The ICRC is looking for a suitable candidate to fill the position of:

Senior Electrical Engineer

Contract type: Fixed term (one year extendable)

Purpose

The Senior electrical Engineer shall be responsible for planning, designing, and implementing electrical engineering projects within the scope of the ICRC's water and habitat assistance objectives in the Hodeidah governorate at Bajil Interdistrict Hospital (BIH). S/he will provide technical guidance to manage and coordinate any assigned electrical design, supervision, commissioning, and preparation of related documentation works in compliance with project documents, ICRC standards, and local building codes/standards.

Accountabilities & Responsibilities 

• Prepares project documentation (drawings, bills of quantities, contracts, etc.) for electrical engineering projects utilizing approved formats; monitors project implementation for compliance with project documents, ICRC standards, and local building code/standards, ensuring that corrective action is taken as needed.
• Collaborate with the Project Manager in the compilation of Tender Documents (Relating to Consultancies, Supply of Goods, and Work) and the evaluation of Proposals.
• Supervises contractors and on-site work for all types of electrical projects and performs quality control during the design and construction of ICRC-installed infrastructure.
• Management of contractors and contract execution to assure adherence to the project's scope, budget, and schedule, as well as the technical documentation.
• Assure that all on-site work complies with all applicable Health and Safety, Social and Environmental requirements, standards, and national and international best practices.
• Assure that the contractor provides a method statement for the work prior to its commencement and conducts a quality check on the document.
• Execute the inspection of electrical materials delivered to the project, ensuring that they conform to the specifications and proposing corrective actions if the quality of the delivered materials does not conform to the specifications.
• Networks with stakeholders, monitors security issues pertaining to the project site, and advises the project manager as needed; provides the project manager with regular updates on security, stakeholder issues, and site progress.
• Administers the handover of ICRC-installed infrastructure to end users.
• Provides or coordinates training for end-users in the operation and maintenance of ICRC-installed infrastructure.

Certifications/Professional Experience Required

• University degree in Electrical Engineering  
• Excellent command (spoken and written) of Arabic.  
• Excellent command (spoken and written) of English. 
• Proficient in the use of drawing software such as AutoCAD, Sketchup, or ZWCad. 
• 6-8 years of professional experience in a related field. 1-2 years of professional experience at the ICRC or an international NGO is an asset.  
• Advanced knowledge of electrical engineering.  
• Expertise in projects involving the construction of hospital infrastructure/ medical services is highly desired; 
• Experience in grid-connected Hybrid Solar PV Projects, preferably with Storage Systems, is an asset. 
• Good knowledge of the social & media environment in the region of assignment is an asset.
