The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH has been working in Yemen on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) since 1969. It opened its office in Sana’a in 1983. In order to deliver flexible support at a time of war and insecurity, GIZ operates in Business Continuity Management mode in Yemen.  Yemen is one of the nexus and peace partner countries of the German development cooperation. GIZ implements projects in the fields of water and sanitation, health, education, private sector, and employment, as well as good governance, peace, and local administration. At the same time we support measures to rehabilitate basic services for and enhance resilience of the local population, including particularly vulnerable groups such as internally displaced people. Our actions and decisions are guided by several core principles, the safety of our national colleagues as well as their well-being belonging to the most important ones. 
With immediate effect the GIZ Office invites applications from qualified Yemeni nationals for the following position: 

  • Position: Health Advisor 
  • End of contract: 31.12.2025
  • Duty station: Aden or Mukalla other duty station as assigned by the management.

Overview of general tasks

The health advisor is responsible to: 

  • Implementing the activities of the project outputs especially those related to quality management in hospitals, in synergy to the overall project activities. 
  • Implementation of the activities to capacity building to the Ministry of Health and Population in Aden and activities related to the HDP-Nexus. 
  • Serving as a liaison officer of HDP-Nexus on technical level
  • Serving as a liaison officer with implementing partners and entry point of partner communication 
  • The expansion of the quality improvement program QIP to the Governorate of Hadhramaut and Aden, 
  • Further development of in-country expertise / training centers for hospitals and other curative services.
  • Ensuring the quality of technical, administrative, and financial processes and documents in compliance with GIZ rules and regulations
  • Innovation and knowledge management and communication of innovations to a broad target group.

Main activities include:

 Main Tasks  

The Heath Advisor (Band 4) shall mainly perform the following tasks. Other tasks will be assigned in agreement with the project leadership
The Health advisor will 

  • Plan, implement and monitor project activities with a special focus but not limited to the hospital component of the project. 
  • Assist medical departments and their subsidiaries (laundry, laboratory, sterilization, general services, pharmacy etc.) to develop quality circles to set and to achieve new benchmarks as well as to standardize operations and proceedings (SOP)
  • Assure the further development of continuous quality improvement in hospitals by assisting hospital quality managers (e.g.: through regular invitations to quality circles and discussion of possible actions of improvement or by training new ones).
  • Assist curative staff to improve their performance (i.e.: through launching trainings and material provision) 
  • In close collaboration and upon guidance of the head of project, keep a fruitful cooperation with KfW, harmonizing all inputs of technical German Development Cooperation in Hospitals.
  • Assist Grantees and their partners to coordinate with national partners in the field of health training.
  • Adapt the offered trainings to identified training needs of the specific hospital in all possible disciplines (e.g.: medical training for doctors, for nurses, hygiene trainings for auxiliar staff, maintenance training of equipment, training of laundry, quality management trainings and many others).
  • Strive for possible synergies among service providers and academia as well as between stakeholders. 
  • Support the preparation of the next project phase and implement any other activity as agreed with the Project leadership 
  • Coordinate with and provide capacity building services to the MOPHP as requested.

Qualifications

  • University degree in Medicine or Public Health or Health Sciences (at least Master`s degree)

Professional experience

  • Documented expertise in quality of medical health education, health system strengthening, capacity building of health professionals 
  • 5 years of experience working in Development cooperation projects in the area of healthy system strengthening
  • At least 10 years’ professional experience in in above-mentioned fields, including experience in coordinating working teams.
  • Experience in training in higher educational institutions. 
  • In-depth knowledge of the Yemeni health system 
  • Experience in monitoring and evaluation/ health research 
  • Experience in writing technical documents (e.g.: specifications, study protocols, progress reports, publications in specialized health literature) 
  • Excellent diplomatic communication and negotiation skills  
  • Excellent project management and organizational skills 

Other Knowledge, Additional Competences

  • Fluent Arabic and English, knowledge of German is an asset 
  • Knowledge of GIZ of rules and regulations is an asset. 
  • Experience with Capacity WORKS
  • Digital literacy
  • Willingness to upskill as required by the tasks to be performed - corresponding measures are agreed with management  
  • Good interpersonal skills and ability to work in a multicultural environment with sensitivity to and respect for diversity
  • Good organizational and planning skills and ability to use time efficiently
  • Ability to work collaboratively with colleagues to achieve organizational goals
  • Ability to work with tight deadlines
  • Valid driving license would be an asset
