FHI 360 has signed a Principal Agreement with the Ministry of Planning and International Cooperation (MoPIC) and first established a Yemen country office in March 2018. Currently, FHI 360 is implementing an integrated humanitarian response program in Taiz, Hudaydah, and Aden governorates. 

Purpose/ Position Overview:

Under the direct supervision of the WASH Coordinator, the post-holder will ensure that general water, sanitation, and hygiene standards are upheld in the FHI 360 WASH programming in Yemen. She will provide technical and programmatic support to the WASH Coordinator. 

She will be responsible for improving the health of the affected population by promoting safe WASH practices, including the appropriate use and maintenance of WASH facilities and services, and by ensuring appropriate community involvement in the design and delivery of essential WASH services and facilities.

Key tasks and responsibilities:

Implementation

  • Promote safe WASH practices, including the appropriate use and maintenance of WASH facilities and services.
  • Mitigate priority water and sanitation related health risks.
  • Facilitate community involvement in the design and delivery of essential WASH services and facilities.
  • Facilitate dialogue with the affected community to receive and provide feedback on the quality of the WASH programme.
  • Identify needs for non-food items relevant to hygiene: participate in item selection, targeting strategy, promotion of use, and post-distribution monitoring activities.
  • Plan activities to reduce WASH-related risks.
  • Coordinate with the water supply and sanitation field staff, community leaders, and local agencies to ensure that the various aspects of the WASH response are integrated with the current health and nutrition activities.

Resources management

  • Recruit, train, and manage Community Hygiene Volunteers or other hygiene outreach workers.
  • Organize day-to-day logistics, administration, and personnel activities together with the WASH Coordinator

Programme approach

  • Supervise Hygiene Promotion activities in line with relevant standards, codes of conduct, and humanitarian principles.
  • Use participatory approaches in training, and in the use of tool kits and other materials.
  • Supervise Hygiene Promotion activities and resources so that they are implemented and handed over in a way that promotes local capacities and sustainable operations.
  • Ensure gender, social inclusion, the environment, and other important cross-cutting concerns are included in programme design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, children, and people with disabilities.

Information management

  • Coordinate with the MEAL team to carry out needs assessments, baseline and periodic studies, and report findings to stakeholders.
  • Collate WASH data from Community Health Volunteers (CHVs) and prepare regular reports on WASH activities.
  • Keep proper records of field expenditures and report on these to the WASH Coordinator

Person specification:

  • BA/BS in engineering or knowledge of one or more of the following: public health, health or Hygiene Promotion, community development, education, or community water supply and sanitation.
  • At least two years of practical experience in relevant community development, health, WASH, or similar programmes.
  • Good knowledge and experience of working with local stakeholders.
  • Experience and understanding of Hygiene Promotion and community mobilization in relation to water and sanitation activities.
  • Sensitivity to the needs and priorities of various groups within a community.    
  • Assessment, analytical, and planning skills.
  • Good oral and written reporting skills.
  • Diplomacy, tact, and negotiating skills.
  • Training/counterpart development skills.
  • Personnel management skills.
  • Ability to work well in a team in difficult circumstances.
  • Sound understanding of the socio-economic and political situation in Yemen.
  • Good command of English; strong Arabic writing skills required.
