Background:

Yemen Red Crescent Society was established in 1970 after the presidential decree no. (51) that aimed to establish the Yemeni Red Crescent Society with a headquarters in Sana'a with it is branches in the governorates. With its capacity, YRCS is well well-experienced National NGO for protecting civil society affected by natural disasters and post-conflict in the timeline of emergency response. YRCS has a strong relationship with branches of it is a community and a reputation for being a reliable displacement and emergency response agency. As partners of the different members of the International Red Cross and Red Crescent Movement, they support communities in becoming stronger and safer through a variety of development projects and humanitarian activities. The Movement also works in cooperation with governments, donors, and other aid organizations to assist vulnerable people around the world.

Job Summary

The Compliance and Internal Audit Officer is responsible for developing, implementing, inspecting, reviewing and maintaining the YRCS compliance program. This includes identifying and assessing regulatory requirements, designing and executing internal audits, and ensuring the organization adheres to all applicable laws, regulations, and internal policies. The Compliance and Internal Audit Officer works closely with all departments to promote a culture of compliance and ethical behavior. This includes reviewing protocols for research projects and advising and staff on regulations and policies.

Main Duties and Responsibilities

  • Conduct regular risk assessments to identify and evaluate the YRCS's compliance risks across all business areas.
  • Develop and implement a comprehensive compliance program, including policies, procedures, training, and monitoring activities.
  • Oversee the execution of internal audits to verify compliance with laws, regulations, and internal controls.
  • Investigate and report on any potential compliance violations or ethical concerns.
  • Collaborate with legal counsel, external auditors, and regulators to ensure the organization maintains compliance.
  • Provide compliance-related training and guidance to all employees.
  • Monitor changes in relevant laws and regulations, and update the compliance program accordingly.
  • Prepare reports for management and the Board of Directors on the state of the YRCS’s compliance.
  • Serve as the primary point of contact for all compliance-related inquiries and issues. or the project manager to ensure the appropriate and appropriate implementation of the project's activities.
  • Developing an annual Internal Audit Plan based on identified risks and YRCS needs, for review and approval by the Internal Audit and Compliance.
  • Carrying out internal audits in Yemen Red Crescent Society - Amran Branch offices, and other locations, and reporting the findings and recommendations.
  • Evaluating the effectiveness of the YRCS's risk management systems and procedures.
  • Promoting cooperation with stakeholders and providing advice to address recurring or systemic weaknesses identified from audits and investigations.
  • Respects and acts in line with the YRCS staff regulations, and code of conduct and the Fundamental Principles and Values of  Red Cross and Red Crescent Movement. 
  • Ensures and maintains the core competencies required to implement the tasks (a high degree of accountability, commitment to YRCS capacity building, a high level of technical capacity to ensure results and working with teams and sharing knowledge and best practices through good communication skills).
  • Ensures management competencies to manage performance in a way that enables the YRCS to achieve its objectives with enhanced planning and coordination capacities.

Job Specifications:

Job Requirement (Qualification and Experience)

  • Bachelor's degree in a relevant field (e.g., Accounting, Finance, Business Administration, or similar knowledge learned, preferably MBA).
  • Certified Compliance and Ethics Professional (CCEP).
  • Certified Internal Auditor (CIA).
  • Minimum 5 years of experience in compliance, internal audit, or a related field.
  • Strong understanding of relevant laws, regulations, and industry standards.
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Effective communication and interpersonal skills.
  • Ability to work independently and as part of a team.
  • Extensive experience writing narrative & financial reports.
  • Extensive experience of budget preparations, cash-flow statements & financial plans.
  • Familiar with one or more accounting systems.
  • Advanced skills in computers (Windows, spreadsheets, accounting packages and word processing).
  • Ability to work in a multicultural environment.
  • Strong skills in training and developing staff.
