Purpose/Background:

WFP operations in Yemen are conducted in a highly complex, volatile, and high-risk operating environment. Protracted conflict, economic deterioration, climate-related shocks, and constrained access to essential services continue to drive widespread humanitarian needs. In Yemen, approximately one in two people experience acute food insecurity, as declining household purchasing power, inflation, and disrupted livelihoods leave millions unable to meet their basic food needs.

Nearly 5.4 million people are experiencing IPC Phase 3 or above (Crisis or worse) acute food insecurity between June to September 2026, with 1.6 million people experiencing IPC Phase 4 (Emergency).

The M&E Officer is part of the Planning, Monitoring, Learning, and Evaluation (PMLE) Unit at WFP Yemen. The role involves overseeing end to end field monitoring, managing analytical and reporting processes, building capacity and promoting the use of data and evidence to inform programming and decision-making process. The incumbent will report directly to the Head of Field Office.

Tasks and Responsibilities:

• Lead implementation of the Field Office monitoring plan, ensuring compliance with corporate and Country Office standards, adequate monitoring coverage, risk-based monitoring prioritization and timely resolution or escalation of gaps and backlogs.

• Coordinate field monitoring activities, including WFP monitoring, TPM, PDM, remote monitoring and field verification, ensuring timely delivery, quality and adequate programme coverage.

• Ensure quality, completeness and timely availability of monitoring data, complementing routine monitoring with qualitative enquiry and analysis where deeper understanding is required.

• Ensure timely and accurate CP reporting, reconciling planned beneficiaries, food dispatches, actual distributions and beneficiaries reached, and following up discrepancies and outstanding reports.

• Drive utilization of monitoring findings for programme improvement, facilitating programme adjustments and tracking agreed actions and recommendations through to resolution.

• Lead field-level monitoring and learning by identifying evidence gaps and documenting programme adaptations, achievements, challenges, good practices, lessons learned, qualitative findings, and human-interest stories for communication, reporting, and advocacy purposes.

• Contribute to strengthening monitoring capacity, innovation and visibility in Marib Office through supervision, coaching and support to field monitors, TPM and partners, and participation in initiatives that improve monitoring practice and use.

• Serve as the Field Office MLE focal point, maintaining coordination with Country Office MLE and contributing field evidence and learning to donor, TPM, review and evaluation processes.

• Contribute to the planning and implementation of donor TPM exercises at the Field Office, including coordinating with relevant counterparts at design, planning, implementation and reporting stages, and actively providing support and feedback on the exercise s results and findings.

• Manage local feedback mechanisms (hotlines/complaints desks) ensuring issues from affected populations are registered and addressed.

• Execute Marib Field Office area-specific monitoring plans aligned with WFP Country Office plan

• Ensure protection, gender equality, and accountability to affected populations (AAP) are explicitly mainstreamed into every stage of field monitoring

• Conduct routine and ad-hoc field verification visits to distribution sites, health facilities, and infrastructure projects to cross-check partner reports and or follow-up on monitoring findings.

Qualifications and Experience

Education:

Advanced University degree in one of the following fields: social sciences, statistics, development economics, performance management, monitoring and evaluation or other related fields, or First University degree with additional years of relevant work experience.

Experience:

Total relevant 5 years of experience including 1 year of Professional experience in project monitoring, evaluation, or data analysis within humanitarian or development contexts. Experience in WFP Yemen Operation is an added value.

Knowledge & Skills:

Strong analytical capabilities, proficiency in qualitative/quantitative data processing software, and familiarity with humanitarian operating environments.
