Position: Programme MEAL Assistant
Location:  Taiz City – (Regular travels to Mawza’a and Al-Maafer)
Reports to: PC/PM
Note: Position is open for Yemeni Nationals only.
Duration: One year, renewable based on fund availability and performance.

Cordaid

Cordaid combines 100 years of experience and expertise in emergency aid and structural poverty eradication. We are one of the most prominent Dutch international development organizations with a network of more than 1,000 partner organizations in Africa, Asia, the Middle East, and Latin America. 
Cordaid and its partner organizations work on various themes, including humanitarian aid, food security, health care, and entrepreneurship. Cordaid provides technical expertise and financial support for the development and emergency assistance programs and to develop the capacities of partner organizations. In emergency programming, Cordaid also becomes operational itself if necessary.

Cordaid in Yemen

Cordaid has been active in Yemen since 2018, providing multi-sector humanitarian assistance, and health services. We also support peace-building efforts in the country. In 2020, we assisted 395,000 Yemenis. In 2021, Cordaid is expanding its activities with Mental Health and Psycho-Social Support (MHPSS) services, and local partner network. In 2022 and 2023, Cordaid expanded its activities with Emergency Livelihood Programs and expanded its network of local partners. Cordaid is currently working on expanding its programs in 2024 to include Sustainable Livelihoods and Development. For its programs in Yemen, Cordaid is inviting applications for the position of

Programme MEAL Assistant (to be based in Taiz City)

Position and responsibility

The Programme MEAL Assistant (PMEAL Assistant) is responsible for establishing M&E for Cordaid’s projects in Yemen jointly with the Cordaid Yemen team and local partners. She/ he will also assist in the design (including assessments), and monitoring of Cordaid’s humanitarian aid programme in Yemen.

The PMEAL Assistant will report to the Cordaid Program Manager & Head of Office in Yemen and liaise closely with the Yemen Program Coordinator.

General Tasks      

  • Uphold the humanitarian principles of humanity, neutrality, impartiality, and independence
  • Respect Cordaid values at all times, both within and outside of working hours 
  • Know, understand, and comply with Cordaid internal policies and procedures
  • Follow Cordaid Security Plan and other related policies and SOPs
  • Be prepared to work in Taiz governorate and travel to other governorates of Yemen if needed

Specific objectives of the posting

  • Establish strong MEAL in every project including specific quality indicators;
  • Coordinate with project partners and key stakeholders in all aspects of project monitoring, evaluation, research and learning;
  • Work with the project team in all locations, collecting data from the field as per the monitoring plan
  • Follow up proactively with the program team and management to ensure MEAL data is collected at agreed intervals
  • Assist in conducting baseline and end line surveys, verifications, PDMs, observational monitoring, exit interviews, focus group discussions, and key informant interviews; ensuring that quality data is collected from the field
  • Handle feedback mechanism data, logging beneficiary feedback from SMS, WhatsApp, paper form, and ensuring that complaints and suggestions are followed up on by the project team
  • Enter gathered data in a prescribed format, normally in Word or Excel formats
  • Perform analysis of quantitative and qualitative data, producing graphics and summaries, leading to dashboards and draft reports with presentation the results of the analysis
  • Lead the development of standardized monitoring tools and procedures for the projects taking place in the office;
  • Ensure that all partners understand the programme's M&E requirements and collect and report on high quality data, working closely with other relevant team members; 
  • Translates the Results Framework of the programme into tangible indicators for monitoring and evaluation; analyses, validates and aggregates output, outcome and learning in all phases of the primary processes;
  • Contributes to design and implementation of SMART programme plans, provides materials for assessing output and pro-actively consults programme manager and other team members;

Representation

  • Ensure active Cordaid representation when requested

Reporting

  • Every two weeks, provide brief updates on planning, activities, and challenges
  • Ensure submitting quality reports to the Programme Manager and Programme Coordinator during the project implementation phases, including progress, weekly, monthly, quarter, and end reports.
  • Provide timely monitoring and quality reporting on the implementation of the projects.
  • Ensure that all reports are along with supportive documents and means of verification for the field staff. And all are compatible with the donor's requirements.
  • Bring the attention of Project Management immediately if any issue of contract variation is likely to occur or necessary for approval of such variations.
  • Ensure that field staff conducting the planned activities;
  • Ensure that reports are based on quantitative and qualitative data, which will be collected, analyzed, and compiled into reports on a weekly and monthly basis.

  • Any other responsibilities that can reasonably be asked from the PMEAL Assistant position

Qualifications & competencies:

  • Bachelor's degree in a relevant field (humanitarian assistance and/ or development, economics, and management).
  • Fluent in the English Language (Mandatory).
  • 2-3 years experience working in government relations for a humanitarian organization 
  • Experience in liaison and representation with senior-level authorities in the target districts.
  • Knowledge of humanitarian coordination mechanisms, international NGO, and UN mandates 
  • Demonstrated diplomatic communication skills with the ability to build a strong network with a variety of stakeholders
  • Ability to absorb complex written and verbal information and communicate effectively.
  • Ability to plan, develop and deliver outreach talks, workshops, and coordination meetings to relevant stakeholders. 
  • Ability to engage and influence government authorities and their departments to achieve results. 
  • Diplomatic communication and ability to build a strong network
  • Strong analytical skills for the identification of critical issues
  • Good computer skills, particularly in Word and Excel, PowerPoint, and the Internet
  • Evidence of organizing and servicing meetings.
  • Effective organizational skills.
  • Evidence of ability to work cooperatively with others to meet tight deadlines.

Contract information: The contract is a fixed contract for a year, renewable based on fund availability and performance. Starting date as soon as possible.
