The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale’e .  Currently IRC Yemen is operating in eight governorates in the south and north of Yemen and Sana’a and Hodeidah in the North through direct programming and local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Child Protection, Women Protection and Empowerment.

SCOPE OF WORK:

The position will be based in Sana'a and will require frequent visits to the IRC and partner’s operational locations. The incumbent will be responsible for actively supervising the overall health and nutrition situation by engaging with relevant clusters, government entities, and other humanitarian actors in the field. H/She will oversee the planning, implementation, and monitoring of health & nutrition program activities and provide technical support to local partners with collaborating with senior staff members of the health & nutrition team, field managers, program managers, supply chain, human resources, and finance departments. 

JOB SUMMARY:

  • Provide technical supervision and technical guidance as well as facilitate capacity building and mentoring, and feedback for IRC, partners and other stakeholders. 
  • Conduct regular field visits to supervise the quality and adherence of project activities to national and international standards and protocols.
  • Coordinate with partner technical leads and managers at the field level to integrate health and nutrition interventions with other sectors such as WASH, education, protection, and livelihoods.
  • Contribute to the development and dissemination of project reports, case studies, beneficiary documented experiences, learning briefs, and other knowledge products related to health and nutrition.
  • Lead the health and nutrition technical working group formed under IRCs RISE consortium and act as a focal point for all health and nutrition related activities led by IRC and/ or partners. 

WORKING RELATIONS:

  • The position holder will work under the supervision of the health and nutrition coordinators. 
  • Work closely with the Consortium Coordinator, and technical managers like the RH manager and Community MhGAP manager for technical guidance.
  • Collaborate with the Country Pharmacist and Supply Chain for all procurement and supply-related matters concerning partners.
  • Liaise with the partnership department for guidance on partner support, guidelines, and tools.
  • Engage with local partners, government authorities, UN agencies, NGOs, academic institutions, private sector actors, community leaders, beneficiaries, and other relevant stakeholders involved in health and nutrition.

MAIN RESPONSIBILITIES:

  • Provide technical supervision to IRC-supported health facilities and ensure that health and nutrition programs adhere to standardized protocols, policies, and guidelines set by the Ministry of Health and WHO/UNICEF.
  • Offer technical guidance and oversight to local partners in line with national guidelines and IRC standards. Assist them in developing and updating work plans, budgets, and procurement plans for health and nutrition components. 
  • Support the Consortium Coordinator in ensuring compliance with donor rules, regulations, and internal policies and procedures.
  • Actively manage and regularly review project outputs, indicators, activities, and budget to ensure the smooth implementation of activities. Coordinate the timely and high-quality implementation of health and nutrition activities in supported Health Facilities (HFs).
  • Plan and coordinate the supply of drugs, medical supplies, and other items to supported HFs and ensure timely initiation of procurement of inputs and recruitment of staff for the project.
  • Promote and actively participate in initiatives and efforts to foster team engagement, inclusion, and cohesion within IRC.
  • Advocate for ongoing learning, honest dialogue, and reflection to strengthen safeguarding and promote adherence to IRC values and policies.
  • Coordinate the collection and timely reporting of data and statistics in accordance with the project's requirements, national standards, internal guidelines, and donor expectations.
  • Support partners in planning, implementing, monitoring, evaluating, learning from, and reporting on nutrition and health innovations.
  • Ensure quality assurance and improvement based on national and international standards and protocols.
  • Enhance the capacity of local partners in nutrition and health topics through training, coaching, supervision, feedback, and mentoring. Support knowledge management and learning initiatives among partners.
  • Coordinate with other project components to ensure alignment and integration of nutrition and health interventions.
  • Represent the consortium in relevant coordination meetings and forums at national and sub-national levels.
  • Provide technical assistance and backstopping to partners for their respective implementation and work towards creating a culture of learning cross-learning within the consortium partners. 

REQUIREMENTS (Qualifications, Skills, and Abilities):

A.    Education:

  • Medical doctor and prefer Public Health background.  

B.     Experience:

  • At least three years of work experience implementing integrated Health and Nutrition programs in a humanitarian setting as a Health and /or Nutrition Officer and above level and preferred senior officer
  • Proven Primary Health Care, Reproductive Health, SBCC, IYCF, and CMAM experience and care group experience preferred.
  • Prior experience and proven competency in coordinating with implementing partner technical leads
  • Proven experience in a leadership position is required, including training, coaching, motivating, and mentoring partners.
  • Experience in conducting Training of Trainers (TOTs)
  • Experience building and sustaining strong relationships with the Governorate and District Health Officers.

C.     Skills and Abilities:

  • Proficient using of Microsoft Office (Word, Excel, Outlook) and file-sharing software.

Language Requirements:

  • Fluency in both Arabic and English is required.
