Position: Logistic Officer - Taiz


Reports to:  Supply Chain Coordinator


Location: Taiz


ROLE PURPOSE:


The Country Logistics Officer will provide comprehensive logistics support across all field offices under the SCI Yemen Program. This includes fleet management, warehouse/stock management, asset management, and general logistics support to the Taiz Field Office operations. The officer will be responsible for ensuring that all logistics activities are compliant with SCI policies, donor regulations, and best practices.


In addition, the Country Logistics Officer will compile logistics reports, directly manage the Master Asset Register for the entire country program, and ensure timely submission of all required reports.


KEY AREAS OF ACCOUNTABILITY : 


Fleet Management:


  • Ensure centralized and effective management of vehicle fleets in compliance with SCI standards.
  • Ensure safe use, proper allocation, maintenance, and servicing of vehicles throughout the program.
  • Manage monthly Fleet Service Charge (FSCM) billing and quarterly reconciliation with Finance.
  • Update the Fleet ProSave system regularly with required data collected from all field offices and the Country Office.
  • Oversee the transportation of freight (by land and air) in line with program needs and budgets, ensuring cost-effectiveness and reliability.

Warehouse and Stock Management:


  • Ensure centralised management of warehouse activities, including general and medical supplies.
  • Support warehouse operations with systematic reporting and inventory tracking using the Total Inventory Management (TIM) system.
  • Ensure warehousing management complies with SCI Internal Warehousing Procedures and donor regulations, including maintaining full audit trails.
  • Support the pharmacist in managing medical storage and distribution.
  • Compile and submit monthly warehouse reports, including contributions from all field offices, to the Head of Supply Chain.
  • Ensure warehouse management includes measures for safety, security, cleanliness, and proper stock rotation (FIFO/FEFO principles).

Reporting and Systems Compliance:


  • Compile and submit logistics reports (Fleet & Warehouse) to the Head of Supply Chain as per the agreed schedule.
  • Act as the Field Office focal point for the Total Inventory Management (TIM) system, providing support for system implementation and management.
  • Support field logistics teams in implementing and managing TIM effectively.
  • Contribute to project design and budgeting related to logistics operational needs and feasibility.

General Logistics Support to Taiz Field Office:


  • Provide direct logistical support to Taiz Field Office operations, including procurement follow-ups, transport coordination, warehousing, and fleet management as required.
  • Support emergency response efforts in Taiz by adapting work practices and assisting surge teams if needed.
  • Maintain effective liaison with local government offices, UN agencies, and NGOs regarding logistical matters in Taiz.

Capacity Building and Compliance:


  • Support field office logistics staff with technical assistance and contribute to building their capacity.
  • Ensure that all logistics activities comply with Save the Children's policies, including child safeguarding, health and safety, and equal opportunities.
  • Continuously monitor compliance and provide corrective support to field offices where needed.

Requirements:


  • At least university degree in social science, economics, Business Management, Supply Chain Management, geography or other discipline relevant to Logistics management.
  • Minimum 3-5 years’ experience in logistics, fleet, warehouse, and asset management, preferably with INGOs or humanitarian organizations.
  • Good knowledge of logistics and supply chain principles, including GIK, TIM, and asset management systems.
  • Excellent IT skills and previous experience in maintaining detailed administrative records.
  • Previous experience in training and capacity building of staff and ability to provide supervision and support at a distance.
  • Previous experience of managing and coordinating logistics over a number of different geographic locations.
  • Fluency in written and spoken English.

Proactive and result-oriented with a strong ability to coordinate between different teams and individuals.
