Action Contre la Faim is an International Humanitarian Organization established in 1979 with the mission to save lives by combating hunger through prevention, detection and treatment of malnutrition, in particular during and after emergency situations caused by conflict and natural disasters. Action Contre la Faim provides coordinated responses in nearly 50 countries including Yemen globally within 7 field of expertise which includes Nutrition and Health, Water, Sanitation and Hygiene, Food Security, Mental Health Care Practices, Gender and Protection, Advocacy, Risk and Disaster Management and Research.
ACF has been operational in Yemen since 2012 and is operational in 4 bases (Aden, Hodeida, Al khokha and Sanaa). The mission implements its activities which are centred on 3 sectors, Nutrition and Health, Water, Sanitation and Hygiene (WASH), Mental Health and Psychosocial Support and Protection (MHPSS-P).

Job Title:  Programs Manager
Location:  Khokha
Contract duration: until 31st December 2024 with possibility of extension 
Basic monthly salary (taxable): 2303$ to 2753$ based on experience salary calculation (excluding other benefits offered by the organization)
Direct Line Manager: Field Coordinator
Technical Managers: H & N HoD/DHoD, WASH HoD, FSL HoD 

Tasks and Responsibilities

Objective 1: Ensure management/coordination of program situation diagnosis and analysis at Alkhawkha Level

  • In coordination with N&H DPM, MHPSS, WASH & FSL PM, provide technical direction and supervision to ensure the timely management and implementation of nutrition/health program activities in Alkhawkha.
  • Participate in coordination with other departments for integrated programs. 
  • Regularly follow up the activities, and evaluate the quality of the programs: 
  • Provide inputs for proposal design, integrating advocacy goals when appropriate
  • Identifying gaps and formulating actions plans to improve service delivery in consultation with the sector PMs
  • Ensure the timely production/compilation of the monthly activity reports (APRs) and technical reports from the field, and provide feedback when needed.
  • Ensure internal coordination, and information exchange with regards to implementation of the integrated specific projects when needed.
  • Oversee all data entry done by the Data entry team at AKK level
  • Coordinate with relevant team to ensure quality budget forecasts, program needs estimation, procurement processes, distribution plans,
  • Conduct monthly follow-up of project budget, adapting as necessary, and alerting for support in case of over or underspending
  • Participate in preparation and implementation of nutrition surveys, providing necessary information
  • Monitor and control consumption of medical and nutritional supplies in targeted health facilities monthly

Objective 2: Systematic capacity building of the ACF Nutrition and Health team on health components (IMCI, Ante Natal, Post Natal, and primary health care services) including SC management and MHPSS

  • Collaborate with DHO/GHO to perform a joint capacity assessment aimed at evaluating the technical proficiency of healthcare workers in delivering high-quality services.
  • Provide periodic feedback to the PM or DPM and GHO/DHOs on healthcare service quality.
  • Participate in evaluations, such as Rapid SMART SMART survey, or health capacity diagnosis, to identify needs effectively. 
  • Identify specific technical gaps on health and nutrition components (IMCI, ANC/PNC, PHC & CMAM Management) in project implementation teams and organize trainings for HWs and CHNVs in close collaboration with DHoD and GHO/DHO.
  • Support Senior/project officers to organize and facilitate technical coaching of health workers during supportive supervision in health facilities  
  • Coordinate with the program sectors PM to incorporate a health supervision checklist for project staff.
  • Participate in monthly meetings with relevant health workers, providing feedback on enhancements, discrepancies, and the standardization of service provision and reporting

Objective 3: Ensure activities are implemented in the framework of the nutrition and health projects

  • Estimate drug needs for the program, verify monthly requests, and prepare requisitions for medical and nutritional supplies in targeted health facilities
  • Monitor and control consumption of medical and nutritional supplies in targeted health facilities monthly
  • Conduct monthly follow-up of project budget, adapting as necessary, and alerting for support in case of over or underspending

  • Implement transparency and accountability measures toward project beneficiaries, ensuring their participation throughout the project cycle

  • Implement technical recommendations from relevant authorities.
  • Contribute to organizational learning by building on good practices, lessons learned, experiences, and assessments 
  • Participate in coordination with other departments for integrated programs.
  • Analyze and control technical performance and relevance of ongoing projects
  • Regular follow up activities and evaluate program quality.
  • Identify gaps and formulate action plans to improve service delivery, consulting with relevant personnel.
  • Participate in developing strong remote management processes and/or conducting regular field visits
  • Ensure internal coordination and information exchange as needed for project implementation
  • Ensure timely budget follow-up, procurements, and HR needs in coordination with relevant personnel.
  • Oversee all data entry by Information Management Officers
  • Develop and maintain tools for tracking villages, mobile clinics, health workers, and volunteers per health facility
  • Coordinate with relevant team to ensure quality budget forecasts, program needs estimation, procurement processes, distribution plans,

Objective 4: Develop and Strengthen partnership at local level  

  • Organize quarterly review and sharing sessions with district/governorate health officers to discuss key findings, plan for the upcoming quarter, and conduct joint supervision. 
  • Ensure the management of the ongoing partnership with MoPH at local level and readjust the partnership strategy when required in agreement with MoPH (renewal/update of Memorandum of understanding).
  • Establish with the MoPH a strategy for capacity building through supportive activities with key indicators and objectives for the implementation, monitoring and follow up of ACF supportive activities (within ACF scope of intervention and mandate), outlining a clear procedure for exit strategy 
  • Ensure that the relationship with MoPH is consistent with the orientation and the ethos of ACF's partnership policy (currently under development: mutual trust, respect, shared aims, complementarity, transparency and mutual support, shared learning....)

Objective5:  Participate in representation and coordination activities – internal and external

  • Serve as Secretary to the AKK Task Force on INGO Coordination, Under the Direction of Governor Hodaida
  • accountable for managing the local partnership with MoPH
  • .Take part in program-related technical working groups, clusters, and workshops at the district and governorate levels.
  • Responsible for representing the ACF nutrition/health & MHPSS sectors at the local level with NGOs, UN agencies, and government entities. Ensure timely sharing of relevant information with the field manager in coordination with DHoD.
  • Make sure that pertinent information is promptly shared, in cooperation with DHoD, with the field manager.
  • Coordination team update on programme implementation and action plan advancement
  • When something comes up that could endanger the programmes, the funds, or the safety of the employees and property, proactively refer it to the coordination team.
  • Make sure that field teams alert the coordination team to pertinent requests for assistance in a timely manner.
  • Participating in the humanitarian coordination activities at field or regional level in rotation with the Field Coordinator South 
  • Organize quarterly review and sharing meeting with district/governorate health officers on key findings, planning for next quarter and joint supervision.

Objective6: Manage the team at field level and facilitate good relationships with the coordination team  

  • Supervision and management of all direct reports 
  • Monitoring the social climate at field level and report to Field Coordinator South in case of social issues 
  • The overall management of training needs at field level 
  • Promoting the commitment to ACF Charter and prevention of frauds and power abuses and inform the Field Coordinator South in case of frauds or power abuse 

Objective7: Proactively support ACF’s commitments to gender equality, child protection and sensitivity towards disabilities.

  • Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary

Required Qualification, Skills and Experience

Qualifications

  • Degree in related (MBSS, Nutritional and Health, Project Management, or other related issues). A master's degree will be an additional advantage;

Work Experience:

  • Minimum of 5 years of previous experience working with NGOs covering multi-sectorial programming;
  • Proven management and coordination skills (HR, projects, and stress management);
  • Proven ability to translate learning, analysis, and evaluation into operational planning and strategy;
  • context, in development and emergency settings …)
  • Strong experience in program implementation and management.
  • Advanced knowledge of international humanitarian guidelines and standards including those of donors ;

Skills and Competencies 

  • Strong training and supervisory skills. 
  • Substantial knowledge regarding programme management in the field
  • Knowledge of standard logistics, financial and HR procedures and practices
  • Strong computer and communication skills
  • Excellent interpersonal, organizational, prioritizing and communication skills
  • High capacity of work, able to overcome stress and work under pressure, with high degree of flexibility

  • Ability and willingness to travel regularly to the field sites;
