The Danish Red Cross (DRC) has maintained a long term partnership with the Yemen Red Crescent Society (YRCS) since 2004. The DRC support in Yemen, through the YRCS, has been on community emergency and developmental projects covering programmatic areas on health, Water, Sanitation and Hygiene Promotion (WASH), Psychosocial Support (PSS), and Disaster Preparedness and Response.

In consortium with the International Federation of the Red Cross and Red Crescent Societies (IFRC), DRC, will implement the European Union EU ECHO funded project in Amran. The project entitled “Integrated WASH, Protection, and Psychosocial Support to Vulnerable Communities in Yemen through the Enhanced Capacities of YRCS (InWAPPS)” will be implemented for a period of 18 months and will focus on thematic areas of Health, WASH, Psychosocial Support and Protection.

Job duties and responsibilities

The “Project Coordinator ” will be responsible but not limited to:

  • Support YRC Staff to implement project at the branch levels including budget forecasting, development of work plans and procurement plans with the support of DRC delegates
  • Coordinate with the Finance and HR department of YRCS to ensure coherence between activity planning and budgeting.
  • Support DRC delegate to conduct internal evaluations of programmes in cooperation with the concerned stakeholders (YRCS, branches and partners)  
  • Support YRCS team to effectively implement programme (based on an agreed plan and systems of monitoring)

2.1. Planning:

  • Prepare and present monthly work plans based on the approved Project Implementation plan.
  • Consult with the sub-county department of health, support community health and WASH strategy activities and ensure adequate reporting.
  • Plan and assist technical staff during preparation of Bills of Quantities (BOQs) and designs for identified water and sanitation infrastructure and specification of procurement needs.

2.2. Programme implementation, monitoring and evaluation:

  • Lead proper planning, implementation and monitoring of program activities in the target governorates.
  • Program implementation in line with DRC and YRCS country strategies, policies and standard procedures
  • Provide oversight of Health and protection activities following approved DRC/YRCS strategies, regulations, country, cluster and the SPHERE standards.
  • Carry out necessary assessment- and produce quality report on Multi cluster assessment, Vulnerability Capacity Assessmen (VCA), Wash technical assessment etc as necessary
  • Carry out regular and timely preparation of monitoring reports for on-going activities

2.3 Reporting and proposal development:

  • Prepare monthly, quarterly and annual (PPR) report as necessary and demanded by DRC and YRCS management.
  • With the support of DRC delegate and together with YRCS staff develop future concepts and proposals to address emerging communities needs in Yemen
  • Prepare human stories and case stories by visiting to YRCS project sites and coordinate activities with YRCS branch management. 

2.4 Coordination and representation:

  • Coordinate and support the YRCS program teams to ensure quality implementation of the DRC funded program interventions in Yemen.
  • Attend wash and other related clusters and coordination meetings as needed at the Sanaa levels and share information with DRC delegate to plan 

2.5 Technical Project Management (Wash):

  • Helps identify needs through assessments and surveys
  • Supervise contractors working on wash project sites and conducts quality control of infrastructure installed by YRCS.
  • Creates project files in electronic databases and keeps them up to date.
  • Provide technical input in the areas of Community Led Total Sanitation (CLTS) interventions and facilitate YRCS wash standard approach (CBHFA)
  • Manages project purchasing on labour and materials according to the YRCS financial rules.
  • Administers hand-over of YRCS-provided infrastructure to end-users.
  • Uses results-based management to evaluate project implementation.

2.6 Other tasks

  • Remote management is required for action aiming to preserve beneficiary's crucial needs
  • Perform other tasks as may be assigned by the line manager.

VALUES and COMPETENCIES

  • Respect and act in line with the YRCS staff regulations and code of conduct and the fundamental principles and Values of the Red Cross and Red Crescent Movement.
  • Ensure and maintain the core competencies required to implement the tasks (a high degree of accountability, commitment to YRCS capacity building, a high level of technical capacity to ensure results and working effectively in teams and sharing knowledge and best practices through good communication skills).
  • Ensure management competencies to manage performance in a way that enables the YRCS to achieve its objectives with enhanced planning and coordination capacities.  

Certification and Education Required

  • A Yemeni Nationality 
  • A graduate degree in Social Sciences, health, water management or relevant fields;
  • At least 3-4 year experience in project coordination and management in a wide ranging role
  • Experience in working on EU funded projects, ECHO, DEVCO will be an added advantage
  • Demonstrated success in project planning, monitoring, evaluation and reporting;
  • Advanced level of English with strong writing and analytical capacities;
  • Project management training and certification desirable.
  • Proficiency in software tools for planning, organization and data management.

Professional Experience required

  • Experience in working with projects and programs teams.
  • 2-3 years experience in managing Water sanitation projects in Yemen
  • Experience coordinating multiple tasks simultaneously
  • Experience in coordinating, planning and communications across complex stakeholder groups such as senior management teams from different functional areas.
