ENVIRONMENTAL SCANNING OFFICER

Purpose:
Environment Scanning (ES) Officer 2 supports decision-making by proactively identifying, monitoring and analyzing information from a variety of public sources in line with the delegation's priorities. S/He contextualizes and links the selected information with the political, economic and security environment and performs systematic monitoring of the reputation of the ICRC and National Red Cross or Red Crescent Society in local languages or local media.
Accountabilities & Responsibilities
Functional Responsibilities:
Under the supervision of the Communication Coordinator, the Environmental Scanning Officer supports decision-making at the ICRC Delegation in Yemen by proactively monitoring, analysing and relaying information from a variety of public sources in line with the Delegation's priorities. S/he has primary responsibility to contextualize and flag relevant political, security and contextual developments and to systematically monitor the reputation and perception of the ICRC and Yemen Red Crescent Society in local and national media.
- Identifies and monitors a variety of public sources that are relevant for the ICRC, with a focus on Yemen and Yemen Diaspora media, on issues related to the Delegation's communication and operational objectives.
- Monitors and measures the visibility of the ICRC and the Yemeni Red Cross Society, alerts the Communication Coordinator and other relevant colleagues about potential reputation issues.
- Regularly monitors Misinformation, Disinformation and Hate Speech and oversees regular environmental scanning reporting, in collaboration with the rest of the Com team
- Contextualizes and links the selected information with the political, economic and security environment and performs systematic monitoring of the reputation and perception of the ICRC and the Yemen Red Cross Society in local media
- Provides analysis of political trends, evolutions of the conflict, geopolitical situation, national and regional key issues
- Identifies influencers to support public and operational communication
- Proactively explores, identifies and analyses emerging issues and trends
- Reports efficiently and succinctly on the selected information by providing quantitative and qualitative analysis and a description of dynamics observed in public sources, including social media
- In times of crisis, adapts monitoring and reporting to support the Delegation's priorities and challenges.
Certifications/Education Required
- University degree in political science, international relations, sociology, journalism,
- Certified experience in online information searching, filtering and evaluating.
Professional Experience Required
- At least 3 years' experience as Environment Scanning Officer 1 or similar position.
- Excellent knowledge of the media and social media landscape.
- Proven capacity to analyze complex and evolving situations.
