Position: MEAL Consultant
Location: Head Office- Sana’a
Contract Length: 4 months
The Opportunity:
The Monitoring, Evaluation, Accountability, and Learning (MEAL) function is crucial for the REAL project as it ensures that the programs are effective, efficient, and accountable to our stakeholders. As a member of the project’s management team, the MEAL Consultant is expected to lead on MEAL system design and implementation, assessments, research, MEAL budgeting, accountability system strengthening, as well as support log frame review. The MEAL Consultant will be expected to mentor and/or capacity build existing MEAL staff, and work to ensure that the learning from the monitoring, evaluation and accountability systems informs programme decision making. The MEAL Consultant will ensure that the project has a clear MEAL strategy in place in line with the SCI and the WB policies and will provide day-to-day guidance and support to field staff on all MEAL deliverables. The role will work in close collaboration with MoE staff at national, governorate and district levels. SCOPE OF ROLE

Key Areas of Responsibilities
Monitoring and Evaluation
- Oversee the design and implementation of the project’s MEAL Strategy in coordination with the programme Technical Leads and MEAL Leads from the Country Office (CO) and Save the Children UK (SCUK).
- Review existing monitoring tools, tracking &reporting systems, tools and templates and ensure their systematic application to (a) enable and enhance regular monitoring of outputs and programme quality across the project, (b) generate quality evidence at various programme levels.
- In coordination with Technical Leads, manage assessments such as the Annual Status of Education Report (ASER) Assessment and Quality Learning Environments Spot-checks.
- Support the implementation of researches and learning activities as stipulated in the Project documents and MEAL plan.
- Support the commissioning and management of internal/ external reviews, evaluations, real-time evaluations and lessons learned exercises through the development of Terms of Reference, building local participatory evaluation capacity, etc.
- Oversee data collection, collation, storage, analysis, and reporting, ensuring that data is of high quality and audit worthy.
- Liaise with MoE staff at national and governorate levels to obtain necessary data for project’s MEAL and reporting needs
- Build capacity of field-based MEAL teams on SCI MEAL procedures, standards and results framework.
- Ensure appropriate training to and supportive supervision of staff and project’s partner (MoE) in monitoring and evaluation procedures, data collection tools, and data management practices in alignment with the MEAL best practices
- Strengthen staff and MoE capacity in qualitative and quantitative monitoring and evaluation techniques through comprehensive staff training, mentoring, and/or coaching.
- Contribute to child-focused programme implementation by promoting child-friendly data collection tools and methods
- Work closely with the SCI Education Technical Team and the WB REAL project MEAL team (UNICEF and WFP) to develop quality monitoring tools and operationalizing the tools.
Data Analysis, Knowledge Management and Reporting
- Conduct and manage routine Data Quality Assessments (DQA), ensuring implementation of corrective actions to improve data quality and accountability of staff and partners
- Support Data Officer to maintain a comprehensive Response Database, ensuring accurate and timely storage of electronic files.
- Be responsible for the data analysis, writing, and review of the results and learning sections of project reports in collaboration with program staff, before submission to donor and ensure compliance with internal data quality requirements and timely submissions for reporting.
- Work closely with the Country MEAL team in updating the output tracker, total reach and impact.
- Timely prepare and submit all REAL progress and M&E report to the WB/UNICEF as per grant agreement.
- Support the field management senior team in establishing and rolling out knowledge management strategies, with special attention to storing and sharing program experience.
- Champion the use of Knowledge Management guidelines and platforms.
- Support documentation of the program by sharing learnings at FO and IP’s level through internal platforms.
- Support thematic Technical Advisors/Specialists in the pro-active collection, analysis, storage and utilization of external evidence and research, including trends and reports, to inform program review and strategic direction.
Research, Learning and Representation
- Lead the program team on routine reviews and interpretation of data for learning and adaptation.
- In collaboration with Save the Children MEAL and advocacy colleagues, feed in learning, experiences and evidence to relevant advocacy objectives and lead on response-specific learning activities. For instance, support planning of After-Action Review workshops, prepare lessons learnt reports and conduct accountability mechanism pilots. Take steps to document lessons learned for wider dissemination.
- Package and disseminate findings timely and in a meaningful way.
- Develop quarterly learning analysis for further dissemination
- Create a learning and research agenda and implement a system designed to identify lessons learned.
- Participate and feed into regional and global working groups when needed.
- Lead on a quarterly basis learning review sessions for programme staff and partners
Accountability & Participation
- Ensure that staff at all levels, including Senior Managers and Directors, understand and promote accountability to beneficiaries, and to children in particular, through training and coaching.
- Oversee the REAL project accountability system for staff, partners and beneficiaries in line with existing policies and procedures to enhance effective accountability to affected populations.
- Lead the implementation of the Project’s “Stakeholders Engagement Plan” (SEP) ensuring close coordination with implementing agencies and the REAL Environmental & Social Safeguarding Coordinator (ESSC).
- Regularly liaise SCI ESSC to ensure that accountability activities fully integrate the WB Environmental & Social Standards.
- Ensure that all stakeholders participate in the project design, start up, implementation and monitoring.
- Ensure that the project installs and manages feedback channels that are child friendly and appropriate for the served communities.
- Develop and report against accountability, protection and participation related indicators and issues, and periodically report on the accountability and participation work following donors and KPI reporting cycle.
- Ensure that accountability activities are appropriately designed and include systems to effectively manage complaints, and that those are planned and budgeted for in programme design and funding applications.
- In consultation with partners provide technical support on strengthening and establishing beneficiaries and partners accountability systems across all projects areas in line with the SCI Policies and Accountability Procedures.
Staff management
- Recruit, when necessary, train and supervise the assessment teams.
- Ensure compliance with Save the Children policies, especially the Child Safeguarding Policy.
- Support the capacity building of programme teams as needed.
- Ensure a positive working environment.
Others
- Comply with all relevant Save the Children policies and procedures with respect to Child Safeguarding Policy, Health and Safety, Equal Opportunities and other relevant policies.
- Contribute to ensuring that programme’s delivery happens in strict adherence to security policy and procedures.
Key Deliverables:
- To prepare REAL monthly IPTT report and Quality Benchmark (QBM) Report for the MEAL country office.
- To prepare and finalize REAL project completion report including result framework indicators data collection and impact analysis.
- Take lead for post remedial census data collection analysis and report preparation.
Take lead for the REAL project Endline evaluations through Education Research Development Centre (ERDC) under the Ministry of Education which include ToR development, supervision and monitoring and finalization of the report
Qualifications and Experience:
Post Graduate degree in Education, Social Sciences, Development studies or a relevant field.
Experience and Skills:
- Thorough knowledge of quantitative & qualitative research methods, MEAL frameworks and plans
- A minimum of five years’ experience in leading MEAL teams, research and assessments in Education
- Capacity to combine field and office work
- Strong data management and analytical skills
- Excellent report writing and communication skills.
- Experience in staff training and capacity building.
- Ability to work in a team and contribute to a positive working environment.
- Strong personnel and management skills; solution oriented
- Capacity to work in a fast-paced environment and produce results under challenging.
