ROLE PURPOSE: 


Under the guidance of the Child Protection Program Manager/Coordinator, the CP Case Management Officer will be responsible for all activities related to case management. He/she will ensure the effective implementation and proper documentation of all child protection cases. The CM Officer will make sure that case management activities align with Save the Children’s core child protection principles including the best interests of the child, confidentiality, do no harm, and child participation and draw on relevant best practices and lessons learned. The Officer will also ensure that case management efforts support children in realizing their rights and comply with donor requirements. He/she will coordinate, supervise, and support case workers, relevant staff, and service-providing agencies across sectors involved in the case management process. The Officer will work closely with MHPSS and CP & Community Mobilization Officers to ensure the case management response is supported by contextualized CP prevention activities and awareness messages.


SCOPE OF ROLE:

KEY AREAS OF ACCOUNTABILITY:


Program planning, delivery, coaching & supervision and monitoring:


  • Oversee technical implementation of CP projects in Aden, Lahj and ensure timely, quality delivery of project activities.
  • Develop DIP ensuring alignment with budget, timeframes, and SC quality indicators.
  • Contribute to planning field visits, supervision checklists, and reporting outcomes to PM.
  • Conduct regular monitoring visits to project sites to provide technical support, flag concerns, and identify and address challenges in implementation.
  • Participate in baseline, endline, and other MEAL activities to assess project performance.
  • Ensure activities are planned, implemented efficiently, document delays or constraints, and propose solutions.
  • Monitor case management timescales (response, decisions, placements, follow-ups) and share caseload challenges with senior management.
  • Review and analyse trends in caseloads to inform programming and report findings for continuous improvement.
  • Support direct technical implementation of project activities including CM services, training of SWs, volunteers, CPCs, and distribution of materials.
  • Supervise and ensure proper implementation of kits distribution aligned with referral plans and case management objectives while leading day-to-day activities management.
  • Develop weekly transportation plans and procurement requests for trainings and materials and follow up on their progress.
  •  Develop weekly and monthly work plans for the project, and support Case Workers (both SC and MOSAL) in creating and reviewing individual work plans.
  • Prepare monthly cash forecasts with the Program Coordinator

Case Management Implementation and Quality Assurance


  • Lead the technical design and periodic review of SC’s case management approach, ensuring it aligns with CPMS, SC’s Case Management SOPs and National CM Guidelines.
  • Supervise the implementation of case management, including organizing and leading bi-weekly case management meetings, and preparing timely minutes and follow-up actions.
  • Conduct regular technical supervision and peer support for caseworkers, including weekly meetings and psychosocial support.
  • Conduct case conferences for complex cases and ensure timely follow-up.
  • Audit case files to ensure adherence to protocols and intervention plans that align with other CP activities (e.g., livelihoods training, distributions).
  • Ensure proper archiving and confidentiality practices per SC SOPs and coordinate with data teams to ensure accurate reporting.
  • Monitor and support SWs, psychologists, data entry workers, and volunteers to maintain high-quality case management.
  • Facilitate awareness sessions for communities on identifying and referring children with protection concerns and disseminate information about the services offered.

Capacity Building: 


  • Ensure staff gaps and training needs do not result in gaps in support to individuals in case management and address such issues with senior management.
  • Support and contribute to the design of case management tools and procedures, including clear case management eligibility and closure criteria
  • Conduct technical assessments for Case workers, Design and deliver high-quality training sessions and materials on PFA, CM, and safeguarding for Case workers and stakeholders.
  • Participate in development lessons learned, best practices, tools & procedures improvements.

Reporting and administrative:


  • Revise and compile weekly case worker and data base case worker report.
  • Provide timely inputs to program and donor reports on CM project activities in compliance with internal Save the Children requirements and any relevant external donor requirements.
  • Ensure access and timely delivery of material, logistical, and further technical support and set eligibility criteria for material and other support
  • Ensure that all relevant financial documentation is completed accurately as required by SCI financial policy.

Coordination, advocacy and Networking: 


  • Coordinate with local authorities (MOSAL), community leaders, CPCs, SWs, and CBOs to ensure effective implementation of project activities.
  • Participate in the CP AoR meetings and relevant subgroups for case management.
  • Coordinate case management within SCI and with partners and ensure integration of CP activities with other SCI sectors. 
  • Maintain positive relationships with stakeholders, partners, and other sectors in SCI.
  • Conduct service mapping, support the periodic review if referral services and ensure the direct and referral case management services are accessible.
  • With the Child Protection Team, support the integration of child protection case management into the other core sectors of SCI programs.

General: Carryout any other duties as may be assigned from time to time.

QUALIFICATIONS AND EXPERIENCE AND ATTRIBUTES


Essential 


  • Bachelor’s degree in psychology, Social Work, or a related field.
  • Minimum of 3 years of experience in the child protection field or in work directly involving children and youth.
  • Demonstrated experience implementing CM and PSS programs.
  • Direct experience working with children and/or adolescents.
  • Solid knowledge and experience in child protection case management.
  • Strong technical understanding of child protection principles and community-based approaches.
  • Proven skills in report writing (weekly, monthly, monitoring reports).
  • Excellent communication and interpersonal skills.
  • Ability to represent Save the Children in meetings with government and external stakeholders.
  • Strong capacity to work collaboratively in a team environment and under pressure.
  • Proficient in Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluent in Arabic (written and spoken); English proficiency is an asset.
  • Demonstrated gender awareness and sensitivity in practice.
  • Commitment to safeguarding children and other vulnerable groups from all forms of harm.
  • Understanding of confidentiality and ethical considerations in child protection work.

Desirable


  • Good understanding of local community dynamics, politics, and traditional networks.
