General Information about the Mission

PU-AMI’s Context & Strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported project to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs worldwide around 190 projects a year, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 21 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad at Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Overall Objective

The MEAL Manager supports the MEAL Coordinator to ensure that the mission MEAL strategy is implemented by all staffs at all bases, Field Offices.

Tasks and Responsibilities

Under the supervision of the MEAL Coordinator, and in collaboration with project managers and MEAL staff in the operational bases of its responsibility, the MEAL manager will ensure the following responsibilities:

  • Strategy Management: S/he  supports the development and roll out the mission MEAL strategy at mission level. 
  • Training and Technical Support: S/he is responsible to provide training and technical support to all program teams on technical questions linked to MEAL and cross-cutting issues.
  • Monitoring and evaluation: S/he is responsible to support operational teams in monitoring and evaluation of PU-AMI programs.
  • Accountability: S/he is responsible of the roll-out of accountability activities at mission level.
  • Knowledge building: S/he is responsible to contribute to lessons learned and institutional knowledge building.
  • Human Resources Management: S/he is responsible to manage the MEAL team in Sana’a and focus on capacity building of the MEAL teams in all bases.
  • Representation and Reporting: S/he is responsible to support the bases in reporting, communication and representation in her/his field of expertise.

Note: The responsibility of assessments, monitoring and evaluation of program activities will remain the primary responsibility of the program teams. The MEAL Manager, in link with the DHoMP, will ensure the development of proper tools and make them available for the field teams.

Specific Goals and Related Activities

1.    DEVELOP AND ROLL OUT THE MISSION MEAL STRATEGY

Participate in developing a sector-based strategy (M&E, accountability, gender, do no harm) in accordance with PU-AMI country strategy and in link with PU-AMI’s MEAL framework. 
Participate in programming work at base level.

2.     TRAINING AND TECHNICAL SUPPORT

Develop program teams’ capacities in the department’s field of expertise: data collection and analysis (method, format, software etc.), measure of indicators, feedback and response mechanism, do no harm analysis etc. 
Deploy PU-AMI’s MEAL Framework trainings and develop tailored training modules in link with the MEAL Coordinator.
Provide program teams with a technical and methodological support for M&E activities, data management (questionnaire design, sampling, data entry, extraction of useful data and interpretation) and integration of cross-cutting issues.
Support program teams in creating or adapting tools for: PMT, indicators monitoring, impact monitoring (MEAL plan and survey tools) or risk analysis.

3.     MONITORING AND EVALUATION OF PU-AMI PROGRAMS

  • Contribute to the elaboration, review and harmonization of M&E tools, data management, especially in the PMTs (indicators table) and the MEAL Plans.
  • Create / revise the tools needed to implement program-based evaluation monitoring (database, survey form ...) and ensure that the monitoring tools developed work and are correctly used by the teams.
  • Define / improve / monitor and ensure the quality of information and data collected in the field and participate in data quality assessment. 
  • Design baseline and endline studies to collect information on performance indicators and project results.
  • Check, in cooperation with the MEAL Coordinator, the relevance of reports, analysis, maps and recommendations produced.
  • In collaboration with the MEAL Coordinator, propose adjustments, new activities to improve the quality of the operations or approaches, in consultation with PMs and program / technical coordinators.
  • Upon ad hoc request from the program / technical coordinator, perform advanced analysis.
  • Contribute to terms of references for external evaluations and studies.
  • Accompany teams in drafting project proposals and reports for donors. Be proactive in identifying innovative indicators and collection methods.

3-    ACCOUNTABILITY

Following guidelines from PU-AMI’s Framework: 

  • Support the design and roll out of complaint feedback and response mechanisms.
  • Check that the key principles of the feedback mechanism are respected.
  • Produce regular analysis of the complaints and feedbacks received.
  • In conjunction with the program teams, ensure that a participatory approach is initiated with local actors and partners in the implementation, monitoring and evaluation of projects.
  • Work in collaboration with the MEAL Coordinator and the program teams on the design and improvement of accountability mechanisms. 

4-    LESSONS LEARNT AND INSTITUTIONAL KNOWLEDGE BUILDING (IKB)

  • In cooperation with the MEAL Coordinator, build on institutional knowledge on M&E activities and missions’ results (lessons learnt and recommendations) and make sure these are known by PMs and other team members.
  • Support recommendation tracking process and work on action plans.
  • Use PU-AMI’s tools to document MEAL tools and methodologies/approaches.
  • Ensure that learning activities are included in the project activities.
  • In link with PU-AMI’s MEAL framework and tools ensure the implementation at base level of the recommendation tracking process (internal and external) and work together with PMs on action plans.
  • Contribute to the preparation of kick off and learning meetings per project and ensure capitalization of its content. 

5-    HR MANAGEMENT/CAPACITY DEVELOPMENT

  • Make sure that new staffs are briefed on MEAL’s roles and responsibilities.
  • Participate in the evaluation and in the assessment of the performance of collaborators under his/her supervision.
  • Identify training needs. 

Supervise and support MEAL teams in implementing their action plan and achievement of their objectives.

6-    REPORTING / COMMUNICATION / REPRESENTATION

  • Participate in writing project proposals and reports’ paragraphs on crosscutting issues and MEAL.
  • Make sure the right reporting formats are used and ensure the avoidance of delays.
  • Represent PU-AMI when asked and/or delegated to do so.
  • In link with programs, develop articles, case studies and success stories.

Team Management

Categories of Positions to be managed by this Post:  

  • Direct Technical Line Management: MEAL Assistant at Coordination with distant, but technical support to MEAL Officers at Field level. 

REQUIRED SKILLS AND EXPERTISE 

Mandatory Requirements: 

  • Education Background: Bachelor’s or master’s degree in a field related to Project Management, international development, Statistics, Data Management, IT, and/or social sciences.
  • Language Skills: English Language skills for effective communication with foreign nationals is required, excellent expertise in oral and written Arabic language is a must. 
  • Working Experience: 3 years MEAL previous NGOs experience and At least 2 years managing MEAL teams. In addition, experience in emergency response and in health programs monitoring.
  • Computer Skills: Excellent capacities in excel MDC & related soft. /Language (ODK, Kobo, Power BI;) & Microsoft Access.

Others Expertise: 

  • Experience in donor requirements and expectations, particularly ECHO, UN, CDCS and BHA.
  • Capacity for analyzing and synthetizing comprehensive information & technical data.
  • Excellent knowledge of Excel, data bases, kobo and other data software.
  • Good knowledge in statistic and sampling methods.
  • Demonstrated ability to transfer knowledge to diverse audiences through training and mentoring.
  • Good written communication skills
  • Knowledge of project management

SALARY AND BENEFIT PCAKAGE 

Salary: 

  • This is a Manager Level Position with very competitive salary package that falls within Level-M-10 of PU-AMI Salary Scale.
  • Further negotiation on salary adjustment is possible based on the skills and competencies that will be exhibited by a wining candidate.
