Position: WASH Officer [Engineering and Water Quality] (ONLY NATIONAL)


 Location: Taiz 


Contract Length: 6 Months

The Opportunity:


The WASH Officer [Engineering and Water Quality] is responsible for ensuring the availability of accurate, complete, and up-to-date information required to ensure the quality of the water provided for the beneficiaries, for all the targeted water schemes, and provide support and engineering expertise for the successful and timely completion of works related to rehabilitation, construction, and reparation of WATSAN facilities in selected sites within the project areas. The WASH Officer [Engineering and Water Quality] will ensure the implementation and successful completion of WASH-related construction/rehabilitation components in the field office and the surrounding geographic coverage managed through this office. He/she will be overseeing the implementation of the hardware (water and sanitation) parts of WASH at both the community level and institutional level schools, child-friendly spaces……etc.

Key Areas of Responsibilities


Program Implementation


  • In collaboration with the WASH PM/ Coordinator, assess the Water Schemes, WATSAN facilities for rehabilitation requirements.
  • Develop detailed bills of quantities (BoQ) and drawings for the construction/Rehabilitation works required for the water supply systems at the community as well as at the water and sanitation facilities based on assessment and program requirements, ensuring that recommended work is child-friendly and within the minimum SPHERE standard.
  • Intensive monitoring of the water trucking activity, including the following: the supervisors, the water quality, and the procedures of the daily distribution.
  • Supervise the construction/rehabilitation process, ensuring that it is completed within timelines and according to the approved BoQs.
  • Where necessary, take samples for laboratory testing of the materials.
  • Take water samples, carry out laboratory testing of samples for chemical or microbiological parameters, and physical tests. 
  • Ensure that variations are approved by WASH Coordinator/WASH PM according to SC procedures before handing over to the contractor.
  • Verify incoming materials are of the highest quality and from an acceptable country of origin.
  • Certify achievement of contractual milestones, and provide a report to WASH coordinator and program manager so payment to contractors can be processed.
  • Develop and implement safety standard checklists ensuring that children’s safety is central 
  • Seek and obtain appropriate government sign-off on works at the critical stages, especially at the start and handovers.
  • Ensure the Contractor is compliant with Statutory Law and SC safety and security protocols on all construction/rehab sites.
  • As appropriate, ensure that the contractor maintains proper inventory control systems of commodities’ transactions.
  • Technical training of community volunteers, WASH management committees, and governmental staff on how to manage and operate water schemes, as well as use and maintain the WATSAN facilities. 
  • Coordinate WASH construction activities with other local actors (governmental and non-governmental).  Build strong relationships with local and government partners, Local Water and Sanitation Company, GARWSP (the General Authority for Rural Water Supply Projects and Taiz Water and Sanitation Cooperation.
  • Write and submit weekly activity reports and field visit reports at critical points of the construction/rehabilitation works.
  • As required, support emergency planning processes and response in regards to WASH activities. 

General:


  • Deliver results in line with the current proposal and Save the Children’s strategy.
  • Comply with Save the Children policies and practices with respect to child protection, code of conduct, health and safety, equal opportunities, and other relevant policies and procedures.
  • Ensure that the minimum standards of humanitarian relief are maintained in accordance with the Sphere Charter and SCI Code of Conduct.
  • Perform any other responsibilities as agreed with the line manager.

QUALIFICATIONS, EXPERIENCE AND SKILLS


  • University Degree in Civil or Structural Engineering or relevant disciplines, or equivalent field of experience.
  • At least 3 years of experience in planning and implementation of small-scale construction works, mainly community-based water and sanitation or related works. 
  • Previous experience working effectively as part of a WASH project team.
  • Experience in water quality testing (physical, chemical, and biological), chlorination, monitoring FRC, water trucking for host communities affected by the cholera outbreak, rehabilitation of water systems/points, WATSAN facilities at community/institutional level, WASH NFI distribution, Water quality issues, including supervision of contractors and contract administration.
  • Oral and written English Language proficiency.
  • Effective use of computers – Word and Excel and design and drawing software.
  • Commitment to working through systems of community participation and accountability
  • Good knowledge of safety standards and legislation related to construction and rehabilitation in Yemen
  • A good team player; willing to learn from others, listen, and provide sound technical advice on construction that will benefit children.  
  • Strong organizational and planning skills with good communication skills.
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy.
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
  • Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin our support.
