Position Summary:
The Finance Manager is responsible for effective financial management, grants funds tracking and
reporting in compliance with the foundations’ policies and procedures and the donors’ guideline and instructions, the local laws and regulations. The Finance Manager will work closely with projects team members to ensure and maintain sound financial management in accordance to the international standards of accounting and the effective internal policies, practices, and procedures.
The Finance Manager will make sure of smooth running of the RY activities and aid to enable related staff and other stakeholders to carry out the implementation of projects and other activities of the foundation in the most effective and efficient manner. The Finance Manager must keep efficient,
transparent and reliable finance processes and outputs and generate timely and relevant information to facilitate decision-making.
The role tasks will include, but not limited to, management of projects’ budgets, tracking of
expenditures, generating regular, up to date and timely financial reports and alerting the management in case of major under/ over spending or any shortfalls.
As member of the executive management team, she/he will actively participate in strategic discussions and provide sound financial oversight and recommendations.
Major responsibilities:
- Manage, lead, direct, train and provide guidance to all finance and accounting activities/functions.
- Set finance and accounting goals in alignment with the RY's mission and objectives
- Set directions, prioritize and organize actions and resources to achieve objectives
- Perform annual review of all the policies and procedures manual and suggesting any required changes and submitting an update request to the board of trustees.
- Responsible for all financial planning, budgeting and forecasting.
- Evaluate, maintain and manage financial systems and internal controls to ensure the efficiency, accuracy, integrity and transparency of all finance activities in accordance with the internal
- policies and procedures, legal requirements, and the Generally Accepted Accounting Standards and Principles
- Manage daily transactions, financial management and reporting and ensure maintaining effective and efficient controls and budget management and tracking.
- Approve all the payment and sign all issued cheques, bank letter transfer, any other bank documents as a first signature.
- Review and approved the payroll and ensure the accuracy of salary cost allocation to the projects according to the actual time.
- Responsible for the cash flow management and cash forecast to ensure liquidity
- Manage the bank and cash balances in different currencies and suggest the limit of balances in local currency to avoid any potential risks.
- Prepare annual budget of overall activities in coordination with related units' managers as required and perform budget revision as may be required
- Lead the monthly close process and the completeness of transactions
- Approve the monthly bank and accounts reconciliations.
- Provide support, advice, and solutions for the management and other units on any financial related issues.
- Provide support, advice, and ensure the capacity building for all partners’ staff and maintain the regular visit as needed.
- Perform / Review variance analysis (actual vs. budgets) on a periodic basis, investigate variations and identify areas of slow or fast run rates or any other challenges and report the results to the project management to help, which in turn will result in efficient management and monitoring of budgets.
- Review reclassifications requests proposed by program staff for eligibility ensuring compliance to donor guidelines and RY’s financial policies and procedures.
- Review expenses on monthly basis to ascertain validity of booking/coding, eligibility and compliance with the donor policies and procedures.
- Review Cost Allocation Methodologies, calculations and entries based on the donors’ guidelines and requirements.
- Prepare and update spending plan for all active grants in conjunction with the appropriate budget holders
- Review, approve, track and report transfer requests to the donors
- Review and approve all the financial reports including the donors reports as required to ensure accuracy, timely.
- Act as a single point of contacts with donors in all financial issues, including submitting and sending the timely donors financial reports.
- Representing RY in all financial issues with the external parties like Tax Authority, Social Security foundation, Banks…etch.
- Work with the external auditors either for the projects or the foundation and ensure receiving the final reports on time.
- Ensure that the financial statement of the foundation is audited on yearly basis by an independent audit firm on yearly basis.
- Review the audits' reports, audit exceptions, and recommendations, and ensure a timely implementation of the recommendations.
- Ensure that the tax declaration and social security declaration are submitted and approved from the related authority.
- Ensure proper maintenance of records and files.
- Conduct performance feedback sessions and team meetings with the finance staff.
Qualifications and Skill Requirements
- Bachelor Degree in Accounting and Auditing.
- 7 years' experience in Finance, Accounting & Auditing preferable in NGOs.
- Proven management skills and competence in people management.
