Type of Service: Consultancy Services – (Electrical & Solar Power Technical Consultant under Consultancy Services)

PURPOSE OF DIVISION:

The WASH department works with country program team in identifying, planning, implementing and evaluating WASH projects/programs in collaboration with local, national and international partners. The aim of WASH department is to enhance the resilience and self-reliance of crisis-affected communities, through support and provision of green energy and improved access to sustainable energy such as solar power systems. In addition, improve the health and socioeconomic well-being of conflict affected communities by reducing the incidence of water- and sanitation-related diseases through sustainable safe water, sanitation, and hygiene practices.

SERVICE PURPOSE:

Electrical & Solar Power Consultant will work with IR Yemen in consultancies conditions and according to the need of consultancy service and will be responsible with regards to the need for the design, review, analysis, supervision, evaluation and checkup of WASH solar power systems, all related electrical systems and infrastructures that are targeted by Islamic Relief under WASH response in emergency context of the crisis and development in all targeted Governorates. Special attention will be given to integration of the WASH sector with other core sectors of Islamic Relief such as nutrition, food security, and livelihood.

KEY ACCOUNTABILITIES

The main objective of the consultancy service is to ensure that the studies, designs and implementation of electrical & solar power systems comply with standard requirements and the specific power needs for all related WASH/Health interventions such as water supply facility, health facilities and where ever needed.

This objective will be achieved through a phased arrangement (according to the need), which will have an assessment, design, review, implementation, commissioning, inspection, maintenance, check and quality control, … etc.

IRY seeks for electrical & solar power technical consultancy services to: –

1.    Prepare, Review and amend if need all power needs and designs with estimation cost for all electrical & solar power systems including differential systems of on-grid, off-grid, hybrid, … etc. that are related to WASH and Health interventions, such as solar panels, inverters, and all other electrical power demands. In addition, ensuring that prepared RFQ are specific and matched with all minimum standard specifications and required technical documents and datasheets. This includes, but not limited the below points:

  • Evaluate alternative options, including the associated costs, benefits, and risks involved to ensure reliable and equitable access to water and provide detailed calculations and figures.
  • Identify opportunities for improving the overall system efficiency and reducing O&M costs.
  • Identify key potential impacts on existing or new designed infrastructure and resources.
  • Identify and justify the required/desired modifications in existing equipment for better systemic integration.
  • Identify potential risks and proposed mitigation measures.
  • Identify any underlying issues that may impact success.
  • Assess the environmental impact of the planned intervention and proposed mitigation measures.
  • If needed prepare the amended tender docs such as BoQs, technical specification, and technical specification table as per IRY forms and policy.
  • Signed and stamp the final docs from related stakeholders when requested.
  • Any additional component/task that may be required to ensure the work completeness.

2.    Provide recommendations on how existing electrical & solar systems can be integrated and improved with the new interventions.
3.    Study/check the availability of the current electrical and electrical & solar power designs components and prices in the current local market and should be matching with latest technology, technical specification and prices.
4.    Review required budget, electrical requirements and current local market capacity and recommend adjustments when necessary and provide calculations note for the electrical & solar systems and propose an alternative design with economic analysis for all required works within the available materials in the local market.
5.    Provide all necessary support during the tendering processes including, but not limited to prepare, review, analyze/evaluate, check the availability of materials for the bidder’s technical proposals (BoQs, cost estimation, drawings, specifications, datasheets, catalogs, …etc.) against the IRY technical specifications and standard requirements professionally and completely. This task includes, but not limited preparing the technical evaluation analysis of the electrical & solar offers assignment through the following parts:

  • Study/Check the supplier’s offers and designs to identify the missing documents if any.
  • Fill in the technical table for all supplier’s offers in the excel sheet to get a clear comparison. 
  • Evaluate the quality of the materials proposed by the supplier’s offers.
  • Prepare the technical evaluation analysis for the proposed offers of the suppliers.
  • Produce technical evaluation analysis containing the responsive and non-responsive supplier including the scores if requested, with key points for the reasons and justification for that. Also, provide the required recommendations which should be considered during the implementation.
  • Escort the IRY team during visiting the supplier’s stores to evaluate the proposed materials by suppliers for more investigation about the quality of the materials. 
  • Prepare, review technical annexes, GRNs, … etc. in professionalism manner and study/check the availability of the current electrical & solar components and prices in the current local market and should be matching with latest technology, technical specification and prices 
  • Attend to IRY office if requested either to sign the related docs or for a meeting and discussion.
  • Provide the required support during the implementation stage if requested.

6.    Conduct the technical evaluation process in professionalism manner to the implemented electrical & solar systems and submit a final report.
7.    Supervise selected bidder during implementation stage and provide corrective actions as appropriate whenever it would be requested.
8.    Undertake inspection/check the quality of the electrical & solar systems goods according to the specification and RFQs and coordinate with the contractors if requested for effective operation and maintenance of the electrical & solar systems and make recommendations to IRY.
9.    Look for the most suitable alternative in case of un availability or running out of any items/materials of the proposed system in the local market with suitable prices.
10.    Ensure that a feasible long-term plan and arrangements are in place for maintenance and operations of system.
11.    Provide awareness raising and capacity building on operation and maintenance to IRY teams, formulated water management community members when requested.
12.    Measure and reporting the electrical load analysis or load requirements for related WASH/Health interventions.
13.    Provide the necessary consultancies such as technical support, recommendation and advices when requested and on time.
14.    Provide all needed responses through emails or any other requested method and being available to attend the procurement committee (PC) meetings when requested.
15.    Update the original technical formats (BoQs, drawings, specifications, datasheets database, commissioning formats, …etc.) regularly.
16.    Prepare and submit all required reports & annexes and provide all needed response timely.
17.    Any other tasks related to the electrical & solar systems.

Key Performance Indicators during implementation of Services:

Overall, the Consultancy service’s performance will be evaluated based on the following key criteria:

  • Satisfactory and timely completion of tasks and submission of the deliverables within the provision of above explained deliverables and outputs. In addition, a detailed work plan will be prepared by the experts with activities, outputs and performance indicators and to be agreed with the supervisor as implementation follow ups and performance standards.

Required Skills and Experience

A)    Qualifications and experience

  • Requires a Bachelor’s degree in electrical, mechanical and electronics engineering or relevant direction and 3+ years of relevant experience.
  • Extensive expertise, knowledge, and experience in the field of electrical & solar system.
  • Relevant experience in the engineering design, evaluation of technology, performance modeling/analysis/testing or operations and maintenance of PV and/or other renewable generation facilities.  Previous experience working as a developer, independent engineer, and/or on a performance optimization team is a plus.
  • Deep understanding of PV modules and inverters, including first principles understanding of how the design, manufacture, quality control, and installation of these technologies affects PV plant performance and reliability in the short and long-term.  This includes cell design and manufacturing techniques, standards, and quality control programs.
  • Familiarity with the key characteristics of implementing solar PV installations, including grid connected, off-grid, and hybrid installations with and without battery storage;
  • Good analytical and problem-solving skills and the related ability to adaptively manage with prompt action on the conclusions and recommendations.
  • Understanding of market trends in technology, installation, and O&M costs.
  • Fluency in English and highly developed communication and advocacy skills, including the ability to write excellent reports concisely and clearly in English.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

B)    Desirable

  • Direct experience in the WASH/Health facilities electrical systems especially solar power systems, and its applications.
  • Experience of working with UN agencies and INGOs (IRY in particular) will be preferred.
  • Excellent oral and written communication skills.
  • Experience in the context of YEMEN will be an advantage.

Remuneration

The selected consultant will work with IR Yemen under consultancy services and according to the need, where all costs (per diem, communications, travel, taxes etc.) are included according to the terms/condition of required tasks.
