GENERAL JOB DESCRIPTION
MAIN PURPOSE: Under the supervision of the line manager, the SMC Local Liaison Assistant will be instrumental in ensuring the efficient implementation of CCCM activities across the designated sites as part of the Project. This project delivers a comprehensive humanitarian package encompassing Health, Nutrition, FSAC and CCCM services. The Assistant's role emphasizes strengthening coordination with local stakeholders supporting service delivery, site maintenance activities and overseeing CCCM field reporting to ensure alignment with the project’s objectives and compliance with cluster standards, while effectively addressing the needs of internally displaced persons (IDPs).
DUTIES & RESPONSIBILITIES
Site management (CCCM):
- Support the CCCM activities in planning, coordinating and supervising day-to-day project activities.
- Assist in liaising with local authorities, community leaders and humanitarian partners to ensure smooth implementation and service delivery.
- Monitor activities within IDP hosting sites to ensure alignment with international standards and provide feedback on performance and challenges.
- Facilitate the integration of services by coordinating internally and externally with humanitarian partners operating in the same area of responsibility.
- Organize and participate in site visits to oversee ongoing site management activities and address emerging issues.
- Track and report monthly progress on IDP site management including assessments and service delivery metrics.
- Ensure data accuracy by working closely with the M&E team and supporting field officers in the use of standardized reporting tools.
- Identify learning and training opportunities for field staff and HWs and work as a mentor and role model for less experienced staff.
- Maintain a database of service provision and beneficiary feedback to inform program improvements.
- Act as a key focal point for maintaining constructive communication with community representatives and stakeholders.
- Represent us at local coordination meetings and contribute to fulfilling cluster and meetings related.
- Promote community participation and engagement in site management processes to ensure that interventions are needs-driven and culturally appropriate.
- Conduct capacity-building sessions for local authorities and partners to enhance their understanding of CCCM principles and operational frameworks.
Site maintenance through Cash for work:
- In consultation with FSL Project officer, work with the community committee to register and verify targeted beneficiaries based on selection criteria.
- Participate in the assessment of IDPs site community needs and resources and identify the community assets and infrastructure that need rehabilitation /upgrading works and collection of baseline data to assist in project implementation.
- Supervision and observation of the implementation of all fieldwork related to community projects (rehabilitation) according to the technical studies and timeline plans of work.
- Provide technical support and guidance to the community work at the field level.
- Undertake technical assessment, and ensure quality and accurate technical specifications are incorporated into the community projects' designs.
- Understand all the project related documents for each of the sites such as a bill of quantities (BOQs), work plan, feasibility studies, monitoring and evaluation plan, and the procurement plan.
- Conduct daily site visits to follow up progress in community work and guide the work.
- Identify general achievement of fieldwork and attendance of workers and establish regularly the daily list of site maintenance CFW beneficiaries per week according to the actual work and submitted them all to the FSL Project officer.
- Reports of achievement of daily, weekly and closing to FSL Project officer.
- Follow the agreed on the plan of action; implement the project to schedule, reporting any delays and deviations immediately.
- Support the collection and documentation of impact and success stories and documenting the project (Reports + pictures and video), to show the mechanism of the program.
- Any related tasks/duties assigned by the supervisor.
Required Qualifications and Skills:
- A bachelor's degree or diploma in Civil engineering or relevant fields
- One to two experiences in planning and implementation of CFW program activities, mainly C4W activities
- One to two experiences in planning and implementation of CCCM activities.
- Strong understanding of CCCM principles, standards, and practices, particularly in the context of multi-sectoral humanitarian interventions.
- Familiarity with project management tools, reporting mechanisms, and service delivery frameworks relevant to displacement sites.
- Knowledge of humanitarian clusters, including Health, Nutrition, FSAC, and Protection, and how they interconnect to provide integrated support to IDPs.
- Good knowledge of safety standards and legislation related to C4W standards.
