Organizational Context and Scope:

Under the overall supervision of the Chief of Mission (COM) in Yemen and direct supervision of Head of Sub-Office, and in close coordination with the Senior Field and Programme Coordinator, the National Project Officer will be responsible and accountable for coordinating the planning, implementation, monitoring and reporting activities of the engineering projects.

Core Functions / Responsibilities:

1.    Coordinate the design and implementation of the activities of the Engineering support unit and technical activities under the various Programmes, in line with IOM and the donor(s) requirements.
2.    Provide operational guidance and technical supervision to the technical staff, assisting with implementation of IOM project activities ensuring they meet their intended scope, time and budget as per the project’s work plan, and inform of any delay or workaround required for timely completion of activities.
3.    Supervise the preparation of technical specifications, BoQs, drawings of the Engineering infrastructure planned to be implemented as necessary. Regularly update and maintain an accurate record of all engineering projects.
4.    Provide field technical support and guidance for the successful completion of projects as per quality requirements, within required time and budget frameworks.
5.    Monitor the project implementation by performing regular visits to the areas of operation, verify that materials are being properly utilized and that Engineering items are effectively distributed to the beneficiaries. Closely follow up on the schedule with contractors and prepare completion certificates. Work closely with the Resource Management Unit of IOM to coordinate adequate contracts management; close out procedures and final payments to the contractors.
6.    Plan and coordinate procurement processes in line with approved specifications or BoQ, working in close coordination with the procurement and logistics unit to ensure that the required materials and items are procured and delivered to the respective sites in a timely manner.
7.    Maintain effective and active communication with all the stakeholders. Prepare and submit regular reports to the Senior Field and Programme Coordinator indicating progress, constrains and requirements for project completion. Ensure that project data and information is archived and shared appropriately.
8.    In coordination with the relevant colleagues, ensure that all relevant permits and authorizations are obtained from the local authorities to guarantee project stability and good relations with the local government.
9.    Compile, draft and prepare necessary information and documentation for the preparation of project proposals. Contribute to contingency planning for possible Engineering emergency response if required.
10.    Supervise the Engineering Support Unit staff and provide capacity building trainings to field staff on care and maintenance and engineering software and other required training areas.
11.    Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s Degree or higher in Engineering (Civil or Architectural).

Experience

  • Minimum of four years of experience (two Years for master’s degree holders) in the supervision and implementation of Engineering related projects preferably in the Humanitarian Field.

Skills

  • Strong knowledge of software such as CAD, GIS, Excel, Outlook;
  • Excellent Monitoring and Evaluation skills and report drafting skills;
  • Strong organizational skills and ability to multitask;
  • Ability to work under minimal supervision.

LANGUAGES

IOM’s official languages are English, French, and Spanish.

REQUIRED

For this position, fluency in English and Arabic is required (oral and written).
