Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Organizational Context and Scope:

Working under the overall supervision of the Senior Field and Programme Coordinator and the direct supervision of the Programme Coordinator (WASH), the National Project Officer (WASH) will provide programmatic, technical and administrative support to assist with the efficient and effective operationalization of the WASH portfolio in Yemen.

Core Functions / Responsibilities:

1.    Provide technical and administrative support to assist the Programme Coordinator and Operations Officer in the overall program and technical management of IOM WASH projects countrywide with a special focus on targets, budgetary monitoring, reporting, procurement and logistics, Monitoring & Evaluation (M&E), and technical quality control.
2.    Provide technical inputs and information for the development and adjustment of the WASH strategy/response plan for IOM in alignment with the overall emergency response plan of the organization.
3.    Closely coordinate and liaise with WASH staff in Sub-Offices on the progress of projects implementation and provide support to field offices as required. 
4.    Ensue that the project(s) activities under responsibility align with time, quality and budget as per the project’s work plan and inform the Operations Officer (WASH) of any delay or workaround required for timely completion of activities.
5.    Provide necessary information and documentation to support the preparation of project proposals and/or for IOM to contact potential donors. Assist in organizing and coordinating donor visits. Contribute to contingency planning for possible WASH emergency response if required.
6.    Draft and/or review technical specifications, bill of quantities (BoQs), drawings of the WASH infrastructure planned to be implemented as necessary in order to facilitate the quality of the output and alignment to donor requirements. Monitor technical progress of the project(s) under supervision and check compliance of outputs to planned targets.
7.    Contribute to the monitoring of project(s) budget according to internal and donor requirements. Adhere to the guidelines provided by the Operation Officer and Programme Coordinator (WASH) regarding the use of budget lines for the project(s) activities.
8.    Under the direction of the Operation Officer (WASH), coordinate the implementation of activities with IOM support units, and liaise with project(s) team as required. Supervise relevant staff and help to resolve team conflicts.
9.    In close coordination with the Programme Coordinator (WASH), liaise with the WASH Cluster, other WASH agencies, government authorities/entities and other relevant stakeholders as appropriate to coordinate IOM WASH activities.
10.    For all WASH activities in the field, ensure that all relevant permits and authorizations are obtained from the local authorities to facilitate project stability and good relations with the local government.
11.    Monitor project implementation, undertake regular visits to the areas of operation and record relevant data for further analysis. Ensure that all the project data and information is archived and shared appropriately. Draft progress reports to the Operation Officer (WASH) indicating progress, constraints and requirements for project completion.
12.    Facilitate the integration of cross-cutting issues in the WASH programming such as Gender-Based Violence (GBV), Accountability to Affected Populations (AAP), Environment and other cross cutting issues of relevance.
13.    Perform such other duties that may be assigned by the Programme Coordinator (WASH).

Required Qualifications and Experience

Education

Bachelor’s Degree or higher in Engineering (Civil, Environmental, Electromechanical or Chemical) Geophysics, Hydrogeology, Geology or Public Health, with sound knowledge of water, sanitation and hygiene principles for humanitarian assistance, and relevant training attained, with two years of relevant professional experience.

Experience

  • Experience in the implementation of WASH activities in humanitarian crises and in support of emergency responses.
  • Experience in the region of IOM operations is an advantage.
  • Experience in program management, coordination and/or support.
  • Proven experience in the technical design, management, and implementation of WASH
  • infrastructure and services in a development context including contract management is highly desirable.
  • Experience in maintaining working relationships with clusters, inter-agency coordination
  • mechanisms and other stakeholders. 

Skills

  • Advanced know-how and skill in Water, Sanitation and Hygiene (WASH) principles in humanitarian and development settings;
  • Excellent technical knowledge of WASH principles with a special focus on WASH infrastructures.
  • Ability to coordinate a team in a complex post-crisis humanitarian setting;
  • Good interpersonal, cross-cultural, and diplomatic skills;
  • Proven ability to successfully operate in high-stress environments and hardship locations;
  • Demonstrated know-how and skills in integrated water resources management, ecological engineering, environmental sustainability, food security and climate resilience;
  • Advanced computer literacy in Autocad, GIS, Hydraulic Engineering Software (Epanet, WaterCad, WaterHammer, etc.), Microsoft Office Suite (MS Word, Excel, and PowerPoint);
  • Demonstrated ability to meet deadlines and deliver under pressure.
  • Ability to produce thorough high-quality work within a tight timeframe;
  • Excellent Monitoring and Evaluation (M&E) skills; management and organizational skills;
  • Ability to work with limited supervision.
  • Knowledge of the region is an advantage.

LANGUAGES

  • IOM’s official languages are English, French, and Spanish.

REQUIRED

  • For this position, fluency in Arabic and English is required (oral and written).

DESIRABLE

  • Knowledge of other UN languages is advantage
