Job Title: Finance Coordinator
Organizational Unit:  Yemen Red Crescent Society HQ
Immediate Supervisor’s Title: Head of Supporting Coordinator
Supervisor of:  Accounting Manager, Treasury Officer, Compliance Budget and Reporting Officer, Finance officers
Duty Station: Sanaa with frequent visits to other branches
Terms of employment: Employment is full time according to YRCS guidelines 

Job duties and responsibilities

1.    Working as a member of the senior management team of the YRCS, the Finance Coordinator will ensure effective development and implementation of all financial functions at YRCS
2.    Facilitates the development of standard financial management systems and procedures including clear definition of accountability and signatory levels of authority to ensure checks and balances at all levels including HQ, branches and sub-branches 
3.    Ensures that the necessary technical support is available at all levels to ensure effective implementation of the uniform financial systems and procedures; ensures that the personnel dealing with financial management have the right level of qualification and experience 
4.    Provides adequate oversight to the budget performance to ensure that cost control mechanisms are strictly applied to avoid deficits and cost over runs  
5.    Ensures timely preparation and delivery of standard financial reports, on a monthly basis, in a manner that can enhance greater transparency and accountability
6.    Ensures the preparation and timely delivery of financial reports according to the specific requirements of the various projects 
7.    Review the budget related reports and ensure consistency with the overall guidelines mentioned in kick off memo. Consult with related Head of Departments and Program/Projects Managers if any amendments are needed and approve the budget.
8.    Setup a meeting with the Secretary General to discuss, recommend and finalize following year’s budget.

11.    Setup a meeting with the Secretary General to discuss, recommend and finalize following year’s budget. Update and amend next year draft budget based on the SG remarks.
12.    Send the pre-final budget to the SG for approval.
13.    Send final approved budget file to related department heads and programs/projects managers
14.    Prepare an Action Plan to amend to budgeted figures, and process the changes, accordingly.
15.    Prepare Corrective Action memo, which contains action plan in order to correct variances. Hand Corrective Action memo to concerned Head of Departments and Program/Projects Managers, whenever applicable.
16.    Approve and update the list of insured assets
17.    Review and give final approval of the List of Assets Adjustments required. 
18.    Meet and discuss with Secretary General for creating provisions and reserves. Obtain Secretary General approval.
19.    Approve period end General Ledger closing. Instruct to open a new accounting period.
20.    Review and approve the financial statements and reports. Send all reports to the Secretary General for final approval.
21.    Closely works with other departments and branches to ensure that the necessary financial functions are considered in the planning and management of other YRCS activities; leads the internal coordination meetings within the Department.
22.    Facilitates the conduct of a periodic audit.  
23.    Performs other tasks as may be assigned by the line manager.

  • Ensures and maintains the core competencies required to implement the tasks (a high degree of accountability, commitment to YRCS capacity building, a high level of technical capacity to ensure results and working with teams and sharing knowledge and best practices through good communication skills).
  • Ensures management competencies to manage performance in a way that enables the YRCS to achieve its objectives with enhanced planning and coordination capacities.

Position Requirements 

Technical qualifications

A post graduate degree in Finance or similar knowledge learned, preferably MBA

Experience

  • A post graduate degree in Social Sciences, preferably MBA 
  • At least 10 years experience in the management and coordination of support services  
  • Demonstrated success in coordination and management of financial management 
  • Experience in humanitarian/development field working with international partners 
  • Basic computer knowledge as user
  • Advanced level of English
  • Strong writing and analytical capacities
  • Ability to work in a multicultural environment;
  • Proven ability as a good communicator and team leader.
