FHI 360 has been responding to the humanitarian crisis in southern Yemen and along the Western Coast since 2018. Through an integrated health, nutrition, and WASH program, FHI 360 works in Aden, Taiz, and Hudaydah governorates. FHI 360 supports static and mobile health facilities, including rehabilitation, technical support and staff training, and provision of supplies. FHI 360 also works at the community level through health and WASH components to reach additional populations. Furthermore, since January 2020, FHI 360 has served as the NGO co-lead for the Aden Sub-Health Cluster. With a country office in Aden and a field office in Mokha, FHI 360 has a team of 50 national and expatriate staff.
POSITION OVERVIEW
Under the direct supervisions of Senior WASH Officer or the WASH Coordinator, the post-holder will maintain general water, sanitation and hygiene standards are upheld in FHI360 WASH programming in Yemen. S/he will provide technical and programmatic support to the Senior WASH Officer.
S/he will be responsible to ensure that there is a smooth and productive work relationship with line government ministries including the Ministry of Public Health and Populations (MoPHP); Ministry of Water and Energy (MoWE); the General Authority for Rural Water and Sanitation Projects (GARWSP); Local Water and Sanitation Corporations (LWSCs), the WASH Cluster and other WASH partners. S/he will work with Senior WASH Officer in supervising contracts with service providers and construction companies to ensure that objectives are met within allocated cost and time and to the desired quality.
KEY RESPONSIBILITIES AND DELIVERABLES
- Support the Senior WASH Officer in facilitating the process of establishing smooth and fulfilling work relationships with line government offices of MoPHP and MoWE and their implementing arms such as the GARWSP and LOWSC
- Ensure a timely startup of planned WASH undertakings in the upcoming project in Mokha, Dhubab, Khawkhah and Aden.
- Conduct periodic needs assessment to keep up to date information that will inform FHI 360’s humanitarian efforts
- Represent FHI 360 at various levels of WASH platforms including the WASH Cluster and its technical working groups
- Support and guide field assistants in closely and daily following up WASH related interventions
- Supervise and produce progress reports on implementation of planned basic rehabilitations and infrastructural improvements inside health facilities
- Track spending against all planned WASH activities and ensure they are implemented within the budget frame and in compliance with FHI 360 and donor requirements
- Assist the Senior WASH Officer in the oversight of all WASH related construction undertakings
- Draft internal and external reports in English and Arabic at required intervals
- Support in processing relevant written external communications as required
- Work closely with other FHI 360 units including health and nutrition, logistics and finance, HR and administration to ensure effectiveness, efficiency and compliance.
- Represent the Senior WASH Officer during his absence
APPLIED KNOWLEDGE:
- Good understanding of international WASH standards and guidelines (e.g., WHO, UNICEF), the UN Cluster System; international and national minimum standards of services in humanitarian settings
- Sound understanding of gender mainstreaming, monitoring and evaluation and project cycle management
- Sound understanding of the socio-economic and political situation in Yemen
- Passion for improving public health and environmental sustainability
- Ability to work in challenging environments (e.g., rural, conflict-affected areas)
- Empathy and understanding of community needs
APPLIED SKILLS:
- Technical skills in water supply system design and management; sanitation system design (latrines, sewers, wastewater treatment); water treatment and purification; hydrology and hydrogeology; civil engineering (construction, infrastructure); geographic Information Systems (GIS); and computer-aided design (CAD)
- Flexibility and adaptability in diverse cultural contexts
- Commitment to ongoing learning and professional development
- Reporting and documentation i.e good oral and written reporting skills.
- Ability to work well in a team in difficult circumstances.
EDUCATION AND EXPERIENCE:
- BA/BS in engineering or public health streams with a minimum of 4 years relevant experience in humanitarian response projects - preferably with INGOs other training in WASH-specific areas (e.g., water treatment, sanitation technology) will be added advantage
- Hands on experience designing, implementing, and managing WASH programs with focus on public health engineering and public health promotion in humanitarian settings
- Experience conducting rapid needs assessments; baseline assessments, etc. a plus
- Experience representing employer at relevant platforms and liaising with key stakeholders
- Willing to travel frequently and for extended period of time to FHI 360 operational locations
