Background

Jeel Albena Association for Humanitarian Development known as (JAAHD) is a National and Non-Governmental Association emerged in wake of the humanitarian crisis to help communities affected by conflict in Yemen. It provides emergency relief and direct assistance for the conflict-affected populations, IDPs, host communities, vulnerable groups and those people caught up in extraordinary life-threatening situations. JAAHD has a presence in Al Hudaydah, Hajjah, Almahweet & Raymah with the aim of building up protection capacities for people in displacement and finding durable solutions for them upon return.

Job Purpose:

The CCCM Field Engineer is responsible for supporting the technical CCCM team in the implementation of IDP sites rehabilitation and maintenance projects and providing technical training for beneficiaries CFW activities. S/he will be responsible for day-to-day field management, supervision and provision of regular technical backstopping to IDP sites rehabilitation and maintenance activities in addition to provision of technical support needed.

Duties and Responsibilities: 

  • Develop technical designs, detailed bills of quantities (BOQs), estimated costs, drawings, and structural calculations for maintenance/rehabilitation of IDP hosting sites as well as other related maintenance work within the project.
  • Conduct field visits to the targeted camp sites to assess the needs and review the operational plans.
  • Ensure the documentation of the project activities by the engineering pictures and drawings before/during/after the implementation, which facilitates the implementation process without any gaps or shortcomings in the specifications.
  • Supervise the maintenance / rehabilitation process, ensure its completion within the specified time and the contract period, and ensure specifications and according to the approved BoQs.
  • Providing support and guidance to the executing contractors and assisting in resolving obstacles in the sites during implementation.
  • Provide technical support and orientation for the beneficiaries of Cash for Work activities.
  • Ensuring the presence at the project sites to follow up the progress of the works, identify the existing challenges, and provide appropriate solutions based on engineering standards.
  • Preparing, examining and following up a data list of the available materials transferred to the project sites, verifying them and ensuring their quality.
  • Participate in procurement /tendering process of construction related works and materials, from tender preparation to offers evaluation and ensure adequate technical considerations are in place before award of construction contracts.
  • Evaluating and approving contractors' activities and examining and verifying the work performed as agreed upon in the tenders.
  • Define and document maintenance procedures in accordance with defined quality assurance requirements in coordination with the CCCM Officer.
  • Undertake regular rapid and/or in-depth assessments across targeted districts including IDP sites, set locations, or through focus group discussions.
  • Support community engagement and committee formation.
  • Organize regular meetings with community groups and committees, ensuring participation of women, youth, and marginalized groups, taking minutes of meetings and attendance sheets.
  • Oversee service provision at site level using agreed tools, including through observation, conducting the assessment, and collecting input from community members. Record and report data in a timely and accurate manner.
  • Conduct the activities of Communications with Communities in the IDP sites, including regular outreach to the community and information campaigns, supported by daily workers as needed.
  • Submit the final report after completing the required work and attach photos before and after the intervention.
  • Ensure protection issues are fully considered throughout the projects’ cycle with women, elderly, disabled and most vulnerable being included in decision making for camp issues.
  • Represent JAAHD to local authorities, members of the humanitarian community, media, and in civil society forums so that its impartiality is not compromised.
  • Comply with all relevant JAAHD policies and procedures.
  • Any other relevant duties as required.

Qualifications and Requirements:

  • University Degree in Civil Engineering or any related field.
  • Minimum of 3 years of previous experience working with INGOs, NGOs in camp management related projects.
  • Experience in preparing Bill of Quantity (BOQ), Budgets and various engineering reports.
  • Knowledge and understanding of construction management.
  • Proficiency in engineering Software such as 2D & 3D AutoCAD, Rivet, SketchUp or 3D max, Civil 3D.
  • Good communication skills are essential, both verbal and written, with excellent command of English.
  • Attention to details, accuracy and structured way of approaching task.
