Background

Society for Humanitarian Solidarity (SHS) is a nonprofit humanitarian NGO based in Yemen. It was founded in 1995. SHS, winner of the Nansen refugee award in 2011, for its dedicated work in providing the assistance to refugees and migrants who arrive in Yemen. SHS is a trusted implementing partner to more than 5 international organizations operating in Yemen. SHS has built a strong career and trust among the local community and the international organizations through its tenure in providing assistance to the IDPS and most vulnerable groups.

PROGRAM/DEPARTMENT SUMMARY:

The Programme Coordinator works within the Program Department and Operation area to ensure smooth implementation of the project and Liquidation throughout the project work plan.

GENERAL JOB SUMMARY:

The Programme Coordinator will work on coordinating the implementation of all the activities in his/her geographical area of intervention. S/he will work on follow up, coordination, monitoring, development and reporting of programming.

ESSENTIAL JOB FUNCTIONS: 

1.    Coordination with Area and Project manager work on the planning, quality implementation and follow up of the programs.
2.    To assist the Head of Programs /Deputy HoP in follow-up of the development of technical department’s program indicators, reporting and promoting of integrated programming approach.
3.    Coordinate effective, efficient, and timely implementation of all projects according to agreed contracts, budgets and donor requirements.
4.    In close collaboration with project manager, schedule project work, oversee daily operations, coordinate the activities of the project and set priorities for managing the project.
5.    In close consultation with the Data Manager, ensure that relevant beneficiary data is collected, compiled, analyzed and distributed and that relevant assessments are conducted in the project area. 
6.    Monitor budgets in coordination with Project manager and Finance department to ensure there is no overspending or underspending and flag any issues in a timely manner.  
7.    Provide regular area information on programme activities, Narrative Reports, Financial Reports based on agreed formats and schedules.
8.    Assist in implementation of Monitoring & Evaluation plans for the project and ensure complaint handling mechanisms are in place.
9.    Prepare and revise project reports and prepare need assessments reports if needed.
10.    Train project team and provide training plan and potential training opportunities. 
11.    Direct supervision of the formation of the protection unit/sector with all tools, procedures, and policies.
12.    Approve the purchase of equipment and supplies needed by the staff and project.
13.    Participate in the preparation of grant requests and funding opportunities, identifying potential donors, and prepare project proposals.
14.    Ensure that SHS policies are followed as stipulated in the program and other program manuals including procurement policies. 
15.    Create and develop project executive plan and following up on them with the executive team, identifying any discrepancies, helping to resolve them, and submitting the necessary reports to program management.
16.    Enhancing effective communication and principles of mutual respect with related employees to ensure enhanced loyalty to the association and raise the level of stability within the association.
17.    Assist and participate in developing SHS policies and procedures.
18.    Quality control and monitoring of key result contract performance 
19.    indicators in their areas. 
20.    Evaluate related staff and if needed, participate in hiring process of related new staff.
21.    Perform other duties as assigned by supervisors.

SUPERVISORY RESPONSIBILITY: Responsible for building and maintaining good relations with key stakeholders including: Local Authorities, Donors, UN/INGOs, Clusters. In close collaboration with program manager/deputy PM, responsible for relations with donor focal points.

ACCOUNTABILITY: Guided by the SHS Policies, continuously monitor and suggest relevant accountability initiatives in the field as well as strengthen the effort to document the impact of activities in the project area.

REPORTS DIRECTLY TO: Head of Programs, Deputy Head of Programs.

WORKS DIRECTLY WITH: Project Manager, Program Assistant, Finance Department, M&E Department, Field Officers and Data Department.

KNOWLEDGE AND EXPERIENCE: 

  • -English Language Perfect  written and Spoken 
  • -Minimum 3 years of work experience in a similar or equivalent role in an I/NGO in areas of humanitarian/development sector.
  • -Excellent writing and reporting skills.  
  • -Interpersonal Skill: Ability to work with departmental heads & technical manager to ensure smooth work operations, including excellent verbal communication.
  • -Should be Adaptability, Self-motivation, and has Organizational skills.
  • -Time management Skill: being able to achieve operational objectives within set deadline.
  • -Experience of proposal development for multiple donors and in-depth knowledge of project management and all aspects of project cycle. 
  • -Strong interpersonal and teamwork skill.
