The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.
SCOPE OF WORK:
IRC is seeking an agile Supply Chain Officer- Procurement to assist Supply Chain team in day-to-day tasks and on delegation backstopping cover tasks of procurement.
JOB SUMMARY:
Under supervision of Senior Supply Chain Officer, the Supply Chain Officer-Procurement supports in tasks including procurement, SC department administration duties, archiving and documentation, market research and suppliers’ management.
WORKING RELATIONS:
- Regular & open communication on day-to-day tasks with supervisor, the Senior Supply Chain Officer
- Regular communicate with the supply chain team in the North/South
- Coordination with Finance, Admin and program departments.
MAIN RESPONSIBILITIES:
- The implementation and / or maintenance of IRC procurement standard operating procedures.
- Ensuring that procurement is carried out in accordance with IRC and donor-specific polices.
- Attend all the procurement committee meetings. Assist in tendering processes and participate in tender meetings & evaluations.
- Coordination with Finance, Admin and program departments to ensure integrated internal controls, timely payment of vendors and full, auditable support documentation.
- Ensuring that a transparent and responsive procurement process is implemented and maintained.
- Routine communication, coordination and planning with the relevant requesting staff / programs regarding the order and delivery of supplies.
- Ensuring that all Supplies, services and equipment required are delivered in time.
- Establishment and maintenance of ethical, professional working relationships with suppliers.
- Maintain supplier information for regularly purchased items and be informed of current local market conditions. Update price lists for frequently procured supplies and services on a regular basis.
- Send out Request for quotation to suppliers.
- Prepare bid analysis and other bidding documents for review and approval.
- Conduct negotiations with suppliers that is transparent and documented.
- Using the IRC ERP (Integra) Procurement and Sourcing Module (Online), create Purchase Order and submit for approval with all the supporting documents.
- Maintain ethical, professional working relationships with suppliers.
- Demonstrate value for money in procurement.
- Prepare, and upload procurement files to box file for payment processing after supervisor review.
- Support to secure ATC, VIF and business License.
- Maintain and update accurate procurement and ongoing Master Purchase Agreements (MPA) trackers on weekly and monthly basis.
- Advise the Senior Supply Chain of procurement-specific issues or improvements.
REQUIREMENTS: (Qualifications, Skills and Abilities):
A. Education:
- Relevant university degree preferably in Supply Chain, Purchasing, Business Administration, Business English, or related field.
B. Experience:
- Knowledge of procurement procedures and practices (IRC or INGO experience advantageous) for at least 2-3 year.
- Knowledge and good skills with computer; MS office, internet/emails, standard spreadsheet excel databases.
C. Skills and Abilities:
- Very good written and verbal skills in both English and Arabic language.
- Ability to carry out responsibilities independently with minimal technical support.
- Good interpersonal skills that function across a diversity of multi cultures work environment.
