PU-AMI’s Context & strategy:

Première Urgence - Aide Médicale Internationale (PU-AMI) is an international, non-profit, non-political, and non-religious humanitarian organization which aims to provide rapid global response to the basic needs of populations affected by humanitarian crises to help them regain independence and dignity. PU-AMI provides assistance to more than 6 million people throughout 24 countries, with more than 2,500 staff worldwide.
PU-AMI adopts an integrated approach, to identify and understand the full array of the needs of the people affected by crises. This innovative approach is at the core of every PU-AMI-supported projects, to better target and prioritize actions, stabilize and improve the situation of the most vulnerable groups. It allows the teams to take all aspects of a problem into account, to come up with an efficient combination of solutions, which will have a powerful and long-lasting impact on the affected populations. In this respect, the organization runs around 190 projects a year worldwide, most of which are focused on Health, Nutrition, Food Security, Water, Sanitation and Hygiene, Psychosocial Support, Education and Protection activities. 
In Yemen, PU-AMI is supporting 18 health facilities (Health Centers, Health Units and Therapeutic Feeding Centers) in four Districts in Hodeidah (Al Mighlaf, As Sukhnah, Al Mansuriyah and Al Qanawis), three Districts in Raymah (Bilad At Ta’am, Al Jabin and Mazhar) and two Districts in Taizz (Al Mokha and Mawza). PU-AMI’s operations are managed by two field offices in Hodeidah and Mokha cities, both supported by the Sana’a coordination office. PU-AMI recently established a second coordination office in Aden. 
PU-AMI is participating actively in clusters and sub-clusters (health; nutrition; food security and livelihoods; WaSH) and works closely with relevant government departments.

Overall objective

The Water, Sanitation & Hygiene (WaSH) Project Manager is responsible for implementing and overseeing all WaSH activities within their assigned projects, managing PUI’s human and financial resources allocated to WaSH initiatives.
Reporting directly to the Deputy Field Coordinator for Mokha base, the WaSH Manager plays a critical role in advancing PU-AMI’s integrated health approach at supported health facilities. This role includes conducting assessments and, based on findings, updating technical designs, implementation plans, and monitoring and reporting on PU-AMI’s WaSH activities, with a particular emphasis on facility rehabilitation. The WaSH Manager will also provide technical recommendations to enhance WaSH systems in PU-AMI-supported health facilities, contributing to the recovery and strengthening of the national health system as well as PU-AMI's exit strategy.
Additionally, the WaSH Manager will support the PU-AMI WaSH team, promoting adherence to international humanitarian standards, technical solutions, and best practices. Given the interconnected nature of PU-AMI’s health facility activities, the WaSH Manager will coordinate closely with internal teams at both coordination and base levels and, when required, liaise with external stakeholders, including local water and sanitation authorities.

Tasks and Responsibilities

  • Programs planning, implementation and monitoring: S/he ensures the qualitative implementation and monitoring of WaSH programs falling under her/his responsibility, while respecting PUI’s WaSH intervention framework, other PUI's policies, intervention frameworks and guidelines, PUI’s codes of conduct and applying the key principles of protection mainstreaming.
  • Team management and capacity building: S/he manages and supervises the WaSH programs teams under her/his responsibility. S/he provides technical support, capacity building and trainings to the WaSH programs teams as appropriate based on identified needs. S/he suggests modifications regarding the WaSH team organizational chart.
  • Logistic and Finance: S/he coordinates with the Logistic and Finance teams to mobilize effectively the resources allocated to the WaSH activities under her/his responsibility. S/he ensures compliance of WaSH activities falling under her/his responsibility with logistical and administrative procedures. S/he is responsible for the activity budget lines of her/his WaSH project and for following-up on the expenditures while providing monthly budget forecast.
  • Representation and Coordination: Externally, s/he represents PUI and coordinates in the area with partners, local authorities, donors and local stakeholders involved in the implementation of WaSH activities. Internally, s/he ensures an efficient coordination with the other departments of the base. S/he actively contributes to information sharing and reporting on WaSH issues and activities.
  • Strategy and Development: S/he contributes to WaSH needs assessment, to the design of the WaSH strategy in the area and to the development of new WaSH interventions based on identified needs. 
  • Safety and Security: S/he contributes to the compliance with safety and security rules within the mission, especially by the program teams under her/his management, and s/he communicates any security/safety-related information to the base Security Focal Point.

Specific Goals and Related Activities

1.    ENSURE THE QUALITATIVE IMPLEMENTATION AND MONITORING OF WASH PROGRAM/S

  • S/he ensures the qualitative implementation of WaSH activities falling under her/his responsibility and ensures compliance with goals defined in the project proposal/s. 
  • S/he plans and launches the implementation of WaSH activities respecting a timeframe coherent with donor’s requirements and other activities and sectors. 
  • S/he informs her/his line manager of any relevant issue related to the project implementation. 
  • S/he works in close collaboration with the WaSH Advisor/Coordinator on the quality of WaSH activities and makes technical choices in line with PUI's WaSH intervention framework, PUI's Cash Transfer Programming Program Guide if relevant, other PUI's policies, intervention frameworks and guidelines, as well as national/international recommendations and standards.
  • S/he suggests, justifies and discusses any changes or adaptation of the strategy of intervention with her/his line manager and the relevant technical coordinators. 
  • In close collaboration with her/his line manager and the WaSH Advisor/Coordinator, s/he actively participates in the development of technical SoPs and support documents to frame WaSH activities implementation and support the WaSH teams. 
  • S/he actively suggests new methodologies and implementation approaches to improve the WaSH activities.  S/he regularly conducts field visits to the project locations as needed to monitor the progress and the quality of the WaSH activities. 
  • S/he contributes to the definition of vulnerability criteria as well as monitoring and assessment methodologies allowing more accurate targeting of PUI’s activities in the area of intervention. 
  • S/he works in close collaboration with other technical PMs to ensure an integrated approach within PUI programs.
  • In collaboration with her/his line manager, the WaSH Advisor/Coordinator and the MEAL department, s/he ensures the implementation of monitoring and/or evaluation mechanisms according to the defined needs of the project/s and in line with proposal/s and donors' requirements. 
  • With the support of her/his line manager and the MEAL Department, s/he develops and strengthens the program monitoring tools to ensure qualitative and timely data collection, communication and analysis. 
  • S/he ensures good compliance of PUI’s data protection protocol regarding sensitive data collection and storage at field level.
  • S/he updates and transmits on a monthly basis the PMTs (Project Monitoring Tool) as well as any other tool in place to follow up the implementation of the projects. 
  • S/he tracks the performance indicators defined in the project proposal/s, reports on progress to her/his line manager, signals any difficulties encountered in project implementation, and suggests improvements or reorganization as needed.
  • S/he analyses and transmits the data collected to her/his line manager, and/or to the WaSH Advisor/Coordinator. Depending on the needs of the projects and/or the data collected, s/he produces and disseminates reports of the monitoring and evaluation exercises to the relevant people on the mission. 
  • S/he ensures proper archiving of all the documents, tools and training materials produced in the context of project/s and ensures the availability of the sources of verification mentioned in the proposals. 
  • With the support of the MEAL department and the WaSH Advisor/Coordinator, s/he ensures knowledge building / lessons learnt and good practices throughout the project. 
  • S/he participates to lesson learnt sessions and any other relevant knowledge management activities, including the production or revision of activity sheets, under the supervision of MEAL and WaSH coordinators when available. 
  • S/he ensures the respect of humanitarian, protection and gender mainstreaming principles, and especially "do no harm". S/he takes crosscutting issues (MEAL, Protection, Gender, Environment etc.) into account in the WaSH activities by using dedicated PUI's tools and packs. S/he ensures the involvement of women, men, girls and boys in project decisions that directly affect their lives. 
  • S/he ensures that beneficiaries and local populations understand the project objectives and participate actively in their implementation.
  • S/he ensures that projects, methodologies, or selection criteria do not place beneficiaries, PUI staff or any other persons in harm’s way. 
  • S/he immediately alerts her/his line manager in case of impending danger to teams or beneficiaries.
  • Ensures that WaSH activities are implemented in line with donor proposals and requirements and in accordance with national and international humanitarian standards (i.e. Sphere and HAP standards). 
  • Ensure that the designed and implemented WaSH activities are gender-sensitive and ensure inclusion of and access to people with specific needs, and that they are gender-sensitive according to the context of intervention. Special attention should also be brought to beneficiaries’ safety.

2.    ASSESSMENTS FORMULATION OF TECHNICAL RECOMMENDATIONS

  • Conducts comprehensive WaSH assessments in PU-AMI’s supported health facilities, and short environmental assessments, to identify urgent and longer-term needs in terms of rehabilitation, rapid improvements of systems and possible transition from water trucking. The assessments will also focus on the regular maintenance of WaSH systems, including water service: water testing monitoring, waste management, sanitation and hygiene promotion. 
  • Based on the above, and in strong collaboration with the health department when required, formulates technical recommendations in line with the context, national regulations, available budgets and feasibility, and conducts the technical design (including calculation notes and sizing, bills of quantities, technical sketches and specifications).
  • As and when necessary/feasible, conducts or contributes to additional assessments in health facilities and in communities, participating to the selection of new water and sanitation interventions, and possibly suitable hygiene promotion strategies, including potential cholera and COVID-19 preparedness and response.

3.    MANAGE AND BUILD THE CAPACITY OF THE WASH TEAM 

  • S/he creates coordination mechanisms specific to her/his team, ensures regular technical supervision and provides guidance to improve the quality of WaSH interventions.
  • S/he supports her/his team in the fulfilment of their duties by ensuring that agreed activities and procedures are regularly and timely performed by the WaSH team. S/he designs with her/his team and colleagues clear action plans to achieve her/his program expected results, including individual action plans if needed. 
  • S/he familiarizes herself/himself with the Internal Rules and Regulations of PUI for the mission and ensures that her/his team knows and respects them.
  • S/he proactively defines and makes suggestions for the organizational chart of her/his team, and has it endorsed by her/his line manager, the WaSH Advisor/Coordinator and the HR department.
  • S/he prepares job descriptions for members of her/his team, has them endorsed by her/his line manager, the WaSH Advisor/Coordinator and the HR Department, and participates actively in the recruitment process (tests, interviews, etc.).
  • S/he ensures that each member of her/his team is subject to a written appraisal at least once per contract period and per year, and at a minimum before leaving office.
  • S/he participates in any decisions related to the termination of employment contracts of team members.
  • S/he ensures that all required HR documents for her/his team (attendance sheet, leave request, etc.) are communicated to the HR Department on time.
  • S/he identifies training needs of the project team, addresses them (organizational and technical support, WaSH approaches, methodology, organization of training sessions, etc.) and coordinates with the HR manager in planning/conducting training.
  • S/he directly provides regular technical trainings and capacity building to the WaSH staff and members of other teams when relevant.
  • When relevant, s/he designs, implements, follows up and updates individual capacity building plans for her/his senior team members. S/he supports her/his senior team members for long-term evolution.
  • When relevant, s/he attends any recommended training in accordance with her/his line manager and continuously updates her/his skills and knowledge to ensure the quality of project activities. 
  • Update, improve and create when needed Standard Operating Procedures
  • Assess the capacity of PU-AMI staffs, define action plans and organizes on-the-job coaching and conducts capacity building initiatives with relevant PU-AMI staff (Programme Managers, Logisticians, medical staff) especially with those in charge of the rehabilitation works in Health Facilities (rehabilitation officer)
  • In close collaboration with PU-AMI medical team, organizes short trainings for the health facilities on technical operations and maintenance of water, sanitation, hygiene and waste management services. 

4.    ENSURE LOGISTIC AND ADMINISTRATIVE MONITORING OF THE WASH PROGRAMS

  • In coordination with the Logistic Department, s/he organizes the logistical components of her/his program (BoQs, delivery, distribution, on-site storage, etc.) and ensures appropriate space and materials are allocated for the proper implementation of WaSH activities.
  • S/he addresses her/his WaSH program needs according to the available budget. S/he takes into account and complies with all logistics rules, procedures and processes, ensuring the timely supply of all logistics needs for the successful implementation of her/his activities. 
  • S/he prepares and transmits purchase requests according to the WaSH activities needs, s/he ensures proper communication of specifications and complies with all logistics rules, procedures and processes.
  • If required, s/he participates actively to prepare calls for tender in collaboration with the Logistic Department.
  • S/he contributes to the offers analysis for purchases with high technical specifications and realizes required conformity/quality tests if needed.
  • If necessary, in coordination with support departments, s/he participates in the process defining and selecting Financial Service Provider and/or system management within the framework of CVA programs and in line with PUI processes.
  • In coordination with her/his line manager and the Logistic Department, s/he ensures that the storage of her/his program supplies is appropriate and in line with requirements.
  • S/he communicates to her/his line manager and/or the Logistic Department on a weekly basis her/his needs related to vehicles and material, including communication equipment, for the implementation of program activities.
  • S/he is responsible for the eligibility and good utilization of funds allocated to the activities under her/his management.
  • In coordination with her/his line manager and the Finance department, s/he ensures that the monthly budget tracking of the programs falling under her/his responsibility is up-to-date (Budget Follow Up), participates in budget analysis, detects possible over/under spends, and proposes adjustments.
  • S/he provides forecasts on her/his budget lines to the Finance department on a monthly basis contributing to the monthly budget follow-up process.

On a monthly basis, s/he provides her/his line manager and the Finance department with all necessary information for the development of cash flow estimates specific to her/his program.

5.    ENSURE REPRESENTATION, COORDINATION AND REPORTING FOR PUI FOR THE WASH SECTOR

  • In coordination with her/his line manager, s/he represents PUI in the project area with any relevant stakeholders, local, national and international partners, and local community representatives in order to facilitate the implementation of the project/s’ activities and ensures that good relations are maintained with each of them, in line with PUI’s principles.
  • In agreement with her/his line manager and the WaSH Advisor/Coordinator, s/he actively participates in the WaSH Cluster/Working Groups meetings, and other relevant coordination groups, and participates in the elaboration of common tools and guidelines.
  • Under her/his line manager supervision, s/he sets up a network, coordinates and communicates with the stakeholders acting in the same areas. S/he ensures effective coordination and collaboration with key stakeholders and partners – NGOs, civil society organizations (CBOs), community groups etc.
  • In the event of visits from Donors, s/he actively participates in the preparation and the smooth organization of the visit.
  • As required by her/his line manager, s/he actively participates to the different internal coordination meetings in link with WaSH projects: weekly base meeting, WaSH team meetings, etc. 
  • S/he communicates the needs and requests of her/his team to the other departments, using the proper communication channels, and ensuring her/his team does the same with proper anticipation and level of formalization.
  • S/he transmits required internal reports to her/his line manager and to the WaSH Advisor/Coordinator while making sure to meet the internal deadlines for endorsement (Situation Report). S/he reports to the WaSH Advisor/Coordinator on the required technical her/his line manager, the MEAL department and the WaSH Advisor/Coordinator while making sure to meet the external contractual deadlines (project reports). 

6.    CONTRIBUTE TO THE ANALYSIS OF THE WASH CONTEXT AND NEEDS, TO THE DEFINITION OF THE WASH STRATEGY AND THE DESIGN OF NEW WASH INTERVENTIONS

  • S/he participates in identifying WaSH-related needs in coordination with her/his line manager and the WaSH Advisor/Coordinator, or the WaSH Advisor at Headquarters.
  • In close collaboration with the WaSH Advisor/Coordinator, s/he participates in the identification of emerging WaSH needs in the area of intervention, particularly through the integration of WaSH in multisectoral needs assessment. If necessary, s/he contributes to the adaptation of data collection tools for WaSH needs assessments.
  • S/he contributes to the operational development of the mission through active participation in the mission annual programming and strategy development exercise. S/he is especially involved in the strategic development of WaSH interventions, considering market-based programming and Cash Transfer Programming (CTP) modalities if relevant.
  • S/he works in close coordination with relevant staff in other PUI departments, including Health, Nutrition, FNSL, Protection, MHPSS and MEAL, to ensure the strong integration of WaSH with other sectors, and to promote the development of new approaches and collaborations for future programming.
  • In the context of developing new operations and together with her/his line manager, the WaSH Advisor/Coordinator and the technical PMs team, s/he contributes to the design of new project proposals. S/he makes recommendations on the budget, human resources, logistics and timeframe needed for implementation and identifies quantitative and qualitative performance indicators.
  • When designing new WaSH interventions, s/he ensures the quality of the interventions by taking into account protection mainstreaming principles and other crosscutting topics such as gender and environmental issues. 

7.    ENSURE THE SAFETY OF PROPERTY AND PEOPLE

  • S/he ensures that the team under her/his responsibility knows the security plan and respects the safety rules.
  • S/he contributes to the collection of information related to security on her/his intervention area and transmit it to her/his line manager and/or the security focal point regularly, or on an ad-hoc basis if urgent. 
  • S/he ensures that members of her/his team, and daily paid workers as the case may be, are provided with safety gear adapted to their activities (for example: PPE (Personal Protective Equipment), PEP (Post-Exposure Prophylaxis) kits, helmets, security boots, protection clothes, gloves etc.). 

8.    OTHER TASKS 

  • Contributes to the review of PU-AMI Mission’s strategy in Yemen, providing insight on the WaSH situation, needs and possible development/expansion of the existing programme and activities. 
  • Participate to external WASH coordination meetings and other working groups or meetings as required and feeds the mission with relevant inputs (donor strategy and funding opportunity, technical recommendations, epidemiological surveillance…).

The WaSH Manager will work: 

  •     Under the Direct management of: Deputy Field Coordinator for Programs, based in Mokha, with technical collaboration with the WASH Advisor in Sanaa capital office.
  •     Functional links with: Base Logistics Manager, Health and Nutrition Teams.
  •     Direct supervision for WASH Officers and Assistants.
