The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea.  Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

SCOPE OF WORK & JOB SUMMARY:

As part of the RISE project consortium and finance team under the direct supervision of the Deputy Director Finance and RISE Consortium Coordinator, the Budget & Reporting Manager will be the focal person for the project financial reporting, consolidation of the spending plans, projections, budget revisions, and Partnership Financial review and monitoring tasks of the RISE project.
The Budget & Reporting Manager will ensure the project financial management issues are immediately attended to and ensures that the project budgets and reports are prepared in accordance with the IRC, donor requirements and are submitted within the requested internal and external timelines.
In addition, this position will ensure that the project reported costs are reviewed against the approved budget in compliance with the donor regulations and the IRC requirements, additionally will develop budget tools and conduct budget trainings to ensure efficiency and accuracy in Budgeting and planned spending.

WORKING RELATIONS:

Position directly reporting to: Deputy Director Finance & RISE Consortium Coordinator
Position direct Collaborating with: Consortium Partners & IRC Partnership unit

MAIN RESPONSIBILITIES:

  • Ensure the project Budget vs Actual (BvA) and spending plans of the project are up-to-date and shared monthly within the timeline.
  • Update and verify the project spending plans consolidated as received from the designated budget holders for the project activities and allocated budget and Shared Cost allocation calculation projection.
  • Review the budget remaining balances against actual spending and spending plans, feedback advise on spending status. Request feedback on the over/under spending from budget holders.
  • Participate in Project Cycle Meeting (PCM) for the grant spending feedback and follow-up on action points identified during the grant meetings.
  • Provide analytical financial information supporting the Project Implementation.
  • Provide support and feedback to Program Coordinators budget and operations holders on questions related to the BvA reports actual spending and projections.
  • In compliance with the donor regulations and the IRC requirements, propose adjustment entries required for the reports and grant financial reports.
  • Prepare the new budget line codes (D2 codes) and project category codes for new budget lines, perform the upload in Integra system.
  • Prepare the grant external donor financial reports for the review and sign off in-country by the Deputy Director Finance, RISE Consortium Coordinator and SMT for further submission. Ensures the reports are in compliance with the donor reporting templates, to be submitted within the required timeline as per internal and external contractual requirements.
  • In consultation with the Grants and compliance, review on actual charges and advice on key donor compliance requirements issues.
  • Provide analysis and guidance on the project staff coverage, salary mapping in addition to the Shared Program Cost coverage and allocations.
  • Perform the Finance verification of the project procurement Requests ensure that the Items are allowable, allocable and reasonable; Budget remaining balances are adequate; Accuracy of information included of the Items charging codes are correct and Mathematical calculation of total amounts
  • Assist in conducting staff finance and budget training and induction sessions for the Program staff, Operations staff, Partner consortium staff on project related finance topics, such as: Budget Financial management, Reporting templates, Financial internal controls, review actual charges and reports..etc

Partnership Financial Management:

  • Work collaboratively with RISE partners to develop and finalize budgets and budget amendments.
  • Review the partners documentation supporting each type of the reported costs, as per the standard requirements to the operating context and the partner internal policies. Identify missing documentation, operating weakness and internal control issues 
  • Participate in Partnership Project Meetings
  • Work collaboratively with Partnership unit to ensure the timely disbursement of funds to partners in accordance with the partnership agreement to ensure program continuity, ensuring clear communication with the partners.
  • Collaborate directly with partners finance staff to ensure completeness, correctness, and accuracy of their financial reports and cash requests. Provide feedback to the partner in consultation with Deputy Finance Controller as appropriate
  • Review the partners financial reports (and narrative reports for consistency) and relevant supporting documents to ensure compliance with the partnership agreement, donor regulations and the IRC policy. providing feedback to the partner in consultation with Deputy Finance Controller as appropriate.
  • Perform the financial monitoring of the partner budgets and actual spending in collaboration with program technical coordinators and Partnership unit, identifying issues and working proactively and collaboratively with partners to resolve them.
  • Participate in the review of the performance of the partner, of the IRC, and of the partnership, including successes, challenges and lessons learned
  • Review partners’ budget remaining balances against actual spending and spending plans, feedback advise on spending status. Request feedback on the over/under spending and support the program team in realigning/ reallocating savings, if any

REQUIREMENTS: (Qualifications, Skills and Abilities):

A.    Education:

  • Bachelor’s degree in Finance, Accounting, or any related field. an advanced degree is preferred.

B.     Experience:

  • Minimum 5 years of progressive financial analytical and reporting experience, managing financial projects budgets. INGO experience preferred.

C.     Skills, Abilities and Proficiencies:

  • Excellent advanced analytical skill is essential
  • Very good written and oral communication skills, including the ability to present to groups of all sizes.
  • Ability to work under minimal supervision and deliver on set objectives within given timelines.
  • Ability to work effectively handling multiple simultaneous tasks and demands coming from multiple sources.
  • Good interpersonal skills; detailed oriented, patience, diplomacy, and appropriate assertiveness.
  • Proficiency in MS Office software suite – including Word, Excel, PowerPoint and Outlook.
  • Experience working with databases and/or other tracking systems preferred
