In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access in Yemen (SHAY) project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality.

Position Description:

The Accountant position for the Yemen the Strengthening Healthcare Access in Yemen (SHAY) will be responsible for maintaining the JSI financial accounts and system for SHAY. The Accountant will be responsible for the accounting system, expenditure projections, and expense monitoring and reconciliation. S/he will ensure cost-effectiveness, efficiency and accountability throughout the life of the program.

Key Responsibilities:

  • Assist with the day to day accounting including maintaining the JSI field accounts system, examining receipts and vouchers, reconciling advances, projecting and tracking expenditures and accruals.
  • Ensure timely monthly financial reports to the Finance and Grants Manager.
  • Assist with monthly home office feedback on submitted financial reports.
  • Assist with the review of provincial expenses and uploads into the main accounting system.
  • Assist the finance manager all documents of periodic bank reconciliations and address any discrepancies.
  • Review and facilitate fund request transfers to regional offices.
  • Follow up on the settlement of outstanding advances/liabilities in a timely manner. 
  • Prepare USD payments vouchers and cheques while ensuring adequacy and accuracy of supporting documentation.
  • Ensure that USD cash/bank transactions have been recorded up to date.
  • Liaise with banks and ensure the availability of adequate funds in bank accounts for program operations 
  • Conduct financial supervisory visits in the field offices including continuous capacity building of Finance personnel.
  • Ensure that all expenses incurred by project are paid for in a timely manner.
  • Process payroll including computation of all applicable deductions.
  • Follow and support all policies and requirements related to staff safety and security.
  • Uphold JSI’s policies around accountability, fraud/ethics management, child safeguarding, and protection from sexual exploitation and abuse; 
  • Travel to field sites, as necessary; 
  • Any additional responsibilities, as assigned.

Qualifications:

  • Minimum of a BA’s degree in in business administration, finance, accounting, or other relevant field (a Bachelor’s degree will be considered if the candidate has at least 5 years of relevant professional experience, with three years in a management position, preferred.
  • Financial & administrative experience with USAID-funded project & knowledge of USAID rules & regulations, preferred.
  • Experience & knowledge of Yemen tax laws preferred.
  • Excellent verbal & written English and Arabic skills
  • Ability to take initiative & work in teams.
  • Proficiency in Microsoft Word & Excel.
  • Experience with QuickBooks and experience working in an NGO/INGO, an added advantage.
