Position: New Business and Proposal Development Specialist


Location: Sana’a or Aden - Yemen

The Opportunity:


The New Business and Proposal Development Specialist is part of the Resource Mobilization team and will act as a co/focal person for new business and proposal development processes.


This position will assist the delivery of Resource Mobilization (RM) and New Business Development (NBD) functions and will play a key role in donor relationship management, in-country donor engagement, scoping and identification of new funding opportunities and leads, as well as development and submission of concept notes and proposals, to include the following:


  1. acts as a focal person for in-country donors, scoping of partnership, funding analysis, engage and assess the funding opportunities and contribute to develop the funding and engagement strategies.
  2. act as a focal person for each assigned proposal development process, ensuring (i) the use and monitoring of a proposal development plan; (ii) provision of inputs as a co-writer, editor; (iii) consultation with all relevant stakeholders and consolidation/coordination of their feedback and inputs; (iv) timely submission.
  3. leads coordination between technical and other functions to ensure proposals are developed in line with programme needs and all submissions to donors reflect SC quality and technical standards.

This position will contribute to the analysis of funding trends, development of a funding strategy and plan, and will facilitate structured donor engagement. The position requires innovative thinking and creativity to package our programme strategies in ways that attract the right donor support and grow our portfolio strategically and sustainably. 


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.


SCOPE OF ROLE


Reports to: Senior New Business Development Manager


Key working relationships: Technical Advisors, MEAL, Program Operations, Filed Manager/s, Advocacy and Media, Finance, Funding/Members and Regional Office

Key Areas of Responsibilities


Identification and planning 


  • Work collaboratively with the members, regional and country office management on the identification of new funding opportunities, donor meetings with the necessary required information and documents.
  • Assess and analyse solicitation, outline the solicitation, and facilitate the decision-making process (Go-no-Go).
  • Form the Proposal Development Team and conduct technical design consultations meetings and kick-off the proposal development process with a plan, timeline, tools, and required document.

Proposal development and writing 


  • Serve as lead/co-lead in the proposal development process, act as a co-lead writer in the proposal writing, in accordance with the donor and SC standard procedures and requirements.
  • Ensure the development of high-quality concept notes, proposals etc. through facilitation of collaboration and sign off from the design team, the member, Regional Office and other relevant stakeholders.
  • Act as an editor, proof-reader and perform a lead role in the consolidation of all technical and managerial inputs/plan, annexures etc. required for the proposal.
  • Participate to technical discussions to build capacity around thematic priorities and programmes strategy. 
  • Develop technical narratives by collecting and integrating contributions of technical sections from the organization’s technical specialists, partners and stakeholders.
  • Ensure that technical documents and materials are in alignment with donor requirements and procedures and are in line with the cost proposal.
  • Contribute to ensure cross cutting issues are addressed and thematic areas are integrated according to SC’s quality standards. 
  • Participate in the technical reviews and revise narrative sections according to the plan and based on the feedback during review meetings.
  • Ensure timely partnership scoping in collaboration with the design and partnership teams; and support the active participation of the CSOs in the design development. 
  • Support and coordinate the annual updating of thematic programme offers. 

Coordination and communication 


  • Act as a focal person for in-country donors, scoping of partnership and funding opportunities and contribute to developing in-country donor relation management plan.
  • Assist in maintaining internal tracking of progress, deliverables, and timeline, maintain regular communications with relevant people/departments and provide regular updates to the senior management team (SMT).
  • Take the lead in problem-solving of issues during the proposal development process, bringing all parties together and finding constructive solution to complex time sensitive issues, ensuring the effective proposal development process and quality of the design.
  • Attend in-country relevant external meetings, building a network with partners and identifying opportunities for strategic partnership. 

Knowledge management and documentation 


  • Contribute and provide input and technical support to the continuous improvement of the new business and proposal development cycle and process.
  • Contribute to the CO learning culture, documenting each proposal development’s lessons learned. 
  • Share the lesson learned with all concerned functions and continuously feed the learnings into the new proposal development and writing process. 
  • Support the fundraising capacity building efforts for staff and partner CSOs. 

System Strengthen and management 


  • Actively update the fundraising and opportunity tracker.
  • Monitor the process and approval all opportunities, proposals and donor agreements through Save the Children’s Award Management System (AMS).
  • Contribute to maintaining the system up to date with donor budgets and timeframes to reflect an accurate picture of Save the Children Yemen portfolio at all times.
  • Support the standardised upkeep of the country office’s proposal content library and related documentation to include capability statements, research papers, past performances, management plans, donor briefing, capacity statement and other related proposal content.

Qualifications and Experience:


Essential


  • Three years of experience in proposal development with excellent writing/editing capabilities and strong analytical/critical thinking skills, ideally in a child protection, education, food security, health & nutrition etc. thematic sectors.
  • Bachelor’s degree or higher qualification in social studies, communications, international development, or other relevant fields.
  • Detail-oriented with good multi-tasking abilities, excellent coordination and interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels.
  • Excellent representation, presentation and communication skills, and ability to present complex information in a succinct and compelling manner.
  • Experience in coordinating development of large-scale or strategic proposals, including the experience of proposal development for US and UK government programming, SIDA, ECHO, GFFO, BMZ, UN agencies etc.
  • Ability to work well under pressure, multiple deadlines, handle and use constructive feedback to make needed changes to proposals, fundraising strategies etc.
  • Able to work well both within a team and independently in a challenging and fast-moving multicultural environment.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • Commitment to the aims and principles of Save the Children. 
  • Native Arabic speaker or equivalent.
  • Fluent English language skills.

Desirable


  • Experience or understanding of the Yemen Context.
  • Previous experience of project management and project cycle management, including project design, implementation and evaluation.

Experience working for Save the Children and working across organisational structures.
