SUMMARY:

The Nutrition & Child Health Manager will be an important member of the technical team involved with strategic development and technical oversight and implementation of nutrition and newborn/child health. S/he will work especially closely with colleagues focusing on quality and impact at HF and community levels to support a joint process to continuously identify and incorporate HIP/EBP in nutrition and newborn/child health building off Yemen successes with expansion and innovation. S/he will be part of the team working with the MoPHP at all levels, relevant clusters, and other key stakeholders including providers in targeted districts. S/he manages a Nutrition & Child Health Officer and ensures that Nutrition & Child Health Assistants are effective members of their governorate-level teams to support the incorporation of quality nutrition and newborn/child health actions as part of an integrated approach. 

RESPONSIBILITIES:

Child Health and Nutrition Manager is responsible but not limited to:

• Provide technical oversight over the implementation of nutrition and newborn/ child health activities.
• Manage and review detailed implementation plans developed by the Nutrition and Child   officer and ensure quality standards in compliance with ADRA strategies, USAID guidelines and priorities.
• Lead in the coordination and preparation of quality and timely USAID reports 
• Manage the implementation of the agreed nutrition and newborn/child health activities to ensure both quality and timeliness. 
• Work closely with other program managers to ensure an integrated program approach, identify ways of maximizing links, share experiences and lessons learned as well as leverage ADRA projects in the project area. 
• Serve as the budget holder for ADRA’s portion of the budget and ensure adherence to USAID compliance regulations. 
• Assess/ review the Nutrition and child health human resource needs when appropriate and participate in staff recruitment and performance review process as needed by the organization. 
• Conduct performance reviews of direct supervisees and contribute to the performance review of other staff.
• Ensure that staffing levels, management structures, and personnel processes are appropriate and effective to enable the management and implementation of the program.
• Provides supervision, guidance and direction to all Nutrition and Child Health staff.
• Provide training, capacity building and technical support to Nutrition and Child Health staff and relevant ministry/partners. 
• Ensure ADRA’s Protection and Safeguarding Children policies are understood, implemented, and monitored and that it is integrated into all aspects of the team’s work and program implementation.
• Review and share periodic financial forecasts prepared by Nutrition and Child Health program officer as required by Finance, Awards, and finance. 
• Representation and coordination within the organization and other stakeholders
• Engage with key Government Agencies, Health ministry, GHO, MoPIC and other stakeholders and duty-bearers at governorate levels, in particular to support the implementation of the Nutrition and newborn/child health activities.
• Ensure an integrated and joined-up approach to advocacy and program work.
• Represent ADRA in various Nutrition and Newborn/ Child Health related fora, meetings and workshops including relevant clusters/strengthen & maintain links with relevant co-ordination mechanisms.
• Ensure that regular and effective communications are maintained with Health Technical Advisors/specialists and other sectors within the organization for smooth program operations, implementation, and integration. 
• As a key member of field Senior Management Team, actively participate in weekly Management and other team Meetings held in office.
• Lead on multi-sectoral / nutrition and newborn/ child health technical assessments in coordination with other ADRA thematic areas and/or other external sector agencies, ensuring assessment findings are documented and that all assessments include a specific analysis of children’s needs. 
• Working with the MNCHN/FR/RH advisors/specialists and COP, develop Health/Nutrition sector response plans and master budgets and contribute to ADRA’s overall response strategy. 
• Provide technical checking of Health/Nutrition strategies, assessments, and programmes as necessary, and proactively promote high quality Health/Nutrition technical approaches across the Governorate. 
• Prepare and oversee Nutrition and Child Health program implementation to ensure timely delivery of program activities.
• Prepare timely reports on project activities in compliance with internal ADRA requirements and any relevant USAID requirements. 
• Working closely with the MEAL team to put in place accountability activities, ensuring that feedback from all relevant stakeholders is considered in program design. 
• Ensure that the minimum standards of humanitarian relief assistance are maintained in accordance with the Sphere Charter, Red Cross Code of Conduct and CHS.
• Identify learning and training opportunities for ADRA staff and partners and work as a mentor and role model for less experienced staff.
• Take steps to document lessons learned from the program, for wider dissemination. 
• Any additional responsibilities assigned by direct supervisor.

QUALIFICATIONS AND SKILLS:

• Bachelor’s degree in medicine, public health. 
• Demonstrated experience in health/nutrition programming with at least 6 years of experience in health/nutrition such as CMAM, MAMI, IYCF, ICCM, MUAC and other relevant approaches. etc.
• Sound understanding of the MISP framework in Yemen.
• Experience with MEAL principles/practice.
• Clear understanding of the intersection between health, nutrition, child protection, education, WASH, and food security.
• Demonstrated experience in the management of health equipment and medical supplies. 
• Strong analytical and conceptual skills and the ability to think and plan strategically.
• Excellent communication skills and the ability to lead, train and motivate a team.
• Experience of and commitment to capacity building staff.
• Experience of working collaboratively with local and national government.
• Fluency in English and Arabic.
• Report writing skills in English.
• Proficiency in MS Office (MS Excel and MS PowerPoint, in particular).
• Willingness/ability to travel to field locations and live in insecure and challenging environments.
