1- Project Description 

Water resources management is a pressing issue in Yemen due to its arid climate and limited water availability. Yemen faces significant challenges in this regard, including limited agricultural productivity, high levels of malnutrition, and vulnerability to natural disasters.


With BMZ funding through the German Development Bank (KFW), UNDP Yemen and KfW have established a partnership focused on enhancing water resources management and food security in the country. These collaboration aims to address the critical challenges faced by Yemen in these areas and contribute to sustainable development. 


In addition, KFW and UNDP Yemen acknowledge the importance of addressing food security concerns in the country. To tackle these issues, the KFW-UNDP partnership focuses on promoting sustainable agricultural practices, supporting small-scale farmers, and strengthening local food systems. By enhancing agricultural productivity and ensuring access to nutritious food, these initiatives contribute to reducing hunger and poverty in Yemen.


Recognizing the urgent need to address these challenges, KfW and UNDP have joined forces to implement an integrated water resources management project that aims to enhance the resilience of agriculture and food security in Yemen. The project (Integrated Water Resources Management to Enhance Resilience of Agriculture (ERA) and Food Security) includes the construction and rehabilitation of water infrastructure to increase agricultural production, promoting access to markets, and empowering women in agriculture value chain in Yemen. 


The overall objective of the project to enhance the livelihood resilience of poor Yemenis who depend on primary water sources for productive uses. This objective of this 3 year-project will be achieved by investing in new water harvesting infrastructure aimed to augment existing supplies to efficiently capture surface water as well as sustainable groundwater such as small to medium surface and subsurface dams, dykes, weirs, etc. The objective will also be achieved by rehabilitating existing damaged or unmaintained infrastructure which could include community cisterns, shallow wells, canals, soil erosion control measures, bank protection, low-tech agricultural infrastructure, flood protection structures (gabions, terraces, and embankments).


UNDP Yemen seeks to hire a Project Officer to provide project management assistance to the Project team by supporting the effective implementation of operational, administrative, and procurement processes of the project and the Climate Change, Energy and Environment (CCEE) Unit. The incumbent is expected to exercise full compliance with UNDP programming, procurement, and administrative rules, regulations, policies, and strategies. 


2- Scope of Work


Under the direct supervision of the Project Manager, the Project Officer will be responsible for the below key functions: 


Summary of Key Functions:


  1. Ensure implementation of Project activities. 
  2. Provide effective support to Support procurement and human resources processes.
  3. Provides effective support to administrative, travel and logistical processes
  4. Ensure facilitation of knowledge building and knowledge sharing. 
  5. Gender Equality and Women’s Empowerment.
1- Ensures implementation of Project activities:
  • Work with the Project Team in the identification, preparation, implementation, review and adjustments in the overall project implementation strategies, Annual Work and Financial Plans, Monitoring and Evaluation Plans, and Communications Plans.
  • Ensure compliance with procedures frameworks, including by learning and applying UNDP’s Programme and Operations Policies and Procedures (POPP), and relevant to project activity administrative requirements.
  • Coordinate and prepare documents necessary for the launch of procurement processes and issuance of contracts.
  • Prepare relevant background materials for use in discussions, correspondence, and briefing sessions. 
  • Supervise other support staff and coordinate short-term consultants.
  • Ensure efficient travel arrangements are made for the team as required, ensuring proper use of UNDP resources. 
  • Coordinate and arrange appointments, organize meetings, events, take minutes of meetings and draft correspondence for Project Team.
  • Keep updated lists of contacts information of government and non-government partners.
  • Support the day-to-day process of the CCEE unit.
  • Provide guidance in the elaboration of proper control of the supporting documents for payments. 
  • Coordinate and communicate with local partners and follow up on their advances and liquidation. 
  • Review local partner progress reports and provide guidance and support to improve their quality and ensure collecting documentation of activities. 

2- Provides effective support to procurement and human resources processes: 
  • Ensure preparation of procurement plans for the projects and monitoring their implementation.
  • In accordance with the Work Plan, coordinate the procurement of equipment, supplies and services within the project and CCEE portfolio.
  • Create and manage e-requisitions in Quantum and UNALL.
  • Coordinate equipment maintenance and insurance as required.
  • Ensure timely and effective communication and coordination with the Committed to Good (CTG) company to ensure smooth advertisement of vacancies, follow up on the contracting process, and facilitating any challenges that delay the hiring process. 
  • Take the lead in coordinating events and workshops implemented within the project, ensuring the preparation of all required documents, advance request and settlement, attendance and IDs collection, documentation of the events, and DSA payments in compliance with UNDP rules and regulations. 
  • Follow up on events’ organizers ensuring quality of service and coordinating smooth processing of their payments. 
  • Ensure that contractual processes follow the stipulated UNDP procedures.
  • Clear and ensure delivery of equipment and supplies procured for the various project sites.
  • Maintain records on national consultants, services providers and their respective status (contracts, ToRs, etc.) in accordance with corporate policies and procedures.
  • Monitor supplier’s performance with respect to the quality and timely delivery of goods and services.
  • Maintain leave records and travel plans of the Project staff.
  • Assist in recruitment processes by reviewing job descriptions, and job classifications, forming vacancy announcements, screening candidates, and facilitating interview panels.
  • Work as the focal point for procurements less than USD 5,000. 

3- Provides effective support to administrative, travel and logistical processes
  • Maintain files related to personnel, finance, procurement, administrative, logistical, project matters.
  • Arrange travel and hotel reservations, preparation of travel authorizations.
  • Prepare and handle the routine correspondence related to general administration, procurement, security and personnel matters, faxes, memoranda and reports in accordance with UNDP rules and procedures.
  • Management of project documentation.
  • Manage document/ filing control procedures (both hard copy and electronic filing) for all reports, project narrative and financial documents, knowledge products.
  • Compile, copy and file all project reports.

4 - Ensure facilitation of knowledge building and knowledge sharing: 
  • Organize and facilitate trainings and workshops of the project.
  • Synthesis of lessons learned and best practices in the project.
  • Provide high-quality interpretation and translation in support of the project as needed. 

5 - Gender Equality and Women’s Empowerment:
  • Work as the gender focal point for the project and the portfolio ensuring collecting gender information from projects and sharing such information with the gender focal point of the Country Office. 
  • Support gender mainstreaming in the implementation of project activities.

6- Minimum Qualifications of the Successful Project Manager Education requirements:


Education requirements
  • Advanced university degree (Master’s degree or equivalent) in social sciences, administration or related fields is required,  

Or 


  • A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with 2 additional years of experience will be given due consideration in lieu of Master’s degree. 

Min. years of relevant work experience 
  • Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor´s degree) of work experience in project management and coordination, preferably in community engagement, conflict resolution, and peacebuilding. 

Required Skills


  • Proven experience in the provision of administrative and project management support, including procurement of supplies/services/ equipment is required. 
  • Proficiency in standard software applications Word, Excel, PowerPoint, Outlook etc. is required. 
  • Proven experience in conflict management and resolution is an asset.   
  • Experience in organizing events (including retreats, trainings, meetings, etc.) and managing events’ organizers is required.   

Desired skills in addition to the competencies covered in the Competencies section
  • Relevant work experience in water resource management projects is an advantage. 
  • Relevant work experience in community engagement and peacebuilding is an asset.
  • Experience in coordinating with local communities and local and government institutions.  
  • Experience in the use of Quantum for procurement and other administrative functions. 
  • Experience in UN/UNDP or International organizations or Development organizations.
