Terms of Reference: Finance Assistant
Location: Taiz, Yemen
Duration: 11 months
Job Summary: The Finance Assistant will facilitate efficient and effective financial operations, ensuring compliance with established rules and regulations. This role involves adhering to donor policies and guidelines, while seeking guidance from the Finance Manager as needed. The position is based in Taiz, with frequent travel to the field and other offices for support as required.
Responsibilities: The Finance Assistant will be responsible for, but not limited to:
- Daily accounting and bookkeeping according to financial guidelines.
- Managing petty cash and clearing cash advances upon request.
- Preparing monthly cash counts.
- Maintaining proper filing of all financial documentation (vouchers, contracts, tender documents, etc.).
- Conducting cash box counting in accordance with financial policies.
- Transferring payments as needed and following up on partner reports.
- Adhering to a given work plan and routine record keeping.
- Utilizing financial software functionalities effectively.
- Ensuring timely entry of all expenses into the accounting system.
- Updating cashbooks daily to reflect the actual status of cash and bank balances in all currencies.
- Verifying invoices, activity and account coding, and preparing vouchers.
- Implementing and managing all aspects of daily accounting operations while ensuring compliance with procedures.
- Verifying that purchases have appropriate authorization and signatures from authorized team members.
- Assisting the Admin and Finance Officer with month-end account closures.
- Providing technical financial and administrative support to field staff.
- Supporting the implementation of financial policies and procedures.
- Assisting logistics in preparing monthly asset lists.
- Maintaining a monthly follow-up on contracts to ensure timely renewals, closures, or payments.
- Acting as cashier for processing payments and carrying out cash distributions to beneficiaries.
- Monitoring cash transfers and payments.Qualifications and Experience:
- University degree (Bachelor/Diploma) in accounting or a related field.
- Minimum of 2 years of relevant professional experience in a similar setting.
- At least 1 year of experience in finance and administrative tasks.
- Strong communication skills.
- Well-developed organizational and planning skills to meet deadlines.
- Experience working in NGOs is preferred.
- Excellent teamwork and communication skills.
- Fluency in written and verbal English and Arabic.
- Proficiency in standard Microsoft Office applications (Word, Excel, Outlook).
- Ability to travel as required within Yemen.
- Ability to work under pressure and manage personal stress levels.
- Demonstrated neutrality and ability to work collaboratively across diverse groups in Yemen.
- Previous experience in field offices is a plus.
Skills and Languages:
- Willingness to learn new skills and procedures.
- Strong team player with excellent communication skills (Arabic essential, English desirable).
