In Yemen, JSI has been managing public health programs since 1988, focusing on improving child health and routine immunization, strengthening the supply chain, and improving reproductive, maternal, and newborn health.

Project Overview

The Strengthening Healthcare Access project is a five-year USAID-funded initiative aimed at enhancing access to and equitable utilization of evidence-based maternal, newborn, and child health; nutrition; family planning; and reproductive health (MNCHN/FP/RH) services in Yemen. Led by JSI, the project collaborates with partners to employ a community-led strategy encompassing demand generation, supply-side reinforcement, and enabling environment support. Through engagement with midwives, community reproductive health volunteers, and community structures, the project will create awareness, facilitate access, and enhance care quality. 

Position Description:

The SBC Officer will be responsible for implementing maternal, newborn, child health (MNCH) and nutrition awareness and campaigns activities related to behavior and Social changes. This role includes managing daily SBC operations in communities and health facilities, coordinating with government authorities and relevant agencies, and preparing reports on progress the SBC Officer will work closely with the SBC Manager and the technical team. Responsibilities include liaising with the Ministry of Health, coordinating with the education center, and ensuring the effective delivery of SBC messages and materials. The Officer will also conduct regular field visits to support the use of SBC materials and ensure compliance with organizational policies and safety standards. 
This will be a full-time position based in Aden, Yemen. The SBC Officer will report to the SBC Manager.

Key Responsibilities:

  • Lead and oversee transactions with government agencies such as the Ministry of Health, particularly the education center, and health offices in the governorates.
  • Coordinate and communicate with the education center of MoPHP for planning and implementation purposes and keep close coordination with them.
  • Work closely with SHA’s partners and the MoPHP and partners to determine the technical and operational needs of the SBC interventions.
  • Liaise with the MoPHP’s Health Education department and with JSI’s SBC manager to prepare a comprehensive SBC strategy, informed by the KAP, FGD and KII findings.
  • With the support and guidance of the SBC Manager, lead the development of all planned project SBC materials as outlined in the strategy, including designing, pretesting, reviewing, obtaining approvals, and producing materials in collaboration with all key stakeholders.
  • Direct the inventory process of IEC materials and ensure their strategic deployment.
  • According to the agreed work plan, ensure the effective implementation of all SBC activities through the designated channels, including interpersonal communication, school activities, digital communications, and others.
  • Ensure that CMWs and CRHVs use the correct messages and materials by conducting regular and frequent field visits.
  • Prepare regular progress reports on a weekly, biweekly, and monthly basis.
  • Prepare activity reports, workshops reports, and training reports.
  • Facilitate and follow up supportive supervision visits during SBC campaigns in coordination with education center of MoPHP during SBC campaign.
  • Perform other duties as assigned by the SBC Manager.
  • Follow and support all policies and requirements related to staff safety and security; 
  • Uphold JSI’s policies around accountability, fraud/ethics management, child safeguarding, and protection from sexual exploitation and abuse; 
  • Travel to field sites, as necessary; 

Qualifications:

  • Bachelor’s degree or higher in health or related field.
  • At least three years’ work experience with an International NGO including two years experience in Social Behavior Change with promoting behaviors at the community level
  • Willingness to be based in and travel extensively in the target districts and governorates
  • Strong written and verbal communication skills in English and Arabic
  • Excellent organizational skills and attention to detail
  • Advanced computer skills, specifically in MS Word, Excel, and Outlook.
  • Proven ability to work effectively as a team member
