CONTRACT DURATION:  8 months fixed term

SALARY GRADE:  According to SIF’S National Staff Salary Scale

In Yemen, SIF implements programs to support vulnerable communities in different parts of the Country in various sectors. 

General Description of the Position:

The Program Manager reports directly to the Head of Mission and works closely with the Programs Coordinator for technical guidance. In collaboration with other staff, the Program Manager shall be responsible for the supervision and management of the sub-office program and support staff, overall management of programs, budget management, and general operations to ensure results are realized in Marib, Yemen. S/he will be actively involved in partnership building and maintaining an active position at the cluster level. S/he will be part of the program development team by contributing to project ideas, writing of proposals and concept notes, budgets, plans etc.  S/he will ensure the efficiency and effectiveness of the delegated mandate within the project management cycle, while also ensuring compliance with organizational security protocols.

Duties and Responsibilities:

The program Manager shall be responsible for the following tasks: 

  • Manage the field program and support teams at the field office operations. 
  • Report regularly to the Programs Coordinator on project management and assist in preparing project progress reports.
  • Support the partnerships and resource mobilization efforts in the Mission. 
  • Attend meetings with partners and actors working in the sector as required.
  • Supervise projects in different sectors to achieve outcomes and impact as planned in the respective project documents.
  • Support in conducting baseline and endline surveys for generating best practices in coordination with the MEAL team.
  • Participate in needs assessments for different SIF projects.
  • Monitor the registration process of beneficiaries to SIF activities according to the defined guidelines.
  • Carry out project activities, including preparation of work plans and related monitoring.
  • Ensure the availability of all program materials and ensure the project locations are well equipped and ready for implementation. Request replacements when needed.
  • Ensure feedback is circulated among the relevant teams about issues raised in the field and through the complaints and compliments handling mechanism.
  • Actively assist and participate in project events (meetings/workshops/trainings).
  • Timely mobilization and effective communication with communities and stakeholders during baselines and evaluations.
  • Conduct field visits to monitor and evaluate progress in the implementation of activities.
  • Identify training needs of program staff and beneficiaries in the context of the project and facilitate professional development opportunities.
  • Implement project standard operating procedures together with project team members.
  • Assist in reviewing and redesigning interventions in consultation with the Programs Coordinator in response to the evolving needs of the target groups.
  • Ensure compliance with SIF policies, procedures, and security protocols.
  • Carry out any other assignments as directed by the Head of Mission.

Reporting:

The Program Manager shall take overall responsibility of programs reporting to include; 

  • Provide regular and detailed updates on field activities and ensure effective M&E is being undertaken throughout the projects.
  • Provide detailed mid-term or end-term project reports as required or as provided for under the project documents.
  • Liaise with the MEAL department in gathering reporting data, success stories, and documentation of best practices in relevant areas of program management.
  • Oversee the flow of information in the field about SIF program-related activities.
  • Collate information related to the implementation and results of the project and compile periodic reports as and when required.
  • Ensure various reports are compiled and shared on time.
  • Participate in internal team meetings to provide feedback on different aspects of the project and present data, and conclusions on program development and implementation.
  • Ensure participation in sector-level partnership meetings with NGOs and other actors.
  • Co-organize and participate in review meetings under the supervision of the Project Manager.

Qualifications and Requirements:

  • University degree in Development Studies, Community Development, or any other related social science.
  • Advanced degree in the above areas will be an added advantage.
  • At least 3 years of experience in program management or a related field.
  • 3 years of relevant experience with an international NGO in programs management.
  • Interpersonal skills and strong cross-cultural relations are required.
  • Proven ability to lead and work in a team.
  • Excellent written and oral communication skills. Excellent command of English (speaking and writing) is mandatory. Proficiency in Arabic is highly desirable.
  • Strong organizational and work planning skills, with the ability to work in a high-volume work environment.
  • Able to establish and maintain effective working relations with people of different cultural backgrounds.
  • Confident and proficient in the use of MS Office, especially Excel and Word, as well as electronic communication.

  • Child Safe-Guarding Policy. SIF commit to respect the “Do no harm” humanitarian principle and ensure child safety is paramount in all its activities. SIF implements a Child Safeguarding Policy (CSP), and implement all necessary measures to ensure that only those who are suitable to work with vulnerable people, in particular with children join the organization. This position is subject to criminal records disclosure and reference checks.
