Terms of Reference: WGSS Supervisor/Women Economic Empowerment (WEE) Field Officer
Location: Taiz, Yemen
Duration: 11 months

Job Summary:

WGSS Supervisor/Women Economic Empowerment (WEE) Field Officer will be based in Taiz and will play a crucial role in ensuring the smooth operation of the safe space and providing support to women and girls affected by gender-based violence. The administrator will oversee the daily operations of the safe space, manage staff, and coordinate programs and services tailored to the needs of women and girls. They will collaborate with community leaders and stakeholders to raise awareness about the safe space and establish effective referral mechanisms. Additionally, the administrator will handle budget management, maintain records, and contribute to project monitoring and evaluation. The cost associated with this position includes base salary, taxes, social security, health insurance, and life insurance.

Responsibilities:

1.    Safe Space Management

  • Oversee the daily operations of the women and girls’ safe space.
  • Ensure a safe and supportive environment for women and girls accessing the space.
  • Manage and supervise the safe space staff, including recruitment and training.
  • Coordinate activities and programs aimed at addressing the needs of women and girls.

2.    Program Coordination

  • Develop and implement programs and services tailored to the needs of women and girls.
  • Coordinate with partner organizations and service providers to deliver comprehensive support.
  • Facilitate workshops, training sessions, and awareness campaigns within the safe space.
  • Collaborate with community leaders and stakeholders to raise awareness about the safe space.

3.    Referral Mechanisms

  • Establish and maintain effective referral mechanisms for women and girls in need.
  • Liaise with relevant service providers to ensure timely and appropriate referrals.
  • Provide guidance and support to staff on the referral process.
  • Monitor the effectiveness of the referral system and identify areas for improvement.

4.    Budget Management

  • Assist in the development and management of the safe space budget.
  • Monitor and track expenditures, ensuring compliance with financial guidelines.
  • Prepare financial reports and contribute to budget revisions as necessary.
  • Identify and advocate for additional funding opportunities to sustain safe space activities.

5.    Records and Documentation

  • Maintain accurate and confidential records of safe space activities and beneficiaries.
  • Prepare regular reports on program implementation, achievements, and challenges.
  • Contribute to project monitoring and evaluation activities, including data collection and analysis.
  • Support the documentation of best practices, case studies, and lessons learned.

6.    Qualifications and Experience:

  • Bachelor’s/Diploma degree in social sciences, gender studies, psychology, or a related field.
  • Minimum of [3] years of experience in managing women and girls’ empowerment programs or safe spaces.
  • Knowledge of gender-based violence issues and familiarity with women's rights frameworks.
  • Experience in managing and supervising staff, including capacity-building and performance management.
  • Strong coordination and networking skills with the ability to engage with stakeholders.
  • Sound knowledge of community mobilization and awareness-raising techniques.
  • Budget management experience, including financial tracking and reporting.
  • Excellent organizational and time management skills.
  • Ability to work effectively in a multicultural and sensitive environment.
