Introduction:
Yemen has witnessed a complex conflict that has posed significant challenges for civil society organizations. These challenges include limited civil space, restricted funding opportunities, and the need to enhance operational capacities. Despite these immense difficulties, civil society organizations play a crucial role in bridging the gaps exacerbated by the conflict, particularly in the areas of health, education, and community protection.
SOS Development, in partnership with CARE and BFD, has implemented a project titled "Strengthening Civil Society through Comprehensive Development: Empowering Civil Society Organizations in Yemen." This project aims to enhance the operational and managerial capacities of civil society organizations, enabling them to contribute more effectively to peacebuilding, sustainable development, and community resilience.
Civil society organizations in Yemen, particularly in Aden, are vibrant and diverse but fragmented. These organizations range from well-organized civil groups to informal local initiatives and charitable groups. The ongoing conflict has imposed restrictions, limiting the role of civil society organizations in sustainable development and peace. As a result, their focus has shifted from addressing structural issues such as human rights and civic education to primarily providing humanitarian assistance. Notably, the participation of civil society organizations in gender equality and women's empowerment has significantly declined compared to 2013. The lack of emergency plans and the weak integration of civil society organizations in crisis response exacerbate these challenges. Furthermore, civil society organizations are at risk of closure due to a lack of funding and organizational weaknesses, including unqualified staff, lack of strategic direction, high employee turnover, and poor management, transparency, and consistency in their operations.
SOS Development has engaged a consulting firm to conduct a comprehensive needs assessment for three selected civil society organizations in Aden Governorate. This in-depth assessment included organizational and technical evaluations for each civil society organization. Based on the results of these assessments, the consulting firm developed a comprehensive action plan outlining all areas needing improvement in development and capacity building.
From the detailed needs assessment, it is essential to identify key training topics that will address the specific capacity gaps within these civil society organizations.
