, monthly and quarterly implementation plans.
  • Prepare periodic progress reports and other documents as required.
  • Planning all WASH and Shelter projects' activities setting high quality performance targets and ensuring adherence to technical standards, best practices, donor guidelines and SHPERE standards.
  • Ensures the use of appropriate project management tools to plan, review and track progress on projects implementation as well as on the utilization of project resources.
  • Maintain the highest quality donor and Support Office relations by supporting contractual obligations in a timely manner and achieving high quality planning and implementation levels.
  • Ensure that the monitoring framework within the program implemented, including baseline data, secondary data, reviews, donor reporting, KAP survey and internal/external evaluations. 
  • Ensure the development and implement strong M&E systems with MEAL department using appropriate Organizational tools and resources to maximize project impact on beneficiaries.
  • Represent RDP at WASH Cluster as well as any other necessary or relevant meetings/events.
  • Supervise and mentor projects' staff working on specific-based activities/sectors.
  • Contribute to developing an appropriate Performance Management System.
  • Preparation of employees job descriptions, performance plans and performance appraisals for projects' staff.
  • Ensure that RDP project's staff have the equipment and logistical support needed to carry out their roles and responsibilities.
  • Circulates funding forecasts to identify and capture new grants and funding opportunities and maintain an up-to-date record of the requirements of current potential regional and international donors.
  • Identify both Program Quality and Management Quality capacity building needs and organize relevant support with relevant programs team members.
  • Build capacity of field staff in reporting, monitoring and application of humanitarian standards.
  • Perform any other duties as assigned by direct supervisor.

Team Management

  • Create and sustain a work environment of mutual respect where team members strive to achieve excellence;
  • Promote accountability, communicate expectations and provide constructive feedback during weekly progress review meetings;
  • Provide team members with information, tools and other resources to improve performance and reach objectives;
  • Provide technical support to organization staff, partners and government authorities on the planning, implementation and management of the WASH projects;
  • Contribute to team-building efforts, help team members identify problem solving options and ensure the integration of all team members into relevant decision-making processes.
  • Identify both Program Quality and Management Quality capacity building needs and organize relevant support with relevant programs team members.

Finance & Compliance 

  • Ensure compliance with donor and organization regulations related to WASH programming;
  • Draft and review scope of work to manage any technical works, including review for technical efficacy and contract budget;
  • Ensure timely and quality implementation of activities in compliance with the defined project as well as organization and donor guidelines.
  • Participate in budget preparations and reviews, BvA Analysis, development of close to accurate cash projections and tracking spending and expenditures levels for all projects.

Accountability to Beneficiaries:

  • Ensure protection issues are fully considered throughout the projects' cycle with women, elderly, disabled and most vulnerable being included in decision-making for WASH and Shelter issues.
  • Ensures strong gender and human rights analysis in all our humanitarian policy work
  • Comply with organization policies and practices with respect to child protection, code of conduct, child safeguarding, health and safety, equal opportunity and other relevant policies and procedures.

Required Qualifications and Experience:

  • BA or BSc Degree and/or Advanced Degree in related field of Civil Engineering, or Architecture 
  • At least 5 years of relevant experiences with NGOs including 2 years in management position. 
  • English Language skills, with excellent expertise in oral and written Arabic language is a must.
  • Strong analytical and reporting skills.
  • Proven conceptual skills and an ability to plan strategically
  • Flexibility and ability to manage a complex and demanding workload
  • Excellent Report Writing proficiency skill is a must.
