Project Overview:

The project “Providing Integrated Protection and Education Support for Boys and Girls Affected by Conflict in Southern Yemen” aims to improve the well-being of children affected by conflict and to enhance their access to safe and quality protection and education services. The project is funded by the Directorate-General for European Civil Protection and Humanitarian Aid (ECHO) and will be implemented from 1 July 2025 to 30 June 2027 in Aden, Lahj, and Taiz governorates.

The project targets 22,216 beneficiaries of boys, girls, women, and men (11,426 females and 10,790 males), and focuses on providing Child Protection and Education in Emergencies services through comprehensive programs designed to reduce the risks faced by children and enhance their access to safe and inclusive education. The project also aims to empower local communities and strengthen their capacity to protect children and respond to their basic needs in a safer and more stable environment.

يهدف مشروع توفير الدعم المتكامل في مجال الحماية والتعليم للفتيان والفتيات المتضررين من النزاع في جنوب اليمن إلى تحسين رفاه الأطفال المتأثرين بالنزاع وتعزيز فرص حصولهم على الحماية والتعليم الآمن والجيد. ويأتي هذا المشروع بدعم من المديرية العامة للمساعدات الإنسانية والحماية المدنية التابعة للمفوضية الأوروبية (ECHO)، ويُنفذ المشروع خلال الفترة من 1 يوليو 2025 حتى 30 يونيو 2027 في محافظات عدن، لحج، وتعز. يستهدف المشروع 22,216 مستفيدًا من الفتيان والفتيات والنساء والرجال (11,426 إناث و10,790 ذكور)، ويُركّز على توفير خدمات حماية الطفل والتعليم في حالات الطوارئ، من خلال برامج شاملة تهدف إلى الحد من المخاطر التي يتعرض لها الأطفال وتعزيز وصولهم إلى التعليم الآمن والدامج. كما يسعى المشروع إلى تمكين المجتمعات المحلية ودعم قدراتها على حماية الأطفال والاستجابة لاحتياجاتهم الأساسية في بيئة أكثر أمانًا واستقرارً

Job Purpose:

The Case Worker operates as part of the Child Protection team at Save the Children to ensure a comprehensive response for migrant children (those who are separated, unaccompanied, or at risk), in line with the organization’s standards and child protection principles.
The Case Worker is responsible for managing individual cases, providing support and advocacy for children, ensuring their access to essential services, and guaranteeing the quality of care provided to them, with a strong focus on the best interests of the child.

يعمل عامل الحالة ضمن فريق حماية الطفل في منظمة إنقاذ الطفل لضمان تقديم استجابة شاملة للأطفال المهاجرين (المنفصلين عن ذويهم أو غير المصحوبين أو المعرضين للخطر)، وذلك بما يتماشى مع معايير المنظمة ومبادئ حماية الطفل.
يكون مسؤولًا عن إدارة الحالات الفردية، وتقديم الدعم والمناصرة للأطفال، وضمان حصولهم على الخدمات الأساسية، وضمان جودة الرعاية المقدمة لهم، مع التركيز على مبدأ مصلحة الطفل الفضلى.

Key Areas of Accountability:

• Build and maintain strong partnerships with key community stakeholders (children, caregivers, community leaders, service providers, government entities, NGOs) and colleagues within Save the Children.
• Participate in Child Protection Committee (CPC) meetings and support members in identifying and referring child protection cases.
• Coordinate case management processes with Save the Children and partners, ensuring that services are provided according to approved standards and principles (confidentiality, safety, non-harm, non-discrimination).
• Uphold and promote Save the Children’s Code of Conduct and Child Safeguarding Policy both inside and outside the workplace.
• Work under the supervision of the Child Protection Case Management Officer in the targeted project areas.

• العمل تحت إشراف ضابط إدارة الحالة لحماية الطفل في المناطق المستهدفة للمشروع.

Main Duties and Responsibilities:

• Identify vulnerable and at-risk migrant children, conduct initial assessments, determine risk levels, and develop urgent response plans for critical cases.
• Conduct comprehensive assessments of the child’s situation, including Best Interest Assessments (BIA).
• Develop and implement individual response plans addressing both short- and long-term needs, ensuring quality care and continuous follow-up.
• Provide case management services, recommend financial support, and refer cases requiring specialized services (legal, psychosocial, health, education, shelter, etc.).
• Coordinate with local partners, civil society organizations, government authorities, and service providers.
• Participate in the common case management system (CPIMS+ or others).
• Provide psychological first aid to migrant children affected by crises and refer cases requiring specialized support.
• Empower children to express their opinions and participate in decision-making that affects them.
• Monitor and review cases through case conferences and other activities.
• Close cases according to established closure standards and ensure sustainable solutions for underlying issues.
• Ensure high-quality documentation for all case management steps while maintaining confidentiality.
• Prepare weekly, monthly, and interim statistical and narrative reports.
• Contribute to community awareness activities on child protection and support outreach campaigns.
• Conduct mobile fieldwork and visits to camps, centers, or migrant accommodation sites.
• Perform any other required tasks.

المهام والمسؤوليات الأساسية:

• تقديم خدمات إدارة الحالة، التوصية بالدعم المالي، وإحالة الحالات التي تتطلب خدمات متخصصة (قانونية، نفسية، صحية، تعليمية، مأوى...).
• التنسيق مع الشركاء المحليين، منظمات المجتمع المدني، السلطات الحكومية، ومقدمي الخدمات.
• المشاركة في نظام إدارة الحالة المشترك (CPIMS) + أو غيره.
• تقديم الدعم النفسي الأولي للأطفال المهاجرين المتأثرين بالأزمات وإحالة الحالات المتخصصة.
• تمكين الأطفال من التعبير عن آرائهم والمشاركة في اتخاذ القرارات الخاصة بهم.
• مراجعة ومتابعة الحالات من خلال مؤتمرات الحالة أو الأنشطة المختلفة.
• إغلاق الحالات وفق معايير إغلاق الحالة وضمان وجود حلول مستدامة للمشكلات الأساسية.
• ضمان جودة التوثيق لجميع مراحل إدارة الحالة والحفاظ على السرية.
• إعداد تقارير أسبوعية وشهرية ومرحلية بالمعلومات الإحصائية والسردية.
• المساهمة في رفع الوعي المجتمعي حول حماية الأطفال المهاجرين والمشاركة في حملات التوعية.
• العمل الميداني المتنقل وزيارة المخيمات والمراكز ومواقع سكن المهاجرين.
• تنفيذ أي مهام أخرى مطلوبة.

Qualifications and Experience:

1. Bachelor’s degree in social sciences or a related field.
2. Minimum of two years of experience in child protection, preferably with migrant or refugee children.
3. Strong knowledge of child protection principles, case management, “Do No Harm” and “Best Interests of the Child” principles.
4. At least one year of experience working with youth (ages 13–18).
5. Understanding of the legal framework for refugees and asylum seekers in Yemen.
6. Familiarity with Ethiopian and Somali community customs and behaviors.
7. Strong communication, assessment, and time management skills.
8. Ability to work in a multidisciplinary team and adhere to organizational policies.
9. Proficiency in Arabic; knowledge of Oromo and Amharic is an asset. English proficiency is an advantage.

6. الإلمام بعادات وسلوكيات المجتمعات الإثيوبية والصومالية.
7. مهارات تواصل وتقييم قوية.
8. القدرة على العمل ضمن فريق متعدد التخصصات.
9. إجادة اللغة العربية، ومعرفة لغات المجتمعات المهاجرة (الأورومو والأمهرية). إجادة اللغة الإنجليزية تعتبر ميزة إضافية.
