Qualification

OVERVIEW OF THE POSITION
The Yemen office in the Amman hub is currently implementing three projects with identical scope with the same funding source in Yemen. This is the fourth phase of the project where our client will increase access to primary & secondary health services facilities (general hospitals, local health centers & therapeutic feeding centers) in Yemen, by restoring the physical infrastructure of health facilities (rehabilitation, maintenance works & minor repairs) in targeted areas. In addition, our client will be providing priority medical equipment & supplies to these targeted facilities along with training on the use of the medical equipment to the staff of the rehabilitated health facilities. Our client will be responsible for the design & rehabilitation works of the health facilities that will increase the targeted facilities’ reliability & service capacity, ensuring highest standards in design & rehabilitation works & respect of ‘state of the art’ requirements for safety, sustainability, security & disability access. In addition, our client will be responsible to provide the targeted facilities with priority medical equipment & supplies, as well as strengthening capacities through conducting training & awareness raising activities.
Role objective:
The candidate to perform his / her work in full compliance with our clients standards, guidelines & procedures where the Civil Engineer will be responsible for the following task but will not be limited to:
- Provide a high quality of civil site supervision as required by our clients supervision guidelines, to ensure that the implementation of the works in accordance with their operational directives, instruction & guidelines under instructions & directions of the Project Manager, Engineer & Social Safeguard Officer.
- Monitor & assess the work activities of contractor(s) progress against the plan to complete work within specified timeframe & measure completed work.
- Verify that works are consistent with the project technical specifications, drawings, BoQ & inform promptly to our clients Engineer & Project Manager.
- Inspect all material delivered on site, at the time of receipt, to ensure compliance with approved materials & specifications.
- Participate & assist in the making sure that all quality control activities are implemented on site.
- Provides support & guidance to the contractor & assists in resolving site problems, as necessary, in full coordination with the Project Manager & our clients Civil Engineer.
- Check, verify the interim payments submitted by the contractor(s) & submit detailed reports to the Project Manager.
- Ensure construction standards according to Health, Safety, Social & Environment (HSSE) plans.
- Ensure PSEA measures are implemented throughout the project implementation, as per the country PSEA action plan.
- Assist in the preparation of weekly / monthly / quarterly progress reports on construction activities, according to the agreed timeframe.
- Collect necessary documents / information, maintain records, compile periodic reports & any specific reports required as per our clients standard procedures.
- Perform any other required duties.
Project reporting
This role reports to the line manager.
Key competencies
- Bachelor degree in civil engineering with a minimum of seven (7) years of experience as a Site Civil Engineer in rehabilitation & / or construction projects, with a strong experience in site supervision, construction management.
- Experience in the usage of computers & software packages (AutoCAD, Google Suite).
- Fluency & proficiency in written & oral Arabic & English is required.
