Report to:          Project Manager and (deputy) H&N Coordinator

Supervises          health teams at facility level, data entry and/or reporting officer and community health volunteers

Purpose / Objectives:

Provision of emergency health & nutrition services, with integration of WASH and protection services, for conflict and displacement affected people in Ibb governorate.

The project will provide emergency Health and Nutrition (H&N) services, integrated with Water, Sanitation and Hygiene (WASH) and protection services for all conflict affected people in two districts in Ibb (Dhi Suffal and   Al-Udayn), in an inclusive manner, with special focus on IDPs and women and children. INTERSOS will pursue reduction of mortality and morbidity in the two districts by supporting provision of lifesaving health and nutrition services in existing health facilities (HFs), which will be rehabilitated with main focus on Water, Sanitation and Hygiene (WASH) improvements so as to prevent/reduce spreading of water-borne diseases. In parallel, emergency protection services will be provided in the HFs, with outreach in the HF catchment area whenever required. Community volunteers will ensure community acceptance, and work on cultural barriers mitigation towards all urgent needs and risks related to H&N, protection and WASH.  Direct referrals from health, nutrition and WASH teams will help in the identification of the most vulnerable cases, while referrals from protection to H&N and WASH services will be equally beneficial to achieve the project’s objectives.  

Main Responsibilities/duties:

With the support and supervision of the Project Manager and H&N coordinator, the nutrition activity coordinator is responsible for the correct and efficient implementation of the project activities in the assigned area and for the overall supervision of the project teams (combination of programmatic and technical).

Provide ongoing oversight, leadership, and guidance to the staff teams to ensure that the project meets high quality and best practice standards and prioritize the safety and security of beneficiaries and staff.

Project Management and Technical Facilitation:

  • Provide technical support of the nutrition teams and CHVs
  • Ensure overall coordination and proper management of the nutrition team and ensure all arrangements are taken for activities to be carried out.
  • Ensure respect for protocols of MOPHP applied and respected at facility/team level
  • Ensure safeguarding and safety of staff and beneficiaries during service delivery and facility access, with special attention to protect women, and children
  • Ensure monthly & weekly work plan are shared and implemented for proper implementation of activities. 
  • Coordinate with relevant INTERSOS sub-office logistician to guarantee procurement and supply chain issues being addressed timely and accurately. Assist the project manager and logistics department in procurement analysis of supplies and equipment by providing specification for requested items, seating on tender opening and/or evaluation committees, etc. 
  • Organize weekly/monthly meetings to plan activities with the projects’ teams, as well as regular meetings with support staff and logistics.
  • Flag programmatic, operational and technical constraints to the Project Manager in a timely manner and provide suitable solutions.
  • Ensure a proper, clean and safe (data protection/confidentiality) environment for beneficiaries’ and staff.
  • Report on observations during field visits – facility, community and staff level, and compile regular beneficiary/community feedback on services provided and nutrition related issues (FGDs and KIIs).

Technically detailed tasks:

  • Develop and maintain appropriate tools with teams to update villages covered by each facility, remote villages requiring outreach service provision including catchment population per villages and facility
  • Follow up with teams and volunteers to ensure that the mapping of health facilities, in the targeted areas are updated regularly.
  • Maintain monthly report on Under-nutrition rates; prevalence of diarrhoea, acute respiratory infections from the monthly mass screening report.
  • Analyse Under-nutrition hotspot based on community screening data and prioritize community-based outreach activities
  • Conduct joint capacity assessment using CMAM quality monitoring checklist with district/Governorate health officers
  • Conduct quarterly assessment of CMAM service provision in the health facilities and communities
  • Periodic capacity assessment of internal team members and planning for on-job coaching/refresher training
  • Support nutrition survey team with necessary information and liaison whenever required
  • Ensure joint coordination with WASH and protection sectors and other complementary inter players
  • Monitor if mothers/caretakers are given adequate information regarding their child health status and importance of the treatment
  • Closely monitor if health workers are following admission and discharge criteria in line with the national CMAM protocol (international in case there are no valid national protocol available)
  • Closely monitor if admission procedures are respected in line with the CMAM guidelines
  • Closely monitor that appropriate systematic treatment protocol is respected in the health facility for SAM/MAM treatment and treatment of childhood illnesses
  • Closely monitor that beneficiaries are receiving adequate therapeutic and medicine supplies according to the CMAM/IMCI guideline
  • Monitor for appropriate documentation – treatment registers, BNF cards, individual child monitoring cards
  • Observe if medically complicated SAM cases are referred to stabilization centres; discharged SAM cases are referred to MAM treatment program
  • Closely monitor if all defaulter, non-responder cases are referred to community health workers/volunteers or community mobilizers for follow up using home visit forms
  • Advocate and guide health workers/counsellors to facilitate IYCF counselling sessions during each distribution day in the health facilities for the caretakers, PLWs
  • Provide technical support for the implementation of the nutrition project and mobilization activities 
  • Provide training needs to nutrition staff and community health workers, planning and implementation of relevant training especially in CMAM and IYCF programs.
  • Organize initial and on-job training for staff on nutrition commodities and supply dispensing. 
  • Organize smooth project supplies; ordering, stocking, and distribution and monitoring of consumption and weekly and monthly reporting on consumption

Human Resources management:

  • Assist the hiring of all staff, collaborating with the Project Manager and participating in interviews, ensure that there is no gap in staffing.
  • Follow HR procedures for all staff, ensuring timely submission of documentation to HR and leave management.
  • Ensure day to day supervision of nutrition team (staff, volunteers and support staff).
  • Train staff on INTERSOS procedures and ensure full understanding of the project scope and goals. Provide training and coaching to staff and volunteers.
  • Conduct ad hoc trainings on different nutrition issues and on level of care and regular trainings on referral pathways to protection staff.
  • Ensure the team in the respective sectors are working effectively together, mitigate in case of tensions and conflict and report immediately on HR related issues.
  • Closely monitor and report on health staff attendance and performance

Finance:

  • Ensure that a weekly/monthly expenditure planning is prepared and timely delivered to the Project Manager including expected costs for:
    • a.    Cost to deliver/implement activities
    • b.    Manage responsibly the petty cash
  • Ensure that all other relevant administrative & financial documentation (purchase requests, receipts) is completed accurately and timely as required. 

Logistics:

  • Organize with logistics and pharmacists for smooth project supplies; ordering, stocking and distribution and monitoring of consumption and weekly and monthly reporting on consumption. Raise regularly supply request incl. therapeutic food.
  • Send Stock Requests in timely manner, including stock tracking (in and out) and ensure monthly reconciliation with logistics.
  • Assist the Logistics department in keeping all field bases functional and flag operational constraints in a timely manner.
  • Arranging the team’s movement on the ground, in collaboration with the logistics department and ensure cost effective use of available resources.
  • Share monthly/weekly movement plans or missions.
  •  Ensure all activities as delivered in a safe environment and that all COVID-19 preventative measures are always in place.
  • Supervise operational support staff, such as guards and cleaners and report any issue directly to Logistics department and the Project Manager.

Coordination: 

  • Strengthen and ensure communication/coordination among the project’s teams, ensuring that there is a comprehensive link and mainstream between the different project components.
  • Coordinate activities and ensure oversight of engagement by volunteers and community focal points.
  • Participate in monthly coordination meetings at INTERSOS hub-level.
  • Meet with other INTERSOS projects staff as required: conduct punctual meetings for sharing ideas, priorities with projects’ teams’ members.
  • Maintain positive coordination and relationships with partners by liaising and collaborating with other INGOs and LNGOs when required – ensure up to date service maps for effective referral pathways.
  • Take part, when requested by the supervisors, in coordination meetings with other organizations and stakeholders.
  • Represent INTERSOS in front of local authorities and community leadership/representation. Maintain good and positive contacts with MOPHP (DHO/GHO), local authorities, and community leaders ensuring understanding 

Reporting:

  • Promptly report to and coordinate with the Project Manager and the Operational Risk Assessment Officer (ORAO) and Logistics department (if relevant) any security issue and any case of special need, through all the communication means at disposal.
  • Provide qualitative & timely monthly reports to the Project Manager giving a comprehensive overview of the activities indicating the challenges and mitigating measures proposed or to be implemented, indicating issues related to HR, and refer to next month’s planning, etc.
  • Provide data, pictures and stories to enrich reports for both internal and external use
  • Commit to participate to any other task in order to achieve the project’s overall objective.
  • Always ensure confidentiality and conduct all activities respectfully and sensitively to beneficiaries and staff.

Qualification/level requirements:

  • MBBS general practitioner 
  • 2+ years’ experience in implementing and supporting nutrition programming.
  • Demonstrated knowledge and experience in reporting nutrition activities, especially tracking donation and distribution of therapeutic feeding.
  • Demonstrated knowledge and experience in training.
  • Sound knowledge and nutritional support services like CMAM, MAM and IYCF. 
  • Sound knowledge and experience in primary and secondary health care services.
  • Previous experience in working with various international NGOs is strongly preferred.
  • Ability to represent, liaise and negotiate at different levels (national, provincial and local) with NGOs/ INGOs, donors, government, etc. 
  • Strong Microsoft package skills (MS Word, MS Excel, Power-point)
